Improving quality of institutional development and completion

The work of institutional development and completion is identified as both an objective requirement of the international integration process and an endogenous driving force to promote rapid and sustainable national development.

This spirit has been clearly demonstrated in one of the key resolutions recently issued by the Politburo, which is Resolution No. 66-NQ/TW dated April 30, 2025, on renovating the work of law-making and law enforcement to meet the requirements of national development in the new era (Resolution No. 66). This Resolution has also been and is being seriously implemented in Dong Nai.

Improving the quality of law-based state management

At the Conference to preliminarily review 9 months of implementing administrative reform and sign commitments on administrative reform targets and tasks in 2025, Provincial Party Committee member, Director of the Department of Home Affairs Nguyen Huu Dinh said: The province’s work of legal development and completion continues to be carried out seriously and in accordance with procedures, contributing to improving the quality of law-based state management. Activities of legal propaganda, dissemination, and education are organized in diverse forms, on an expanding scale, making practical contributions to raising legal awareness in the community.

In the first 9 months of 2025, the province issued a large volume of legal normative documents, including: 16 resolutions of the Provincial People's Council, 97 decisions of the Provincial People's Committee, 76 decisions of the district-level People's Committees, and 220 documents of the commune-level People's Councils and People's Committees. The work of legal dissemination and education was promoted with more than 8,000 direct propaganda sessions and the distribution of about 467,000 documents; while more than 3,000 news, and propaganda articles were posted on the province's and agencies'/units' portals/websites.

 

As the specialized agency advising the Provincial People's Committee on state management regarding the development and enforcement of laws in the province, the Department of Justice has focused on and continuously innovated its activities in institutional development and completion in the province.

According to Provincial Party Committee member, Director of the Department of Justice Pham Thi Bich Thuy: The work of building, appraising, inspecting, and reviewing LNDs has been strictly implemented, contributing to concretizing the laws of the National Assembly, decrees of the Government, circulars of ministries and branches, and resolutions of the Provincial Party Committee into the province's legal regulations, ensuring the constitutionality, legality, and feasibility of local policies.

The Department of Justice advised the Provincial People's Committee to promptly deploy and direct agencies, units, and localities to strictly implement the procedures for issuing legal normative documents. Accordingly, the province's system of legal normative documents has basically been fully established to regulate all fields of state management. At the same time, it has been uniformly implemented from the provincial to the commune levels, exerting a great impact, creating a legal framework to ensure the effective operation of the state apparatus, contributing to improving the effectiveness of state management in the locality.

At the Conference to preliminarily review 9 months of implementing administrative reform in 2025 and sign commitments to complete administrative reform targets and tasks in 2025, member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee Le Truong Son emphasized: If we want to grow and develop, it is very important to conduct administrative reform. Administrative reform must be carried out comprehensively in all fields. In particular, for institutional reform and law-making, the Central Government has a separate key resolution. Departments and branches must pay great attention to and advise the Provincial People's Committee to effectively implement this content in the province. Accordingly, the development and promulgation of institutions and legal normative documents must be synchronized and timely to regulate the operation of the new apparatus smoothly and effectively.

After the merger, the province also directed a review, systematizing effective legal normative documents of the two former provinces of Binh Phuoc and Dong Nai before their merger; organizing specialized reviews on decentralization, authorization, and policies supporting the construction of social housing. 100% of legal normative documents issued by the Provincial People's Committee were self-inspected; at the same time, inspections were carried out according to authority for documents issued by the People's Councils and People's Committees at the commune level. The appraisal and feedback on legal normative documents were carried out seriously, ensuring quality and progress, contributing to enhancing the feasibility, constitutionality, and legality of the documents.

Meeting the requirements for national development in the new era

Resolution No. 66 of the Politburo states: In the context of epochal changes in the world, for the country to firmly enter a new era - an era of national rise for breakthrough, prosperous, and powerful development under the leadership of the Party; along with implementing the revolution of streamlining the organizational apparatus, striving for double-digit economic growth, the work of law-making and enforcement must be fundamentally reformed, creating strong momentum for the rapid and sustainable development of the country.

To concretize the Central resolution, the Dong Nai Provincial People's Committee issued Plan No. 196/KH-UBND dated June 4, 2025, on implementing Resolution No. 66 of the Politburo and Resolution No. 140/NQ-CP dated May 17, 2025, of the Government promulgating the Government's Action Program to implement Resolution No. 66 on reforming law-making and enforcement to meet the requirements for national development in the new era (Plan 196). On August 28, 2025, the Provincial People's Committee continued to issue Plan No. 74/KH-UBND on providing information and propaganda for the implementation of Resolution No. 66.

Specifically, according to Plan 196, the Provincial People's Committee requires ensuring comprehensive and direct leadership of Party committees over law-making and enforcement; closely linking law-making and enforcement, with people and businesses as the center; while clearly defining tasks, implementation roadmap, and responsibilities of each agency and unit; having mechanisms for inspection, supervision, and evaluation of the implementation results of Resolution No. 66 and Resolution No. 140/NQ-CP; realizing the goal of building a democratic, equitable, synchronous, unified, public, transparent, feasible legal normative document system for Dong Nai province, suitable to the actual situation in Dong Nai. The Provincial People's Committee also clearly defines 6 specific tasks requiring departments, agencies, and localities to concretize and synchronously organize implementation.
