After thorough and careful preparation with the highest sense of responsibility, the 1st Dong Nai Provincial Party Congress, tenure 2025-2030, takes place on September 29 and 30, 2025.

What is encouraging is that the documents for submission to the Congress have been elaborated in a methodical and scientific manner, gathering the wisdom of the entire Party Organization and the people from all walks of life in the province. They have also been highly appreciated by central agencies and the Politburo.

The political report correctly assessed shortcomings and limitations, drew profound lessons, while setting out major tasks with appropriate solutions aimed at unleashing human potential, fostering creativity and nurturing the development aspirations of officials, Party members, civil servants, public employees, and the people of the province.

No trade-off between environment and economic gains
First of all, after fully absorbing and distilling the essence of contributions from subordinate Party congresses as well as experts and scientists within and outside the province, the 10th draft of the Political Report prepared by the Provincial Party Executive Committee for submission to the 1st Provincial Party Congress, tenure 2025-2030, has made major breakthroughs in both content and form. Specifically, the report has been shortened by five pages compared with previous drafts. In terms of content, the draft is structured into three main parts: assessment of the implementation of the resolutions of Party congresses for the 2020-2025 tenure and major achievements after 40 years of renewal; identification of viewpoints, objectives, targets, key tasks and breakthrough stages for the new period; and proposals of key, comprehensive and synchronized solutions.

With such strategic breakthroughs, the 1st Provincial Party Congress, tenure 2025-2030, will open up a new space and position, with many opportunities for Dong Nai to achieve strong breakthroughs in the new development era.

One of the most notable innovations in the political report is the shortened theme in the 10th draft. The structure of the report has been revised with concise adjustments and additions, ensuring it remains focused while still covering all core content. Previously, the draft theme contained 100 words with six elements: “Strengthening the building and rectification of the Party and the entire political system to ensure comprehensive purity and strength; promoting the great national unity and the province’s internal resources; proactively seizing opportunities, advancing science-technology, innovation, and digital transformation; developing the economy and society rapidly and sustainably, improving people’s living standards; ensuring national defense, security, and border sovereignty; building Dong Nai towards a green, civilized, modern development, keeping pace with the nation’s new era.”

However, in the 10th draft, the theme has been shortened to 50 words with three elements: “Building a pure, strong, united, disciplined, and responsible Party Committee and political system; ensuring national defense, security, and border sovereignty; mobilizing and effectively utilizing all resources to develop Dong Nai into a green, prosperous, civilized, and modern province.” Thus, the theme this time only retains the fifth element, “ensuring national defense, security, and border sovereignty,” from previous drafts. The other five elements have been revised and condensed into two: “Building a pure, strong, united, disciplined, and responsible Party Committee and political system” and “Mobilizing and effectively utilizing all resources to develop Dong Nai into a green, prosperous, civilized, and modern province.” This demonstrates a strong breakthrough spirit, going straight to the core for higher effectiveness, making it easier to understand, remember, and implement.

In particular, the first element emphasizes one of the most critical tasks for the entire political system in the years to come: “Building a pure, strong, united, disciplined, and responsible Party Committee and political system.” The phrase “strengthening” at the beginning, which bore a slogan-like tone, has been omitted. Meanwhile, the addition of “unity, discipline, and responsibility” provides a firm foundation and a decisive factor for building a successful clean and strong political system. Moreover, the Congress theme also clearly states the overall goal for the next tenure: “Mobilizing and effectively utilizing all resources to develop Dong Nai into a green, prosperous, civilized, and modern province.” The breakthrough here, highly appreciated by Party members and citizens, is that the objective “green development” is placed before “prosperous, civilized, and modern.” In reality, a nation may be “prosperous, civilized, and modern”, but without environmental protection, sustainability can never be ensured. Therefore, the commitment to “no trade-off between environment and economic gains” is fully consistent with the country’s realities and global development trends. More importantly, this view affirms that environmental protection is a fundamental “pillar” of sustainable development.

Pioneering for the nation and the people
These days, a large number of officials, Party members, and citizens have voiced strong support for the draft Political Report to be presented at the 1st Provincial Party Congress, tenure 2025-2030. Public attention has particularly focused on the motto of action proposed in the draft: “Solidarity – pioneering – breakthrough – integration – development.” In earlier drafts, the motto was framed as: “Solidarity – innovation – integration – breakthrough – development.” In the 10th draft, “breakthrough” has been moved up from the fourth to the third position, while “integration” has shifted from the third to the fourth. Notably, “innovation” has been dropped and replaced with “pioneering.” Many officials, Party members, and especially veteran revolutionaries consider this a major breakthrough in strategic thinking, entirely consistent with the current context of both the nation and the province.

The word “pioneering” not only refers to those who lead the way, but also embodies enthusiasm, proactive engagement in new and challenging tasks, and a high spirit of creativity. In real life, pioneering actions and pioneering individuals, those who initiate, lead, open paths, and explore, always inspire others through their confidence, courage, willingness to change, readiness to take risks, and admirable perseverance. More importantly, this is in line with Politburo’s Regulation No. 144-QD/TW on revolutionary ethical standards for officials and Party members in the new era. The regulation emphasizes the need to build a contingent of officials and Party members with firm political will, strong fighting spirit, and exemplary observance of Party principles and State law.

These are individuals who dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and act for the common good. And in today’s era of national rise, cadres and Party members are required to be ready to sacrifice for the nation and the people.
