Pinning hopes on breakthrough resolutions in the new era

On the morning of September 16, the Politburo and the Party Central Committee’s Secretariat held a National Conference on dissemination and implementation of four key resolutions adopted by the Politburo. The conference was held in person and connected online from the main venue at the Dien Hong Hall of the National Assembly (Hanoi) to venues at central-level committees, ministries, agencies, and to localities and units across the country.

Party General Secretary To Lam attended and directed the conference.  Also present at the event were Politburo members: State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu, along with former Party and State leaders; and leaders of central ministries, agencies, units, and localities nationwide.

The conference was connected to nearly 11,000 sites with more than 1.2 million attendees nationwide and was broadcast live on channels of on Vietnam Television (VTV), Voice of Vietnam (VOV), and various digital platforms.

At the Dong Nai Provincial Party Committee Hall, attendees were: Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province; members of the Provincial Standing Party Committee and the Provincial Party Executive Committee; and leaders of provincial agencies and units.

The conference disseminated and launched the implementation of Politburo Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development; Resolution No. 72-NQ/TW dated September 9, 2025 on several groundbreaking solutions to strengthen the protection, care, and improvement of public health; Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new context; and Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security to 2030 with a vision to 2045.

New breakthroughs expected in education and training

Opening the important conference, Politburo member and Prime Minister Pham Minh Chinh presented the first thematic report on the core contents of Resolution 71 on breakthroughs in education and training development, along with the action program for its implementation.

Prime Minister Pham Minh Chinh stressed that: the issuance of Resolution 71 and its key contents, particularly the guiding viewpoint underscoring a profound and comprehensive awareness, together with a consistent implementation of the view that education and training is the top national policy. Comprehensive education in morality, intellect, physical development, and aesthetics is the most crucial factor in determining the nation’s future.

According to the Prime Minister, Resolution 71 sets out eight groups of tasks and solutions. They are focusing on building a strong teaching workforce, ensuring standardized school infrastructure, enhancing the quality of preschool and genral education, strengthening foreign language teaching and learning, and gradually making English the second language in schools. Artificial intelligence (AI) must be introduced into general education from grade 1.

Prime Minister Pham Minh Chinh outlined eight major groups of tasks and solutions for implementing Resolution 71, under the spirit of the “six clarities: clear assignment of people, clear tasks, clear responsibilities, clear authority, clear timelines, and clear outcomes.” First, it is  necessary to accelerate the improvement of institutions and policies. An urgent review and assessment of the implementation of the general education curriculum must be carried out for appropriate adjustments. A roadmap should be developed and promptly implemented regarding salary and allowance policies for teachers, administrators, and staff in the education sector. The review, restructuring, and reorganization of higher education and vocational institutions must continue. Substandard training facilities must be merged or dissolved, with the aim of reducing fragmentation while expanding scale.

Basic hospital fees to be waived by 2030

Presenting the thematic report “Core contents of Resolution No. 72-NQ/TW, dated September 9, 2025, issued by the Politburo, on several breakthrough solutions to strengthen the protection, care, and improvement of public health, along with the Action program for its implementation,” Party Central Committee member and Deputy Prime Minister Le Thanh Long said that: the resolution outlines six groups of tasks and solutions focusing on renewing mindsets and actions, promptly improving institutions, and enhancing the healthcare system’s capacity.

It is expected to promote the enhancement of medical ethics, develop a qualified and comprehensive healthcare workforce that meets patients’ satisfaction and international integration. The Politburo requires a comprehensive renewal of style, spirit, and attitude in serving the people and patients.

There’s a need to continue to prioritize the allocation and mobilization of resources, with outstanding mechanisms and policies to develop the healthcare workforce, and preferential policies commensurate with the medical profession.

One of the important task groups is to promote healthcare financing reform and to develop an effective and sustainable health insurance policy. In particular, the state budget ensures expenditure tasks that meet basic and essential requirements and plays a leading role. Priority is given to allocating and ensuring the annual increase in state budget spending for healthcare. Implement free periodic health check-ups at least once a year. By 2030, basic hospital fees are hoped to be exempted within the scope of health insurance benefits.

In addition to Resolutions 71 and 72, the conference also heard Secretary of the Party Central Committee and Acting Foreign Minister Le Hoai Trung presented the thematic report on the core contentss of Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new context, along with the Action Program for Its Implementation

Following that, Nguyen Thanh Nghi, Member of the Party Central Committee and Head of the Central Policy and Strategy Committee presented the thematic report “Core contents of Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security to 2030, with a vision to 2045, along with the Action Program for Its Implementation.”

Rapidly shifting from “policy issuance” to “governance and implementation”

In his concluding remarks, Party General Secretary To Lam emphasized that: Resolution 59 is one of the four pillar resolutions mentioned during the Politburo’s resolution implementation session on May 18, 2025. The remaining three resolutions are thematic in nature. Together, these three strongly complement and reinforce the strategic “Quartet of resolutions,” forming a unified whole and a breakthrough spearhead to realize the two centennial goals, building a strong, prosperous, enduring, and sustainable Vietnam.

General Secretary To Lam stressed that: the overarching spirit of Resolution 59 and the three Resolutions 70, 71, and 72 is to shift rapidly from “policy issuance” to “governance and implementation”, placing people and businesses at the center with practical effectiveness as the ultimate measure. Every agency, organization, and individual has the responsibility to translate the resolutions into daily tasks and concrete action programs with resources, timelines, measurable indicators, monitoring and accountability.

The General Secretary requested the entire political system to thoroughly grasp and strictly implement several principles in carrying out these resolutions, including the “five-consistent” principle (political affairs– legal affairs – data – resource allocation – communication); the “three-transparent” principle (objectives – progress – results); the “three-early” principle (early institutional completion – early start of key projects – early allocation of funds); and the “five-clear” principle (clear tasks – clear people – clear responsibilities – clear timelines – clear results) and to carry out all resolution contents at all levels as soon as possible.

To ensure unified leadership, smooth coordination, and direct “reach to the grassroots”, General Secretary To Lam proposed the establishment of a Central Steering Committee for each resolution or a single Central Steering Committee for implementing the Politburo’s resolutions. He also suggested creating a publicly accessible “digital dashboard,” updated weekly and monthly, to track core indicators, bottlenecks, and the progress of each resolution, with responsibilities clearly assigned to the Government, ministries, sectors, localities, and the people. Independent expert groups and policy appraisal units could also be invited to verify solutions and provide objective assessments and critiques.

Beyond these general orientations, General Secretary To Lam also devoted significant time to providing in-depth guidance on the key tasks and solutions of each specific resolution presented at the conference, while clarifying their dialectical relationships and mutual complementarities.
