Mass digital literacy - Digital NA: Framework of digital knowledge and skills for a modern legislature

On the afternoon of September 13, at the National Assembly (NA) House, the NA Party Committee and the NA Standing Committee held a thematic conference entitled “Mass digital literacy – Digital NA: Framework of digital knowledge and skills for a modern legislature.”

Present at the conference were Party General Secretary To Lam and Politburo member, Prime Minister Pham Minh Chinh. The event was chaired by Politburo member, Secretary of the NA Party Committee and Chairman of the NA Tran Thanh Man.

Also in attendance at the event were Politburo members: President of the Vietnam Fatherland Front Central Committee Do Van Chien;  Head of the Central Organization Commission Le Minh Hung; Chairman of the Party Central Committee (PCC)’s Inspection Commission Nguyen Duy Ngoc; Minister of National Defence, General Phan Van Giang; Minister of Public Security, General Luong Tam Quang; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai. General Trinh Van Quyet, Secretary of the PCC and Director of the General Department of Politics under the Vietnam People's Army; Member of the PCC and Vice President Vo Thi Anh Xuan; other members of the PCC, of NA Standing Committee, and Vice Chairpersons of the NA also participated in the conference.

 “Mass digital literacy – Digital NA” platform launched

This was the largest-scale conference ever held by NA Party Committee, with more than 750 delegates attending in person at the Dien Hong Hall, NA House. In addition, around 10,000 delegates registered to attend the event online from 47 locations nationwide, including 33 connection points of NA deputies’ delegations and Standing Boards of provincial People’s Councils, 14 points of the State Audit Office; as well as 3,321 points of commune-level People’s Councils.

Following the event from Dong Nai province, provincial Party Committee members, Deputy Heads of the provincial NA delegation, Bui Xuan Thong and Dieu Huynh Sang, both attended and co-chaired the event.

In his opening remarks, Secretary of the NA Party Committee, Chairman of the NA Tran Thanh Man emphasized that the conference was held to equip deputies, officials, civil servants and public employees with the knowledge, skills, and enhance awareness and action for digital transformation, including the proactive application of technology in daily tasks, particularly in lawmaking, oversight activities, and decision-making on important national matters.

“We are determined to implement the important directive of Party General Secretary To Lam that the development of science and technology, innovation and digital transformation must be the principal driving force, the 'golden key' to enable breakthrough development, overcome challenges, and realise the aspiration for national prosperity,” NA Chairman Tran Thanh Man stressed.

At the conference, Member of the PCC and Head of NA’s Committee on Science, Technology and Environment Le Quang Huy, presented a report on the implementation of Plan 39-KH/DUQH concerning “Mass digital literacy – Digital NA” movement and the NA Party Committee’s policy on building a framework of digital knowledge and skills for a modern legislature and lifelong learning.

The participating delegates viewed thematic reports via short video presentations on the framework of digital knowledge and skills for a modern Parliament; the on dialogue and in-depth analysis on the framework of digital knowledge and skills for a modern Parliament; on artificial intelligence (AI) serving as assistants to NA deputies and officials in addressing routine public duties; and an introduction of the “Mass digital literacy – Digital NA” platform.

The highlight of the conference was the launch ceremony of the “Mass digital literacy – Digital NA” platform. Leaders of the NA system’s bodies signed commitments to implementing the “Mass digital literacy – Digital NA” movement, demonstrating strong political determination from central to grassroots levels to accelerate digital transformation strongly and quickly across the NA system.

Promoting the construction and completion of a comprehensive digital knowledge platform

In his directive speech, Party General Secretary To Lam called on the NA Party and relevant bodies to swiftly issue the official framework of digital knowledge and skills, along with curricula and teaching materials, following the conference. He emphasised that training must be held “for the right trainees and right needs,” avoiding superficial or mass training that is ineffective.

He also stressed the importance of constructing and completing a comprehensive digital knowledge platform, expanding e-learning curricula, online lectures, mobile applications, and integrating with existing online platforms, while making full use of the national “Mass digital literacy” platform to facilitate learning anytime, anywhere. The campaign must be widely disseminated to provincial and commune-level People’s Councils.

Party General Secretary To Lam set the target of achieving 100% basic digital knowledge and skills coverage for all NA deputies, officials and civil servants by 2026.

In addition, to advance the “mass digital literacy” and apply science and technology to the operations of the country, the entire political system and agencies at all levels, Party General Secretary To Lam emphasised that the NA Party Committee, the NA Standing Committee, and the NA’s bodies should focus on directing six priority areas identified by the Central Steering Committee for the implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology, innovation and national digital transformation. These areas include: legal frameworks, digital infrastructure, information technology, data, security and confidentiality requirements, and budget investment.

Party General Secretary To Lam affirmed that the success of the “Mass digital literacy – Digital NA” movement would not only improve the quality of NA personnel but also spread knowledge and skills across society, contributing to the success of the national digital transformation goals.
