Quality of Party cell activities: Decisive factor in the development of every Party organization

To build Party cells and Party organizations that are clean and strong, and to ensure effective leadership in fulfilling assigned political tasks, first of all, it is necessary to pay close attention to improving the quality of Party cell activities. It is because the quality of the Party cell activities determines the vitality and development of every Party organization.
Effective models

Dr. Vu Thi Nghia, Deputy Secretary of the Party Committee and Deputy Principal of Dong Nai School of Politics, said that the school’s Party cells hold regular meetings on the 3rd day of every month and thematic sessions once every quarter. After each meeting, the Party cells conduct self-assessments in accordance with Regulation No. 25-QDi/TU, issued on February 13, 2019 by the Provincial Standing Party Committee, which sets out criteria for evaluating the quality of monthly Party cell activities.

The content of the Party cell meetings complies with Party regulations and fits the school’s actual conditions. The Party cells also attach importance to holding thematic sessions linked to studying and following Ho Chi Minh’s thought, morality, and style, through specific content in close adherence to their respective political missions. In addition, the Party cells have conducted thematic activities by making field trips to the grassroots and organizing for Party members to study exemplary local models in production and business, good labour practices, effective mass mobilization, and the building of a friendly administration. Some Party cells integrate thematic sessions with social welfare or “return-to-the-roots” activities at War Zone D, the Southeastern Regional Party Committee Base, or the Rung Sac Special Zone, providing valuable lessons in educating, training, and fostering Party members.

According to Dr. Vu Thi Nghia, in order to keep improving the quality of Party cell activities, the school’s Party Committee will study, disseminate and direct to strictly implement the eight solutions set out in Directive No. 50-CT/TW, dated July 23, 2025, by the Party Central Committee Secretariat on further renewing and improving the quality of Party cell activities in the new period. This will help build a stronger Party organization of the school, ensuring the successful fulfillment of political tasks.

The Party organization of the Dong Nai Provincial People’s Council currently has 53 Party members across three subordinate cells. In recent times, the People’s Council Party Committee has directed the subordinate Party cells to focus on enhancing the quality of both regular and thematic activities, with each cell holding at least one thematic session per quarter.

From 2022 to 2024, the subordinate Party cells of the Provincial People’s Council Party organization organized 12 thematic meetings focused on issues such as improving advisory quality in citizen reception and complaint resolution, effectively organizing meetings and voter receptions, promoting Party members’ pioneering and exemplary roles, studying and following Ho Chi Minh’s thought, morality, and style. These Party cell activities have led to positive changes in the awareness and actions of officials and Party members, thereby contributing to the agency’s successful fulfillment of political tasks.

“The Party cell is the basic unit and foundation of the Party, the political nucleus at the grassroots, the organization closest to the people, directly leading and translating the Party’s guidelines and policies into action. It plays a core role in fostering close ties between the Party and the people. Improving the quality of Party cell activities is an urgent requirement of special significance, contributing to building a pure, strong, and comprehensive Party, ensuring its mission to lead the nation toward prosperity in the new era.”

To further improve the quality of Party cells’ thematic meetings, Party member Dieu Dieu of the Provincial People’s Council Party organization emphasized that the thematic content must be closely tied to the political missions of each cell and agency and pressing issues in daily life. Themes should be timely, engaging, and linked to professional duties and Party members’ ideological concerns. He also recommended diversifying forms of Party cell activities such as combining them with field trips, study tours at historical sites, workshops, dialogues, experience exchanges, or club-style activities, to make meetings more lively and appealing.

In his view, topics must be well-prepared, clearly oriented, and not superficial. Discussions should include in-depth analysis, assessment, and practical solutions. Party members must promote their role in voluntarily studying materials in advance and preparing contributions for the regular meetings. The cell secretary should foster an open atmosphere where Party members feel free to speak, debate, and provide critical feedback. Each thematic meeting should end with a review of results and lessons learned to improve the quality of following sessions.

 “Political mandate”
Member of the Provincial Party Committee and Deputy Head of the Provincial Party Committee’s Organization Commission Bui Thi Yen noted that the Commission has issued various guidelines on improving the quality of Party cell activities, tailored to different types of organizations. These include guidelines for enhancing Party cell activities in private enterprises and foreign-invested enterprises; in the People’s Army and the People’s Public Security forces; as well as in state agencies, public service units, hamlets and neighborhoods

The Party cells and Party organizations maintain regular activities while renewing formats and content of regular activities to ensure democratic centralism and internal unity. Many Party cells have aligned their activities with local tasks and unit responsibilities, choosing key topics for discussion and issuing concrete resolutions to resolve difficulties in implementation.

In addition to regular sessions, Party committees hold thematic meetings linked to studying and following Ho Chi Minh’s thought, morality, and style. Supervision of Party cell activities has been strengthened, with higher-level committees guiding adjustments and improvements in how activities are organized to improve their quality. This has enhanced the richness and appeal of Party cell meetings and gradually overcome rigid practices.

Recognizing the critical importance of Party cell activities, Politburo member, Standing member of the Party Central Committee's Secretariat Tran Cam Tu recently signed Directive No. 50-CT/TW, dated July 23, 2025, on renewing and improving the quality of Party cell activities in the new period. This Directive replaces Directive No. 10-CT/TW issued on March 30, 2007.

Directive No. 50-CT/TW emphasizes that Vietnam is entering a new phase of development associated with historic milestones of great significance: the 100th anniversary of the Party’s founding (1930–2030) and the 100th anniversary of the nation’s founding (1945–2045). This poses increasingly high demands, requiring the Party to constantly strengthen its intellect and capacity to be capable of leading the revolutionary cause. Therefore, the Secretariat has asked Party committees at all levels to effectively implement eight groups of key tasks and solutions.

Among these, Party committees, Party organizations and members must fully recognize the significance and importance of Party cell activities, considering them as a true “political mandate.” The Party cells must maintain their regular meetings on the 3rd of each month, strictly avoiding combining them with other meetings.

The Standing Board of An Vien commune Party Committee assigns members to attend and supervise the meetings of subordinate Party cells. The Party cell agendas follow the guidance of the Central Committee, the Provincial Party Committee, and the specific issues of the Party Committee, locality and unit. The members in the Party cell are expected to prepare opinions based on their assigned responsibilities.

Meeting content and formats must be practical, effective, and consistent with Party regulations and guidance, tailored to each type of Party cell. Thematic sessions should be held at least once every quarter.

Party cell activities must rigorously uphold Party principles, especially democratic centralism, self-criticism and criticism, solidarity, and discipline; promoting discipline, order, and self-discipline in Party activities. Eliminating apathy and loss of fighting spirit in Party cell activities.

The results of assessing the quality of Party cell meetings serve as a basis for assessing the level of mission fulfilment of the Party cell, of the higher-level Party committees, and the heads of the Party committees.

Higher-level Party committees must regularly monitor and grasp the situation of Party cell activities while strengthening inspection and supervision to ensure consistency and continuous quality improvement.
