On September 19, Dong Nai School of Politics in collaboration with the Ho Chi Minh National Academy of Politics (HCMNAP) and the Institute of Philosophy under the HCMNAP, held a ministerial-level scientific seminar on “The reality of digital transformation to promote the development of productive forces in the Southeast region in the new era.”

In his keynote address at the seminar, Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the HCMNAP and Head of Project 587, affirmed: In the current phase, developing new productive forces is regarded as a qualitative leap, requiring the concerted, determined, and effective participation of the entire political system, the business community, and every citizen. Among these, digital transformation is both a productive force and a new mode of production, serving as the foundation, driving force, and resource for the nation to achieve double-digit growth targets.

With nine direct presentations and dozens of papers sent to the event by experts and scientists, the seminar focused on clarifying the concepts of productive forces, modes of production, and certain development orientations for the Southeast region in the new context. The presentations also identified a number of challenges and difficulties, thereby proposing institutional and policy solutions to foster the development of new productive forces, particularly in Dong Nai province and more broadly across the Southeast region.
Suggesting several solutions related to digital transformation aimed at rapid and sustainable development in the Southeast and in Dong Nai in particular, Dr. Dinh Van Thuy, Deputy Director of the Institute of Philosophy under the HCMNAP, stated: It is essential to build and develop an advanced, modern productive forces, with special attention given to tools, means of production, and knowledge-intensive artificial objects of labor that meet the requirements of digital transformation.
“In the current context, artificial intelligence (AI), the Internet of Things ecosystem, cloud computing, big data, and blockchain technology must be applied immediately to develop advanced and modern means of production. Knowledge and data must be regarded as means of production, as General Secretary To Lam has pointed out. Data, information, and digital resources must meet the criteria of being accurate, sufficient, clean, live, shared, and unified. Moreover, resources must be proactively mobilized to quickly and effectively apply the latest scientific and technological advances, thereby creating advanced, modern tools, means, and new, diverse materials of increasingly higher quality,” - Dr. Dinh Van Thuy, Deputy Director of the Institute of Philosophy under the HCMNAP.
Regarding the development of productive forces in the Southeast region, Master Tran Thi Hanh Dung of Dong Nai School of Politics emphasized: The Fourth Industrial Revolution has accelerated the shift from material means of production to immaterial ones. A clear example is in the Southeast region, where machinery, robots, and AI are gradually becoming the main tools of labor, optimizing production, reducing operating costs, and improving productivity.
This requires workers to acquire specialized skills and techniques, including domain-specific knowledge and task-oriented expertise. More importantly, soft skills have become crucial, such as creative thinking, proactivity at work, computer and internet literacy, foreign languages, teamwork, problem-solving, time management, and labor discipline.

“Workers need to enhance their qualifications, especially in information technology, automation, and data analysis. Continuous learning, creative thinking, and problem-solving skills are becoming essential. The Fourth Industrial Revolution brings both opportunities and challenges, requiring workers to adapt proactively to avoid being left behind and to fully capitalize on the benefits that technology offers,” Master Tran Thi Hanh Dung stressed.
The seminar is held with the desire to make significant contributions in both theory and practice, helping concretize major guidelines and decisions of the Politburo. This will provide Dong Nai with additional practical foundations to serve its development in the new stage.
