Many new regulations and practical policies to be approved

At the upcoming 5th (thematic) session of the 10th Dong Nai Provincial People’s Council, several new regulations and practical policies will be submitted by the provincial People’s Committee to the provincial People’s Council for consideration and approval.

The proposed measures are expected to create more favorable conditions for directing and implementing socio-economic development tasks, while addressing pressing local issues.

Addressing pressing issues

Ho Quoc Tan, Deputy Secretary of the Party Committee and Chairman of the Dai Phuoc commune People’s Committee, shared that: About 60% of administrative procedures and files handled daily at the commune’s Public Administration Service Center involve certified copies and authentication. So far, all these documents had to be sent to communal leadership for signing, consuming a significant amount of their time and affecting the implementation of political, economic and social duties. Citizens also had to wait longer for processing.

Leaders from other localities added that: Under current regulations, communal People’s Committees have only two vice chairpersons (for communes/wards with specialized offices) or a maximum of three (for those without). Therefore, in communes and wards with a large volume of authentication work, the workload significantly affects the time available for vice chairpersons assigned to related duties. Hence, it has been proposed that regulations be issued to allow the authorization of authentication at commune and ward People’s Committees.

Ly Hau Hong Le, Deputy Director of the provincial Department of Justice, said that: Through monitoring and consolidating the performance of commune-level authorities under the two-tier local government model, the Department has recorded numerous opinions from localities regarding the delegation and authorization of administrative procedures for certified copies and authentication which aim to reduce the workload (signing and certification) for leaders of commune-level People’s Committees. Building a resolution on authorizing authentication at commune and ward People’s Committees in Dong Nai province is deemed necessary and consistent with legal regulations. This would allow commune-level leaders to devote more time to fulfilling political, economic, and social tasks of their localities, thereby contributing to building an enabling government that better serves the people.

Supporting the province’s development

Another meaningful policy to be submitted for consideration involves support for people working at martyrs’ memorial works and caretakers of officially recognized historical sites in Dong Nai.

Nguyen Huu Dinh, Member of Provincial Party Committee and Director of the Department of Home Affairs said that: Since July 1, 2025, the provincial Cemetery Management Board has overseen the Dong Nai Martyrs’ Cemetery in Dong Tam commune. With expanded responsibilities, the workload of staff has doubled. Previously, employees working at provincial martyrs’ cemetery (Dong Tam commune) as well as other memorial works had no specific support policies beyond basic salaries.

Meanwhile, historical sites across the province are widespread and deeply connected with the community’s spiritual life, beliefs, and revolutionary traditions. They play an important role in education, tourism development, and cultural preservation. However, allowances for site caretakers remain low. Most sites lack dedicated management boards, with protection and maintenance largely carried out by individuals, households, or local communities. These caretakers handle essential duties such as safeguarding artifacts, preventing damage, guiding visitors, assisting with restoration, and organizing spiritual activities. However, there has been no stable support policy in place for this group yet.

Other policies to be reviewed at the 5th session of the 10th Provincial People’s Council include measures to promote non-public preschool education in Dong Nai; and regulations on reward payments for individuals granted the title “Outstanding Citizen of Dong Nai province.” The session is expected to take place at the end of September 2025.

Therefore, developing support policies for staff working at martyrs’ memorial works and historical site caretakers is considered essential, aligned with both provincial needs and legal requirements. These measures would also provide a legal foundation for managing, preserving, and promoting the value of such sites.

The policy to provide financial support for public passenger transport by bus, as well as subsidies for bus service users in Dong Nai province; and the policy to provide interest rate support for loans from credit institutions for projects investing in buses and developing infrastructure to serve public passenger transport by bus in the province are also among the practical policies to be submitted to the provincial People’s Council for consideration at the upcoming session.

A representative of the Department of Construction stated that: the development of these policies will contribute to further expanding public passenger transport by bus, increasing the share of passenger transport served by this mode across the province. This, in turn, will help address traffic issues such as accidents, congestion, and environmental pollution, while also promoting the transition of buses in the province toward electric and green-energy vehicles, thereby supporting Dong Nai Province’s green growth goals.
