Specific products resulting from a change in mindset and action

The 2020-2025 term has shown strong transformations in the leadership and direction of the Dong Nai Provincial Party Committee, especially in the "accelerating to the finish line" phase in the final year of the term. Many specific products have been reaped from changing the action motto: "clear person, clear task, clear time, clear responsibility, clear product, clear authority."

The transformations, experiences, and specific products resulting from the decisive change in mindset and action in the past term will be the foundation for Dong Nai province to continue acting even more decisively. The new action mindset will eliminate the fear of making mistakes, shirking responsibility, avoiding responsibility, and saying one thing but doing another when entering the new 2025-2030 term, the first term of the new era.

TERM OF INFRASTRUCTURE DEVELOPMENT

As a retired official, Nguyen Van Luyen (a 72-year-old resident in Nhat Hoa residential area, Tran Bien ward) always closely monitors the province's development in political, economic, social, national defense, and security fields through various media.

In the 2020-2025 term, what Luyen appreciated most was that Dong Nai made a significant transformation in its action mindset, with words matching deeds and achieving results, even for difficult tasks that required more time. In particular, major, difficult, complex, and lingering unresolved issues were decisively resolved under the provincial leadership, which further strengthened the people's trust.

According to Luyen, never before has there been a term in which Dong Nai is dotted with key transport infrastructure projects everywhere. The most prominent examples are Long Thanh International Airport, Phuoc An Port, Dau Giay - Phan Thiet Expressway, Ben Luc - Long Thanh Expressway, Bien Hoa - Vung Tau Expressway, and Ring Road 3 - Ho Chi Minh City passing through Dong Nai. In addition, Nhon Trach 3 and 4 Power Plants were completed and connected to the national grid, while many large investors continuously invested in Dong Nai.

Beyond that, recently, ground has been broken for many more projects with a total capital of hundreds of trillions of VND in the province, such as: expanding the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, new construction of the Dau Giay - Tan Phu Expressway, and Gia Nghia - Chon Thanh Expressway. In addition, the province is also in the process of resolving bidding documents to soon start the Ho Chi Minh City - Chon Thanh Expressway Project, and preparing for the construction of Ho Chi Minh City’s Ring Road 4 passing through Dong Nai. In particular, the province is accelerating the development of plans for urban railway connections and many bridges connecting Dong Nai with Ho Chi Minh City.

Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Tran Bien ward Ho Van Nam who previously directly directed the site clearance for the Bien Hoa - Vung Tau Expressway Project passing through Bien Hoa city, shared: "The site clearance for the Bien Hoa - Vung Tau Expressway passing through Bien Hoa underwent land acquisition nearly 3 years ago, but result has only met 30%, mainly public land, vacant lots, and easy acquired areas. The most difficult part lay in the remaining 70% with thousands of residential houses, and structures of organizations and religions. This is one of the reasons why site clearance could not be completed as planned."

The completion of site clearance for this project only truly yielded results when, in February 2025, the Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Deputy Delegation Vu Hong Van directly worked with the former Bien Hoa City Party Committee and assigned tasks, while also suggesting specific approaches.

The important changes achieved by Dong Nai recently are thanks to the very frequent and close leadership and direction of the Provincial Party Committee and the spirit of overcoming difficulties, daring to think, daring to do, and daring to take responsibility of cadres and party members. By overcoming difficulties and challenges, the contingent of cadres in Dong Nai province has matured and become more resilient, gaining more determination to develop Dong Nai faster and more sustainably, meeting the aspirations of the people.

Thanks to this drastic direction, as of April 30, 2025, the old Bien Hoa City  basically completed the site clearance work for this key project. Going further, Bien Hoa has drastically cleared the site for Huong lo 2 road Project, especially focusing on clearing the site for Bien Hoa 1 Industrial Park - which has been implemented for many years. To date, both of these projects have shown very significant progress.

GREAT EXPECTATIONS FOR THE NEW JOURNEY

Many opinions from cadres, party members, the public, and the business community share the same assessment: The 2020-2025 term is a term that has laid a solid foundation for Dong Nai in many years to come. The province will have new breakthrough developments thanks to increasingly synchronous and modern infrastructure. Many large investors have felt more clearly than ever the investment opportunities in Dong Nai. In particular, many high-tech enterprises have high expectations for the Long Thanh International Airport Project, as its operation will help businesses transport goods to and from Vietnam more conveniently and at lower costs.

Last July, for example, Coherent Group of the United States inaugurated a semiconductor manufacturing plant in Nhon Trach Industrial Park with an initial investment of 127 million USD. It is noteworthy that these are 3 high-tech projects for which Coherent Group of the United States was granted investment certificates by Dong Nai province in 2024 with a capital of nearly 1 billion USD. Or most recently, LEGO Group and Kuehne+Nagel Group of Denmark officially opened a Regional Distribution Center (RDC) in Dong Nai, which is also Lego's 5th regional distribution center globally to transport Lego children's toy products from Dong Nai to all over the world.

Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Ho Van Ha stated: Achieving the specific results of the 2020-2025 term in infrastructure, especially transport infrastructure, is a process of great effort. Currently, the time needed to prepare the project documents and investment procedures for is no longer measured in years but in months. A typical example is the construction of Ma Da bridge connecting Dong Nai province, which took less than 6 months. These transformations and efforts stem from a change in mindset, drastic actions, especially adhering to the "6 clear" motto: clear person, clear task, clear time, clear responsibility, clear products, clear authority.
