Implementing the program of the first Dong Nai Provincial Party Congress for the 2025-2030 term, on the morning of September 29, Discussion Group No. 2 held a session to deliberate on issues related to economy, infrastructure, logistics, and green economy.
The discussion session was chaired by: Duong Minh Dung, Member of the Provincial Party Standing Committee, Party Secretary and Chairman of People’s Council of Long Thanh commune; Ho Van Nam, Member of the Provincial Party Standing Committee, Party Secretary and Chairman of People’s Council of Tran Bien ward; and Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of Dong Nai People’s Committee.
Also attending the discussion was Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee Vo Tan Duc.
10% annual growth target is achievable
Speaking at the session, Truong Thi Huong Binh, Member of the Provincial Party Committee and Director of the Department of Finance (DoF), said that the 10% annual growth target is challenging but achievable, requiring strong unity and determination from the entire political system, citizens, and enterprises.

To achieve the 10% annual growth target in the new term, in the short term, it is necessary to operate local governments efficiently after restructuring without affecting residents and business activities; the investment environment must be improved along with promptly resolving obstacles faced by businesses, especially legal and procedural issues, ensuring that enterprises, investors, and residents feel secure and ready to invest in production and business, serving as a crucial factor for achieving the new growth target. In the long term, it is necessary to maximize the growth-driving role of key economic regions, economic corridors, and growth poles, and to submit the Free Trade Zone proposal to the competent authorities to create superior mechanisms for attracting investment and developing services.
According to Director of DoF, after the merger, Dong Nai organized many workshops to collect opinions from experts and scientists to guide the development space of the new Dong Nai. The province identified four economic regions to ensure strategic balance, diversify growth drivers, and maximize the advantages of each area.
Regarding social housing to serve social welfare, Nguyen Anh Tuan, Director of the Department of Construction (DoC), said the goal of building 65,000 social housing units is feasible. The main approach focuses on the “3-prong, 6-lever” strategy: the three prongs include clearing and allocating clean land in proper locations, multi-channel finance and credit, and procedural “roadmap” implementation. The six levers include planning-infrastructure; preferential mechanisms and investor selection; development models and products; support for buyers/renters; supervision and transparency; and progress coordination.
Regarding attracting investors with modern livestock technology, Nguyen Tuan Anh, Member of the Provincial Party Committee and Director of the Department of Agriculture and Environment, said that Dong Nai has a large agricultural land area (over 1.074 million ha), but current livestock density is only 1.1 livestock units per ha. Several large investors are now interested in Dong Nai, applying circular economy models integrating livestock, slaughter, processing, organic fertilizer production, and clean energy.
Leveraging special advantages of Long Thanh International Airport
One of the key topics attracting delegates’ attention during the discussion session was leveraging the special advantages of Long Thanh International Airport.

Member of the Provincial Party Standing Committee, Party Secretary and Chairman of People’s Council of Long Thanh commune Duong Minh Dung emphasized that Long Thanh International Airport is a “golden opportunity” for Dong Nai to create a new growth pole, enabling the province to take off globally. He suggested focusing on transport infrastructure development, including rapid investment in railway connections from Ho Chi Minh City to the airport and from the airport to Cai Mep Port, as well as expressways and ring roads for early operation.
Comrade Duong Minh Dung also proposed that the Central government apply special mechanisms, including preferential tax policies for the Free Trade Zone and green credit for the high-tech zone. He recommended the province review planning and focus on smooth airport connectivity, noting that once airport infrastructure is streamlined, other infrastructure will develop accordingly.
In addition, Party Secretary of Long Thanh Commune Duong Minh Dung stated that the implementation of Resolution No. 68-NQ/TW dated May 4, 2025, by the Politburo on private sector development should be accelerated, thereby contributing to socio-economic growth. He also emphasized strengthening decentralization to allow local authorities to autonomously appraise and approve project legalities.
Director of the DoF Truong Thi Huong Binh added that during the appraisal of the Dong Nai Provincial Party Congress documents, Member of Politburo and President Luong Cuong concluded on Dong Nai’s proposal to establish special mechanisms. The Politburo acknowledged the proposal to report to the Central Government. Therefore, once the Central Government agrees in principle for Dong Nai to develop these special mechanisms, the DoF will coordinate with relevant departments and agencies to study and advise on policies to submit to the Provincial Party Committee.
During the group discussion, delegates also exchanged their views on planning. They emphasized that planning must always take the lead, serving as a guiding framework and providing a basis for effectively managing development space and attracting investment. Regional transport infrastructure is a crucial factor, decisive in opening new development areas and creating spillover and linkage effects. Planning will reposition development space, organize management, and efficiently exploit resources to meet socio-economic development requirements.
Director of DoC Nguyen Anh Tuan said that in the coming period, it is necessary to develop a smart logistics network integrating road, rail, waterway, and air transport, and to promote high-quality logistics services linked to seaports, airports, and border gates. Comrade Nguyen Anh Tuan also proposed several solutions related to infrastructure breakthroughs, including recommending that the Central Government allow the province to use funds flexibly across different sources to ensure that large-scale projects without allocated capital can be paid and executed on schedule.

Member of the Provincial Party Committee and Director of the Department of Industry and Trade Vu Ngoc Long said Dong Nai should invest in smart logistics centers linking ports and airports, develop digital and high-quality human resources, and propose the government consider preferential financing mechanisms for projects linked to Long Thanh Airport. Departments and localities should coordinate in planning, investment promotion, and inter-sectoral project implementation.

At the session, delegates also discussed economic structure toward 2030, mechanisms to encourage startups, private sector development, and high-quality FDI.
