Xuan Hoa commune was established through the merger of three former communes, Xuan Hoa, Xuan Hung, and Xuan Tam, excluding Bang Lang hamlet, which was incorporated into Xuan Dong commune, all previously part of the former Xuan Loc district. Following the merger, Xuan Hoa has become a gateway locality of Dong Nai province, connecting to the Central and Northern regions via National Highway 1 and the North–South Expressway.

Xuan Hoa commune boasts a strategic location for trading goods and services, promoting commercial growth and presenting considerable potential for industries and production related to processing, with industrial zones and clusters that have been established and are currently being developed.
Promoting potential and advantages in regional linkages
After the merger, Xuan Hoa commune covers an area of 305.96 km² with a population of over 78,400 people. The commune has a convenient transportation system and numerous advantages for development.
Specifically, National Highway 1 runs through Xuan Hoa for a length of 22.8 km, providing a significant advantage for socio-economic development, particularly in the fields of industry, services and trade. In addition, the Dau Giay - Phan Thiet Expressway passing through the commune opens up many opportunities for trade connectivity and regional linkage for Xuan Hoa.
During the 2020-2025 term, despite many difficulties and challenges, the Party Committee, government, and people of the former Xuan Hoa, Xuan Hung, and Xuan Tam communes (today’s Xuan Hoa commune) have promoted cultural values, revolutionary traditions, and a spirit of solidarity, striving to overcome hardships and achieving significant results in socio-economic development and national defense and security. Accordingly, 42 out of 43 targets set by the Party congresses of the former Xuan Tam, Xuan Hung, and Xuan Hoa communes were completed or exceeded.
The industrial and handicraft sectors in the area have seen stable growth, contributing to economic restructuring and driving the development of other industries. Xuan Hoa currently has 59 enterprises and 516 individual business households. Production value has increased by an average of more than 10% per year. Trade and services have expanded rapidly, with total retail sales of goods and service revenue by the end of 2025 estimated at nearly 3.1 trillion VND, reflecting an average annual growth rate of almost 13%. The production value of agriculture, forestry, and fisheries reached 854.6 billion VND, with an average yearly growth of 4.3%.
The commune has concentrated on advancing high-tech agriculture, establishing exemplary agricultural systems, and producing in accordance with VietGAP and GlobalGAP standards, encompassing nearly 360 hectares of crops and 36 livestock farms. Notably, during the 2020-2025 term, the commune developed five linkage chains and 16 establishments with registered trademarks. The “One Commune, One Product” (OCOP) program was implemented effectively, with 12 products meeting OCOP standards of three stars or higher, including four products that achieved the five-star OCOP standard.
The collective economy has gradually evolved in accordance with market mechanisms. Between 2020 and 2025, four new cooperatives were established in the commune. The private economy sector has played a crucial role not only in local development but also in ensuring social welfare and generating employment. Total social development investment capital over five years exceeded 7.8 trillion VND. Numerous key projects that have been put into use have stimulated economic development, enhanced the investment environment, and improved the living standards of residents in the locality.
The commune’s budget revenue reached nearly 778 billion VND, almost 2.5 times higher than in the previous term. Total production value increased at an average rate of over 10% per year. Average per capita income reached 93.83 million VND per year. All three former communes (Xuan Hoa, Xuan Hung, Xuan Tam) met the standards for advanced and model new-style rural areas, and 100% of schools achieved national standards.
In terms of concentrated industrial development, the commune currently has Xuan Loc Industrial Park in operation, employing more than 20,000 workers. The Xuan Hung Industrial Cluster is expected to begin operations in the near future. In addition, Phase 1 of Xuan Hoa Industrial Park, covering 485 hectares, is undergoing detailed subzone planning.
These industrial parks and clusters will serve as key drivers for the commune to attract investment in large-scale, concentrated industrial development, contributing to economic restructuring toward modernization.
Le Trung Hieu, Deputy Director of Nga Bien Import-Export Co., Ltd. (Xuan Hoa commune), stated that the company has 4 products that meet the national 5-star OCOP standard, including salted egg cheese-flavored cashew nuts, original roasted salted cashew nuts, garlic-chili flavored cashew nuts, and original vegetarian roasted cashews. Having products certified as five-star OCOP serves as a strong motivation and foundation for the company to enhance its brand and bolster consumer confidence in the commune’s unique local specialties. The raw materials for these products are sourced from within Dong Nai province. In addition to the four five-star OCOP products, the company currently has five products rated three to four stars. In the coming period, the company will continue striving to improve product quality, maintain and upgrade OCOP ratings, and focus on building the image and brand of its products.
Pham Viet Phuong, Deputy Head in charge of the Management Board of Industrial Parks and Economic Zones of Dong Nai province, shared that Xuan Hoa commune needs to identify its potentials and advantages clearly, compare them with neighboring localities and major economic centers in the province, and from there develop appropriate investment attraction strategies. At the same time, the commune should create a list of industrial and service sectors that it can attract in the near future, taking into account supporting service fields.
The Party Committee of Xuan Hoa commune is promoting various activities to raise awareness and actions of cadres, civil servants and public employees in applying information technology in their work process.
Currently, the management and administration of work at the Commune Party Committee are primarily conducted on a digital technology platform, particularly in the processing of documents and meeting content, all of which follow a "paperless" process. The cadres, civil servants, and public employees at the Commune Party Committee are instructed and consistently prepared to apply technology to their work with a strong sense of responsibility and determination.
Earlier, at the first Congress of the Xuan Hoa Commune Party Committee for the 2025-2030 term, held in early August 2025, the Commune Party Committee pioneered the application of information technology to organize a paperless congress. Specifically, instead of using traditional printed documents, delegates were guided by the support team at the congress to install and use the internal application "Congress 2025-2030" on smartphones and laptops, accessing all congress documents by scanning a QR code.

Economic restructuring towards industry and commerce
In the 2025-2030 term, the Xuan Hoa Commune Party Committee will concentrate on building a clean and robust Party Committee and political system; enhancing the leadership capacity and combat effectiveness of Party organizations; and cultivating a team of cadres with aspirations, a will to rise, and the courage to act and take responsibility for the common interest. At the same time, the commune is working to build an efficient and well-functioning local government, accelerate the development of industry and services, invest in and promote high-tech agriculture, and foster private sector growth. These are identified as key tasks to drive breakthroughs in socio-economic development in tandem with economic restructuring, aiming for double-digit growth.

During the 2025–2030 period, the Xuan Hoa Commune Party Committee aims to achieve several key targets: an annual growth rate of 12–13% in total local production value; an average annual increase of 6–7% in per capita income; and a cashless transaction rate of at least 60% among residents, with 100% of administrative procedures conducted via cashless payments. The commune also plans to complete infrastructure development for the Xuan Hung Industrial Park and put it into operation; develop five additional OCOP products, including at least two meeting 4-star standards; and by 2030, establish a cooperative applying high technology in agriculture and livestock farming.
In particular, Xuan Hoa commune will proactively and decisively implement Politburo Resolution No. 68-NQ/TW on private economic development, with an emphasis on the principle: “enterprises at the center, development as the goal.” This approach serves to concretize the Party and State’s position on developing the private economic sector in the new period.
Ha Hong Vien, Director of Ngoc Thanh Auto Trading and Services Co., Ltd. (Xuan Hoa commune), shared that the company is focusing on shared economy and green economy models in its passenger transport operations. He expressed hope that in the near future, the authorities of Xuan Hoa commune will continue to support businesses by fostering connections, together with facilitating access to preferential programs and policies for private economic development. This support, he noted, would help enterprises accelerate the application of science and technology and promote sustainable business practices.
Concurrently, agencies and mass organizations in Xuan Hoa commune will continue to uphold a strong sense of responsibility, proactively provide counsel, mobilize resources, and promote the application of technology in governance, administrative reform, and improving service delivery to the public. They will also integrate the implementation of Politburo Resolution No. 57-NQ/TW, on breakthroughs in science and technology development, innovation, and national digital transformation, into various local sectors, with a focus on healthcare, education, public security, and socio-economic development.
The commune will enhance the training of human resources to address the socio-economic development needs of the locality, preserve and promote cultural identity, and foster civilized, friendly, and compassionate citizens of Xuan Hoa. Efforts will concentrate on continuously improving the quality of life for residents while ensuring stable political security and social order. The commune’s Party Committee will prioritize renewing thinking, awareness, and actions in international integration in the new context, aiming to build Xuan Hoa into a prosperous, modern, and industrially and service-oriented community.
Le Van Nam, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Xuan Hoa commune, stated that the commune has a substantial land fund suitable for the development of industrial parks and clusters, commercial-service zones, high-tech agriculture, and ecotourism. In addition, the local labor force is considerable, with a population of over 78,000 people, including more than 46,000 of working age. This feature provides an abundant human resource base to meet the needs of businesses investing in the area and to supply labor for future industrial parks and clusters.
Ta Quang Truong, Secretary of the Party Committee and Chairman of the People’s Council of Xuan Hoa commune, emphasized that during the 2025-2030 term, the Party Committee of Xuan Hoa commune has outlined key tasks aimed at developing the local socio-economic sector in a modern and sustainable manner. In particular, the commune will prioritize accelerating growth and restructuring the economy towards industry and commerce. Significant attention will be given to the development of the private sector as a crucial task to enhance the quality, efficiency, and competitiveness of the economy, with the goal of achieving double-digit economic growth.
At the same time, the commune will concentrate on developing sectors with comparative advantages and high added value, vigorously applying science, technology, and innovation; enhancing regional connections and developing synchronized infrastructure, thereby creating a driving force for economic development. Priority will be given to training high-quality human resources to meet the demands of digital transformation and integration.
