The Chairman of the PMSC requested the conference to ratify the screening results, report and propose the numbers eligible for exemption, postponement, and preliminary health clearance, based on the consolidated report of the Standing Body of the PMSC. The PMC was assigned to consolidate the results, advise the Provincial People’s Committee in issuing decisions in accordance with regulations, and guide localities to publicly post the lists on electronic portals and at commune-level People’s Committee offices, agencies, and organizations, ensuring democracy and fairness in recruitment and creating strong consensus among the people.

The PMC will also coordinate with the Department of Health on medical examination methods and organization by region, assign officials to strengthen inspection and supervision, and strictly prevent misconduct during health checks. It will advise the PMSC to direct, guide, and inspect commune-level Military Service Councils in implementing recruitment and People’s Public Security service strictly in line with the Law on Military Service and the Law on People’s Public Security.

The PMSC will also work with provincial departments to survey venues for enlistment camps and the 2026 enlistment ceremonies (2–4 venues per region). Plans will be drawn up for the recruit handover ceremonies in line with higher-level guidance, ensuring safe transfer of recruits to training units. The PMSC will advise the Provincial People’s Committee on reviewing the recruitment campaign and organizing visits and encouragement activities for new soldiers at their units.

Comrade Vo Tan Duc tasked the provincial Department of Public Security with leading efforts in coordination with the Department of Justice and the PMC to strictly handle cases of evasion or obstruction of military service in accordance with the law. At the same time, they are to verify the political and moral standards of citizens eligible for enlistment, ensuring that no unqualified individuals are recruited into the armed forces.

The Department of Health was assigned to coordinate with the PMC and the provincial Department of Public Security in advising the People’s Committee to establish health check councils in each area, strictly preventing misconduct and ensuring compliance with regulations. The Military Service Councils of 95 wards and communes are required to prepare thoroughly, coordinate closely, and strive to fulfill the 2026 recruitment targets with quality and in full compliance with the law.
