During the 2020–2025 term, the Dong Nai Provincial Military Party Committee has provided strong leadership in fully accomplishing the objectives set out in its resolution. It has effectively advised the provincial Party Committee, government, and Military Region 7 in promptly leading and directing the successful implementation of military-defense and local defense tasks under new circumstances.
Colonel Bui Dang Ninh, member of the Provincial Party Committee, Standing Deputy Secretary of the Military Party Committee, and Political Commissar of the Dong Nai Provincial Military Command, stated that the Provincial Military Party Committee had successfully fulfilled or exceeded 41 out of 45 targets set in its resolutions, with several indicators significantly surpassing expectations. High political reliability is reflected in the proportion of Party members within the militia force reaching 31.12%, exceeding the target by 6.12%; the percentage of Party members in the reserve forces surpassing the goal by 0.15%; and officially enlisted Party members exceeding the quota by 0.63%. The prestige and qualities of "Uncle Ho’s Soldiers" continue to shine in the hearts of the people and are recognized by Party committees and authorities at all levels. They truly serve as the core force in protecting the Party, the State, and the people, firmly safeguarding the Fatherland in all situations.
Comprehensive leadership across all tasks
According to Colonel Bui Dang Ninh, the Provincial Military Party Committee has successfully led the comprehensive completion of all tasks assigned by the Provincial Party Committee, the Provincial People’s Committee, and Military Region 7. Several targets and resolutions were significantly surpassed, including the mobilization, construction, and handover of 227 houses worth over 14.2 billion VND, 55 more than the target set in the resolution. In addition, 117 new Party members were admitted, exceeding the assigned target of 96 by 21.9%.

The Provincial Military Party Committee has led and implemented numerous effective and innovative models that have been highly praised by the Provincial Party Committee, the Provincial People’s Committee, and Military Region 7. These include initiatives such as Militia knowing every household, Friendly engagement between the armed forces and local religious and ethnic communities, Rear house, Enterprises accompanying local Party Committees and authorities in performing military and defense tasks, 1,000 VND tuition for children, Supporting disadvantaged students in continuing their education, Five new English words a day, one sentence a week, Three Bests Unit, Cadres and Party members guiding the masses and subordinates, Military doctors in green uniforms, Border guard station adopted children, and Compassionate rice jar.
The effective implementation of these models has encouraged every officer and soldier of the provincial armed forces to continue striving and performing their assigned duties well, contributing to the successful and outstanding fulfillment of all tasks. The prestige and qualities of “Uncle Ho’s Soldiers” continue to shine and resonate in the new context.
Alongside that achievement, the Provincial Military Party Committee has effectively led the implementation of key political tasks and ensured comprehensive training that meets all requirements and objectives. Assessments show that 100% of personnel met the standards, with over 85% rated as good or excellent. The forces participated in and achieved high results in numerous competitions and sports events, including: winning first place across the entire army in the female officers, professional soldiers, and non-commissioned officers category at the 2022 All-Army Martial Arts Clubs Hand-to-Hand Combat Championship; first place in the drill competition and an overall consolation award at the 2024 All-Army Chief of Staff and Political Commissar Excellence Contest; consolation prize in the 2023 Law Competition on the Militia and Self-Defense Forces, organized by the Ministry of National Defense; first prize in the 2024 All-Around Artillery Squad Sports Competition organized by Military Region 7; one first prize and one third prize at the 2023 Border Standing Militia Combat Post Competition at the Military Region level, along with many other awards.

During the 2020–20325 term, the Provincial Military Party Committee successfully led the implementation of key breakthrough areas and significant new initiatives, contributing to the excellent completion of assigned tasks.
All three breakthrough areas, enhancing the quality of military and defense work, strengthening local defense, and building a strong grassroots armed force, have made steady progress. Notable improvements have been seen in all aspects of regularity, compliance with State laws, military discipline, and safety assurance. The leadership capacity and combat strength of Party committees and organizations at all levels, particularly at the grassroots and Party cell level, have been strengthened. The implementation of effective models, such as Cadres and Party members guiding the masses and Five-Good Party Cells, Five-Good Party Members, has been successfully led and has met the established objectives.

The advisory work on local military and defense affairs, along with the development of a strong grassroots armed force, has significantly improved, bringing about solid progress in all aspects of military discipline, compliance with state laws, adherence to military regulations, and ensuring absolute safety.
They have provided timely and effective guidance to the Provincial Party Committee, Provincial People’s Committee, the Party Committee and Command of Military Region 7, as well as the Party Committee and Command of the Border Guard, in leading and directing local military and border defense tasks. They have strengthened the all-people national defense, the all-people national defense posture associated with the people's security posture, the all-people border defense posture, fortified local defense zones, and ensured the firm protection of the nation’s sovereignty and border security.
The Provincial Military Party Committee has led the development of defense structures and military capabilities within local defense zones, achieved 100% of targets for national defense and security training, carried out military recruitment and enrollment efficiently, fully participated in regional and civil defense exercises at all levels, organized the collection of war martyrs’ remains while ensuring timely and effective logistics, technical, and financial support for both regular and unexpected tasks.
The Party committees and organizations at all levels, particularly at the grassroots level and Party cells, have strengthened their leadership capacity and combat readiness, effectively implementing models such as “Cadres and Party members guiding the masses” and the “Five-Good Party Cell, Five-Good Party Member.”
During the 2020–2025 term, as Dong Nai province and many other localities in Military Region 7 witnessed the outbreak of the Covid-19 pandemic, the Provincial Military Party Committee led its units to actively participate in helping people prevent and fight the epidemic. The noble image and qualities of the “Uncle Ho’s Soldiers” shone brightly in the hearts and minds of the people, earning recognition from Party committees and authorities at all levels. Over 11,000 officers and soldiers directly participated in “red zones” and pandemic hotspots, assisting residents in fighting the epidemic in line with the principle of “Do not let people go hungry or cold due to the pandemic” and “Do not let people go hungry due to Covid-19” as directed by Military Region 7. These efforts contributed effectively to the implementation of Directive No. 660-CT/DU dated July 21, 2021, by the Standing Committee of the Military Region 7 Party Committee, launching a peak campaign to support people in fighting the pandemic.
Party committees and commanders of units under the Provincial Military Party Committee have continued to thoroughly implement directives from higher levels, guided by the spirit that “Helping the people is the heartfelt mission of Uncle Ho’s Soldiers.” In all circumstances, the provincial armed forces remain at the forefront of supporting the people, following the principle that “The safety of the people comes first and above all” and “Wherever there is hardship, there are Uncle Ho’s Soldiers,” further enhancing the image of “Uncle Ho’s Soldiers” in the new context.
The Provincial Party Committee and Military Command also advised the province and local authorities at all levels to organize the reception of over 4,000 officers and soldiers of military units of the Ministry of National Defense to support Dong Nai in helping people prevent and fight the COVID-19 epidemic.
Colonel Phan Van Doan, Deputy Principal of the Armored Technical Intermediate School (Armored Corps), together with officers and soldiers who were deployed to support Dong Nai in pandemic prevention efforts, shared: “During more than two months stationed in various areas of Dong Nai, the school’s officers and soldiers collected thousands of test samples, assisted residents with grocery shopping, and coordinated with local forces to maintain security in quarantine zones, contributing to efforts to contain the outbreak and restore safe 'green zones' for the people.”
Breakthroughs in key stages
Colonel Vo Thanh Danh, Member of the Standing Committee of the Provincial Party Committee, Deputy Secretary of the Provincial Military Party Committee, and Commander of the Provincial Military Command, stated that the 1st Congress of the Provincial Military Party Committee for the 2025–2030 term conducted a comprehensive review of leadership outcomes and lessons learned, particularly the successful experiences of the Military Party Committees of the former provinces of Dong Nai and Binh Phuoc. Based on these insights, the Congress set forth the direction and objectives for the 2025–2030 term, aiming to build a clean and strong Party organization; develop comprehensively strong, exemplary agencies and units; successfully fulfill all assigned tasks; and effectively carry out advisory responsibilities in building military and defense potential.
The plan also emphasizes the development of an all-people national defense, an all-people national defense posture, and an all-people border defense posture aligned with the people's security posture. It aims to build comprehensive, solid defense zones capable of meeting the requirements of safeguarding localities, border areas, and the Fatherland in the new context.
Priority is placed on accurately assessing, evaluating, and forecasting the situation; providing timely advice on handling emerging developments to avoid passivity or surprise; maintaining political stability; and creating favorable conditions for socio-economic development. These efforts contribute to strengthening national defense and security, effectively conducting defense and border diplomacy, maintaining public order, and firmly safeguarding national territorial sovereignty and border security.
According to Colonel Vo Thanh Danh, to concretize the direction and objectives set by the congress, the Provincial Military Party Committee has identified specific targets for the 2025–2030 term. These include striving each year for over 95% of agencies and units to meet the standards of comprehensively strong, exemplary units; achieving 100% of the digital transformation targets under the approved plan; fully meeting all targets for increased agricultural production; ensuring that 100% of Party organizations fulfill their duties, with at least 90% of organizations and Party members performing well; and maintaining absolute political safety across all units.
The Party Committee focused on three breakthrough stages, including improving the quality and effectiveness of consulting on the implementation of military and national defense work, local defense work, and border work, ensuring strong military and national defense work right from the grassroots level; enhancing the quality of regular construction, management, and strict adherence to regulations while ensuring absolute safety; and promoting the application of science and technology, innovation, and digital transformation within the provincial armed forces.
There is a need to provide counsel on organizing national defense and security education and training for 100% of eligible participants; to ensure 100% fulfillment of recruitment and enlistment targets, with the number of officially enlisted Party members exceeding the quotas assigned by higher-level authorities; to build a strong, high-quality militia and reserve force operating in accordance with regulations; and to successfully complete the mission of searching for and repatriating the remains of martyrs.
Emphasis is placed on strictly maintaining combat readiness operations and fully developing the system of combat readiness documents in accordance with regulations. Plans, personnel, weapons, technical equipment, and resources must be proactively prepared to effectively carry out tasks related to combat readiness, disaster response, epidemic prevention and control, search and rescue, and fire and explosion prevention, following the principles of "Three Readiness" and "Four On-site."
The emphasis should be placed on the leadership in building a politically and ideologically strong provincial armed force; effectively implementing the work of managing military ideology, firmly grasping and orienting public opinion associated with the “5 proactives” model in ideological work; building “3 best” units; completing 100% of political education and legal dissemination programs for all relevant personnel; and ensuring that 100% of agencies and units maintain full political security.
