In the 38 pages with over 22,800 words of the Draft Political Report (Draft) submitted to the first Dong Nai Provincial Party Congress, 2025-2030 term, the consistent viewpoint of taking "people as the roots" and placing "people at the center" is a special highlight.

The age-old philosophy of building and defending the Fatherland, passed down by our forefathers throughout many stages of history, still retains its full value, especially in the new era of the country.

Drawing on lessons learned from the 2020-2025 term, the Draft affirms: All policies and resolutions of the Party Committee must originate from the legitimate and lawful aspirations and interests of People.

In the Development perspective, the Draft continues to emphasize: People are the center, the subject, the resource, and the goal of the development process.

From Lessons learned to Development perspective in the new 2025-2030 term, the goal of serving the people, taking the happiness and prosperity of the people as the measure for the province's development, has been clearly and specifically articulated through programs and actions.

In the 8 key tasks identified in the Draft, as well as the main solutions, from economy, politics, social welfare policies, healthcare, education, culture to administrative reform, national defense - security... the people play a role in generating overall strength. Especially, the 8th solution highlights: Strongly promoting the People’s role as the principal subject and the strength of the great national unity bloc.

Thus, taking "people as the roots", placing "people at the center", and implementing policies and guidelines based on the legitimate aspirations of the people continues to be a way to show respect for the people's role in supervision and criticism toward the government. This affirms: People are not only the object of service but also the subject of state power, in accordance with the Constitution: "A State of the People, by the People, and for the People".

Achieving these goals requires officials with both dedication and vision, ready to serve the nation and the people

Cadres, especially the heads, must put themselves in a position of action, demonstrate decisiveness, and transparency, always prioritizing the common good and the interests of people.

A service-oriented administration in the new era, considering the happiness and satisfaction of the people as a measure, requires a deep understanding and strong implementation of the "people-centered" perspective. This is the foundation for successfully achieving the goals and tasks set by the Resolution of the Provincial Party Congress, building a green, prosperous, civilized, and modern Dong Nai, and joining forces with the whole country, to steadily advance into a new era of development.
