Urgent completion of contents to be submitted to 5th session of 10th Provincial People’s Council

On September 11, Deputy Secretary of the Dong Nai Party Committee and Chairman of the Provincial People’s Committee Vo Tan Duc chaired a meeting of the Provincial People’s Committee members to review the contents to be submitted to the 5th (thematic) session of the 10th Provincial People’s Council. According to a report from the Office of the Provincial People’s Committee, the Committee had earlier registered 16 proposals and draft resolutions, including 10 legal normative proposals and six specific ones, to be submitted to the Provincial People’s Council.

At the meeting, leaders of departments and agencies stated that for legal normative proposals already approved by the Provincial People’s Council under the shortened procedure, the departments and agencies are carrying out the subsequent steps as required. However, some legal normative documents, due to urgent registration within a short timeframe, may not fully comply with the procedural requirements under the Law on Promulgation of Legal Normative Documents. Therefore, the provincial departments and sectors advised the Provincial People’s Committee to consider not submitting them at this session.

Some of the contents expected to be submitted by the Provincial People’s Committee to the Provincial People’s Council at the upcoming session include: policies to support funding for public passenger transport by bus and subsidies for bus service users in Dong Nai; regulations on the decentralization of environmental protection expenditure from the state budget in the province; policies to promote the development of non-public preschool education in Dong Nai from the 2025-2026 school year; and regulations on reward payments for individuals recognized as “Outstanding citizens of Dong Nai province.”

In his directive speech, Deputy Secretary of Dong Nai Party Committee and Chairman of the Provincial People’s Committee Vo Tan Duc requested drafting departments and sectors leading the drafting of the proposals  to urgently finalize the contents that had received feedback from members of the Provincial People’s Committee, Boards of the Provincial People’s Council, and relevant agencies, so that these proposals could be reported to the Provincial People’s Committee for submission to its Party Committee, seeking opinions from the Provincial Standing Party Committee.

For contents not ready in time for the 5th session, sectors must promptly advise the Provincial People’s Committee to register for submission at the following session, while also determining the submission timeline in advance when advising the Provincial People’s Committee to ensure compliance with the prescribed procedures.

Chairman Vo Tan Duc further emphasized that with just over three months remaining until the end of 2025, departments and sectors must, based on their assigned functions and tasks, urgently review and advise the Provincial People’s Committee on the contents to be submitted at the year-end regular session of the Provincial People’s Council, strictly following legal procedures. The proposals must clearly define the legal basis and implementation roadmap, avoiding the situation where it is registered for submission but withdrawn later due to insufficient time.

In urgent cases, the departments should promptly advise the Chairman of the Provincial People’s Committee to register for a thematic session of the People’s Council for approval.
