The work of drafting, appraising, , inspecting and reviewing legal normative documents was carried out strictly, helping concretize the laws of the National Assembly, decrees of the Government, circulars of ministries, sectors and resolutions of the Provincial Party Committee into provincial regulations that ensure constitutionality, legality, and feasibility of local policies. The DoJ coordinated with departments and agencies to appraise 599 legal normative documents, advised the Provincial People’s Committee to submit 202 resolutions to the Provincial People’s Council for approval, and to issue 397 normative decisions (including 3 resolutions and 20 decisions directly advised by the DọJ). It also gave comments on over 9,296 draft documents (both normative and other legal documents).
Legal dissemination and education have been innovated in form and digitalized, aligned with practical needs of citizens and businesses, thereby raising public awareness of law compliance. The DoJ advised Chairman of the Provincial People’s Committee to organize online law quizzes attracting more than 5 million entries, many law awareness contests in the form of theatrical performances, and developed communication channels on Zalo and Facebook with tens of thousands of interactions, promptly informing people of new regulations relevant to social life.
Civil status, authentication, and legal aid services were strongly reformed toward transparency and people-centered service delivery, producing remarkable results. Administrative procedures were resolved promptly and on time; the quality of legal aid cases has been increasingly improved.
Particularly, the sector has implemented synchronized solutions to improve the quality of civil servants and public employees, building a professional, responsible, and efficient workforce; strengthening solidarity; fulfilling political tasks excellently; and actively promoting administrative and judicial reform, digital transformation, and service-oriented governance.
These results demonstrate that despite challenges, Dong Nai justice sector has affirmed its importance and advisory role. It has become an essential bridge between the Party, the State, and the people in the legal field, creating a firm foundation for Dong Nai to make breakthroughs in the new phase. With these achievements, during the 2020-2025 tenure, the DoJ was awarded certificates of merit by the Prime Minister, was recognized by Chairman of the Provincial People’s Committee as having excellently completed its tasks for five consecutive years (2020-2024), received four emulation flags of excellence from the Government (2020-2023), and was granted many commendations by the Ministry of Justice for outstanding achievements.
Strategic directions for the 2025-2030 tenure

Entering the 2025-2030 tenure, along with implementing tasks under Resolution No. 27-NQ/TW of the 13th Party Central Committee on building and perfecting the socialist rule-of-law state in the new period, and Resolution No. 66-NQ/TW of the Politburo on reforming the law-making and enforcement process to meet the country’s development requirements in the new era, Dong Nai justice sector will continue to accompany all agencies in the political system to contribute to building Dong Nai into a green, civilized, and modern province. The justice sector will pursue strategic and key tasks with the following focal areas:
First, proactively responding to policies, promptly improving institutions, and enhancing the quality of law-making. It will advise on mechanisms and policies suited to local realities; review and remove legal bottlenecks, especially in land, investment, and environment; and apply digital transformation in law-making to ensure consistency, transparency, and feasibility.
Second, ensuring effective law enforcement. The sector will strengthen inspection and supervision of legal compliance in key areas; innovate dissemination and law education methods; build “digitally literate law-abiding citizens”; and establish monitoring and evaluation mechanisms for law compliance as a management criterion, laying the foundation for a disciplined and civilized society.
Third, promoting judicial reform in association with digital transformation. The sector will modernize public services in civil status, authentication, notarization, and legal aid; build a digital legal ecosystem; and develop a shared legal database to support management and provide digital legal services for citizens and businesses.
Fourth, supporting economic development and integration. The sector will enhance legal support for enterprises, particularly small- and medium-sized enterprises and startups; provide international legal information; and help businesses confidently integrate globally.
Fifth, contributing to building a clean and strong political system. The justice sector will remain a key force in fighting corruption and negativity; improving ethics and political will; and developing a modern contingent of legal and judicial staff with forecasting and policy analysis skills, capable of applying digital technology in legal work, and deserving of people’s trust.
With determination for innovation and the spirit of serving the people, Dong Nai justice sector will continue to affirm its role as the “legal gatekeeper” in building the rule-of-law state, ensuring that law is an effective tool to shape, protect, and promote development, accompanying the Provincial Party organization and the people in steering Dong Nai into a new era of green, civilized, modern, and prosperous growth.
