To prepare for the first Dong Nai Provincial Party Congress for the 2025-2030 term, the Provincial Standing Party Committee has so far directed the drafting of the 9th version of the political report, ensuring to meet both quality and schedule.
The process of drafting the political report has closely followed the orientations and directions of the Central Committee, the realities of the locality, as well as the development requirements of the new era. It reflects the strong political determination of the entire Party organization, government, and people of the province, entering a new era, the era of national rise together with the rest of the nation.
Concise, succinct, and scientific
At a recent working session between the Politburo’s Task Force No. 1 and the Dong Nai Provincial Standing Party Committee under the chair of State President Luong Cuong, regarding the draft documents and personnel plans to be submitted to the first Dong Nai Provincial Party Congress for the 2025-2030 term, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Dong Nai Vu Hong Van stated: The structure of the political report prepared by the Provincial Party Executive Committee has been designed concisely, with two parts: Part I evaluates the implementation of the resolution of the 2020-2025 congress, integrating the assessment of breakthrough tasks, notable achievements, and difficulties of both former Dong Nai and Binh Phuoc; Part II outlines viewpoints, objectives, tasks, and solutions for the 2025-2030 term, including forecasts and analysis of the context for the 2025-2030 period, thereby clarifying development perspectives, setting general objectives, and identifying 29 key targets by 2030. It also proposes eight groups of tasks and solutions along with three breakthrough missions covering the comprehensive development space of the province.

When evaluating the results of the 2020–2025 term, the draft highlights the most significant achievements attained by both localities, while also pointing out the limitations, weaknesses, and common "bottlenecks" faced during development. Special emphasis was placed on a frank and thorough assessment of shortcomings and their causes, without avoidance.
For the 2025-2030 period, the draft identifies the overarching objective of building a clean, strong, and comprehensive Party organization and political system; promoting the strength of great national unity, pioneering spirit, creativity, and development aspirations. It seeks to mobilize, harness, allocate and utilize resources effectively. The report emphasizes the development of the digital economy, green economy, circular economy, sharing economy, and knowledge-based economy, with Dong Nai taking the lead in aviation economy, high-tech industry, high-tech agriculture, logistics hubs, science-technology, and innovation. Economic growth will go hand in hand with cultural and social development, environmental protection, and improving the material and spiritual life of the people. Firm defense-security will be maintained, along with border sovereignty, diplomacy, and international integration, while strengthening the province’s role as a regional hub in the Southeast, together with the whole nation firmly advancing into a new era of development. Dong Nai must be built into a green, prosperous, civilized, and modern province, striving to meet basic criteria of a centrally governed city by 2030.
The draft political report also clearly identifies 29 key targets for the 2025–2030 tenure across various areas, including Party building and the political system, economy, culture and society, natural resources and environment, as well as national defense and security. Among these, the province strives to achieve an average annual GRDP growth rate of 10% or higher during the 2026–2030 period.
Open-minded and receptive to constructive feedback
According to Member of the Provincial Party Committee and Standing Deputy Head of the Provincial Party Committee’s Propaganda and Mass Mobilization Commission Nguyen Thi Hong Trang, in order to prepare a high-quality political report that can “position” the new Dong Nai on the country’s development map after its merger with former Binh Phuoc province, Dong Nai Provincial Standing Party Committee directed to organize numerous scientific seminars and conferences to gather opinions from experts, scientists, and former provincial leaders. It also required subordinate Party organizations to collect feedback during 99 grassroots Party congresses, while seeking opinions from central committees and ministries. To date, the Propaganda and Mass Mobilization Commission has received more than 4,100 comments on the draft political report.
To achieve the set targets and objectives, the draft outlines eight key task groups and three breakthrough missions that comprehensively cover the province’s new development space. This framework serves as a strategic action plan to help Dong Nai achieve rapid, sustainable, green, and modern development, becoming a leading national hub for industry, logistics, services, and high-tech agriculture.
Based on the feedback received, the Provincial Standing Party Committee directed the Sub-committee on Documents and thematic editorial teams to absorb and incorporate appropriate content into the draft, ensuring alignment with the province’s overall strategic orientation and development goals across all sectors. The process reflects a spirit of openness, respect for differing views, and strong consensus-building, especially on new and challenging issues. As such, the draft political report to be presented at Dong Nai Party Congress for the 2025-2030 term has become a crystallization of collective wisdom, clearly expressing the vision, development aspirations, and breakthrough orientations for the province’s next stage.
At a working session with the Dong Nai Provincial Standing Party Committee on September 8, Nguyen Van Nen, Politburo member and standing member of the Document Sub-committee for the 14th National Party Congress, remarked that the draft political report to be presented at the first Dong Nai Provincial Party Congress was well-prepared, succinct, and of high quality. It closely follows the orientation of the documents of the 14th National Party Congress, while being grounded in the local realities and demonstrating both medium- and long-term vision. It has also identified appropriate development directions for the province at present.
Also at the working session on September 8, State President Luong Cuong requested the Dong Nai Provincial Standing Party Committee to receive the feedback of Politburo members and central agencies to finalize the draft documents, thereby meeting the requirements for convening the first Provincial Party Congress for the 2025-2030 term.
