A strong Party – the source of breakthroughs

Vietnam’s revolutionary history has affirmed that every victory and every stage of national development stems from the sound and skillful leadership of the Party. A clean and strong Party is the foundation for breakthroughs that help the country achieve rapid and sustainable progress. Particularly in the era of national rise, Party building and rectification work is both an objective requirement and a prerequisite for the Party to continuously strengthen itself, capable of leading the country and its people to achieve new miracles.

In Dong Nai, the strength of a Party organization with more than 131,000 members after the provincial merger will continue to serve as a solid foundation, creating breakthroughs by leveraging resources, advantages, and new development space to build a prosperous, civilized, and modern province.

A united, cohesive, clean, and stronger Party

During his lifetime, President Ho Chi Minh always paid special attention to Party building and rectification. In October 1947, in his work Rectify the working style, he first used the term “Party rectification” and set out 12 standards of conduct for a true revolutionary Party: “For the Party to be strong/ Do not forget any of these 12 things.” This was also the “first thing that must be done” he emphasized in his Testament: “The first thing that must be done is to rectify the Party, so that each Party member, each union member, each cell strives to fulfill the tasks assigned by the Party and wholeheartedly serves the people. If we can do this, then no matter how big or difficult the task, we will surely succeed.”

Creatively applying Ho Chi Minh’s thoughts on Party building and rectification, our Party has always regarded this as a key, regular, continuous and consistent task throughout all revolutionary periods. The Party building itself is both an objective requirement and a prerequisite for achieving breakthroughs in the nation’s development. This was reaffirmed by our Party in the Conclusion of the 4th Plenum of the 13th Party Central Committee: Particular attention must be paid to elevating Party building and rectification to a new high, closely linked with building a clean and strong political system. This is a matter of life and death for the survival of the Party and the socialist regime in Vietnam.

According to Dr. Ngo Minh Vuong, Deputy Head of the Department of Party Building, Dong Nai School of Politics: The Party is fully aware that Party building aims to ensure the Party remains clean and strong, enabling the cadre and members to continuously improve their qualities, capabilities, firm stance, and clear-sighted viewpoints. They must remain calm and lucid, not pessimistic in the face of challenges, nor complacent in the face of victories.

“In the current context, Party building and rectification work is confronted with extremely complex, multi-dimensional issues arising from the market-oriented economy, the rule-of-law state, and international integration. Therefore, in the process of Party building and rectification, relying solely on established principles is not enough; it requires to base on the  reality of Party organization and activities for review and evaluation. Special attention must be paid to Party building across all fronts: politics, ideology, organization, morality, and cadres. This is the crucial foundation for the Party to fulfill its pioneering role in leading the revolutionary cause in the new period,” Dr. Vuong emphasized.

Throughout 95 years of accompanying the nation, the Party has demonstrated its strength in the ability to seize opportunities, innovate, and lead the country forward in line with global trends, creating great feats. The 13th National Party Congress documents affirmed: “The results of Party building and rectification work in previous tenures, especially the 12th Congress, made a crucial contribution to the achievements, potential, position, and prestige of our nation today. Our Party has become more united, stronger, cleaner; the people’s trust in the Party has been consolidated and enhanced, creating a solid foundation for the country to achieve fast and sustainable development in the years ahead.”

Discussing strategic directions for bringing the nation into a new era, Party General Secretary To Lam identified seven strategic orientations, of which four focus directly on Party building work. The Party General Secretary stressed: Regarding the renewal of the Party’s leadership methods, despite progress, there remain many shortcomings, requiring stronger reform of leadership methods, enhancing leadership capacity and governance capacity, ensuring that the Party remains the great helmsman, steering our nation forward.”

Party General Secretary put forward a number of strategic solutions, such as strictly enforcing the Party’s leadership and governance methods, absolutely avoiding manifestations of doing things on behalf of, or neglecting the Party’s leadership role; streamlining the apparatus and organizational structure of Party bodies to ensure they truly serve as the nucleus of intellect, the “general staff,” and the vanguard team leading state agencies; strongly innovating the issuance, dissemination, and implementation of Party resolutions; building grassroots Party organizations and Party members to truly become the “cells” of the Party.

The Dong Nai Provincial Party Organization has consistently viewed internal unity as a matter of survival and a top principle in the task of building the Party organization. At the same time, it emphasizes strengthening great national solidarity, considering it the lifeblood and guiding thread to ensure that all Party and State policies are carried out consistently, thoroughly, and effectively, meeting the legitimate aspirations of the people.

The foundation of every achievement
Recognizing the vital role of Party building work in Dong Nai, in the 2020-2025 tenure, the work of Party and political system building was prioritized, yielding important results that enhanced the Party’s comprehensive leadership capacity in both dynamic localities (former Binh Phuoc and Dong Nai), positively contributing to national development.

Thanks to efforts to strengthen leadership capacity of the Party organization and grassroots Party, and build strong Party organizations in terms of politics, ideology, morality, organization, and cadres, Dong Nai has been provided a firm foundation to achieve impressive economic growth, social welfare, and national defense-security results. The Provincial Party Organization has consistently maintained comprehensive leadership role, while synchronously implementing resolutions and socio-economic development programs in a modern and sustainable direction, closely aligned with the realities of each period.

This is also the precondition enabling Dong Nai to remain one of the country’s most dynamic economies, a leading contributor to the state budget, investment attraction, exports, and new-style rural development. The province’s economy has continued to post solid growth, with its economic structure shifting in the right direction. According to the draft Political report submitted to the 1st Dong Nai Provincial Party Congress, 2025-2030 tenure, the province’s economic growth rate during 2021-2025 averaged 7.11% annually. By 2025, provincial GRDP is projected at VND 694.457 trillion, with per capita GRDP at VND 153.7 million. At the same time, Dong Nai has recently become a “mega construction site” with numerous national key projects already underway or being implemented in the province.

Maintaining this impressive socio-economic growth trajectory has been possible thanks not only to Dong Nai’s distinctive advantages but also to the resolute leadership and strategic vision of the Provincial Party Committee. This is also the core factor and foundation underpinning Dong Nai’s advances in building and affirming its position as one of the country’s leading local economies.

As the cradle of the country’s industrial sector, attracting large numbers of workers to its industrial zones, Dong Nai has focused on building Party organizations in non-state enterprises. From a grassroots Party cell with just three members over 20 years ago, the Party organization at TKG Taekwang Vina Joint Stock Company (JSC) in Tran Bien ward now has 113 members; among them, seven Party members hold positions as directors or at higher levels.

Dinh Sy Phuc, Party Secretary and Trade Union Chairman of TKG Taekwang Vina JSC, said: “Building and developing Party organizations in a foreign-invested enterprise employing about 35,000 workers like Taekwang Vina reflects the sound, pragmatic vision of the Dong Nai Party Committee. This helps strengthen Party leadership and combat capacity, while also promoting private-sector development, safeguarding workers’ livelihoods, and ensuring enterprises operate in line with the Party’s orientations and the State’s policies and laws.”

Breakthroughs from the contingent of cadres

On July 1, 2025, former Binh Phuoc and Dong Nai merged to form the new Dong Nai province. The new Provincial Party Organization was established on the basis of unifying the two Party organizations. Following its establishment, the new Dong Nai Party Organization comprises 99 grassroots Party organizations with more than 131,000 members. The restructuring of Party organizations and the political system laid the groundwork for a new phase of development, affirming the determination, intellect, and unity of the entire Provincial Party in building a clean, strong organization. The organizational structure of the Party apparatus and the political system from the provincial to the grassroots level continues to be reformed and streamlined toward greater efficiency, strength, and effectiveness. This also serves as a foundation for creating breakthroughs that will enable Dong Nai to “take off.” To realize this goal, further efforts in building and rectifying the Party to make the provincial Party organization increasingly clean and strong, capable of leading Dong Nai’s development in the new period, have become an urgent requirement.

With the goal of achieving an economic growth rate of over 10% in 2025, the Provincial Party Organization places strong emphasis on cadre work, as “cadres are the root of all tasks.” Improving the quality of the cadre contingent, particularly key officials at all levels with firm political will, sufficient qualifications, competence, strong action orientation, dedication, credibility, and commensurate capacity for their responsibilities, is also identified as one of the breakthrough missions of the new tenure.

According to Assoc. Prof. Dr. Nguyen Quoc Dung, former Director of the Academy of Politics, Region II: “Improving the quality of the cadre contingent, particularly ensuring that key cadres have the qualities, capacity, and prestige commensurate with their tasks in Dong Nai, is a long and challenging process, requiring consistent and responsible engagement from the entire political system, with the Provincial Party Committee playing the central role. With a strong cadre contingent, Dong Nai will have sufficient internal strength to overcome difficulties and achieve its development goals, especially in operating the two-tier local government model.”

“This is also the time to rally forces and reorganize in order to select high-quality cadres to serve in the new era. As Party General Secretary To Lam emphasized: State agencies must not become safe havens for weak cadres. In the new context, cadres must not only be professionally capable and adaptable to digital transformation but also genuinely committed to serving the people,” Assoc. Prof. Dr. Nguyen Quoc Dung stressed.
