On the afternoon of September 24, Politburo member, Prime Minister Pham Minh Chinh, who is Head of the Government’s Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06 (hereinafter referred to as the Steering Committee), presided over the Committee’s fourth meeting.

Co-chairing the meeting were Party Central Committee members, Deputy Prime Ministers, Deputy Heads of the Steering Committee Ho Duc Phoc and Nguyen Chi Dung. The session was held in-person at the Government’s headquarters and connected online to 34 provinces and cities nationwide.
At the Dong Nai provincial venue, Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Nai People’s Committee, attended and chaired the conference. Also in attendance was Le Truong Son, Member of the Provincial Standing Party Committee, Vice Chairman of the Dong Nai Provincial People's Committee.

At the meeting, leaders of the Ministry of Science and Technology presented a report on the implementation of science and technology development, innovation, and national digital transformation, as well as key tasks scheduled through the end of 2025. Leaders of the Ministry of Public Security reported on the implementation of Project 06 and its key tasks scheduled through the end of 2025. Leaders of the Ministry of Home Affairs reported on administrative reform and its priority tasks scheduled through the end of 2025. Ministries, sectors, and localities also delivered presentations on issues related to science and technology development, innovation, digital transformation, the implementation of Project 06, and administrative reform.

According to the report of the Ministry of Science and Technology, regarding the implementation of the Government’s Action Program and the Steering Committee’s conclusions, in 2025, a total of 679 tasks have been assigned for 56 agencies (including 22 ministries, ministerial-level agencies, and government-attached agencies; and 34 provinces and cities). As of September 23, 270 tasks had been completed (including 180 completed on schedule), while 382 tasks are still in progress.
From July 20 to September 23, ministries, sectors, and localities actively carried out tasks under Resolution 57-NQ/TW, completing 60 tasks. These efforts have contributed to establishing a synchronized ecosystem for development, creating an enabling legal environment, building infrastructure and a solid data foundation, while promoting digital transformation and fostering the innovation ecosystem.

In Dong Nai province, relevant departments, sectors, units, and localities have recently focused on implementing tasks in science and technology development, innovation, and digital transformation, as well as carrying out Project 06 and advancing administrative reform. Notably, the province has issued internal and electronic procedures for handling 2,135 administrative procedures, achieving a completion rate of 100%.

In the first eight months of 2025, the province organized seven seminars on science and technology, innovation, and digital transformation, with the participation of experts, leaders, businesses, and educational institutions. It also held a training conference on the application of artificial intelligence (AI) for more than 29,500 cadres, civil servants, and public employees through both in-person and online formats.
Speaking at the meeting, Politburo member, Prime Minister Pham Minh Chinh emphasized: Promoting the development of science and technology, innovation, digital transformation, and Project 06 holds great significance, contributing to rapid and sustainable growth, macroeconomic stability, and the improvement of people’s material and spiritual well-being.
Prime Minister Pham Minh Chinh stressed the need to make the most of every day and every hour to integrate science and technology, innovation, and digital transformation into all activities. He also suggested several key tasks to be prioritized and completed in the coming time, including: Building databases of sectors and levels, particularly on land and housing; completing digital transformation in the operations of two-tier local governments, especially at the grassroots level; and promoting a “Mass Digital Literacy” movement to build digital government, digital citizens, digital society, and develop the digital economy.
