Directive No.50 emphasizes: Improving the quality of Party cell activities is an urgent requirement, of special importance; contributing to building a transparent, strong, and comprehensive Party, fulfilling its role and mission of leading the country to develop richly, strongly, and prosperously in the new era.
According to the assessment of Party Central Committee’s Secretariat, in recent times, Party cell activities have achieved many positive results; however, still revealed some limitations that have been slowly addressed. Specifically, the preparation of content, management, discussion, and issuance of resolutions in Party cell activities have not met the requirements, remaining formalistic, integrating Party cell activities with professional activities; while specialized activities are still too theoretical, not linked to political tasks and the specific characteristics of each type of Party cell. The observance of Party organizational and activity principles, fighting spirit, self-criticism and criticism in some Party cells are not high...
To improve the quality of Party cell activities in the coming time, Directive No. 50 has put forth many effective and practical solutions such as: Party committees, Party organizations, cadres, and Party members must deeply understand the meaning and importance of Party cell activities; fundamentally and comprehensively innovate the content and form of Party cell activities in a practical, effective manner, in accordance with regulations and guidance from superiors; organize effective specialized activities, closely following the tasks of each type of Party cell...
In addition, Directive No. 50 also emphasizes the important role of Party cell secretaries and Party committee members in improving the quality of Party cell activities. For this contingent, in addition to ensuring qualities, capabilities, and prestige, they must also firmly grasp and strictly implement the Party's regulations and principles, especially the principle of democratic centralism, criticism, and self-criticism; have the ability to apply, concretize, and effectively implement the Party's directives and resolutions.
To improve the quality of Party cell activities, each cadre and Party member in the Party cell also needs to clearly understand their rights, duties, and responsibilities.
