The directive also guides commune and ward Party committees, Party cells of Party agencies and Party committees of People’s Committees to promptly review, amend and supplement their working regulations in line with Decision No. 363-QD/TW on the model working regulations of Party cells in Party agencies and People’s Committees of communes, wards and special zones, as well as Decision No. 364-QD/TW dated August 30, 2025 of the Party Central Committee’s Secretariat on promulgating the model working regulations of Party committees in Party agencies and People’s Committees of communes, wards and special zones. The deadline for completion is before October 15, 2025.
Based on Article 1 of Regulation No. 361-QD/TW dated August 30, 2025 of the Party Central Committee’s Secretariat on the functions, tasks and working relations of grassroots Party committees and cells of Party agencies under commune, ward and special zone Party committees, the Standing committees of commune and ward Party committees are required to direct the transfer of Party activities of the Party members working in People’s Councils and People’s Committees under grassroots Party committees of communes and wards (for localities that have not yet met the conditions to establish Party organizations of the commune/ward People’s Committee) to grassroots Party organizations or cells of Party agencies at the commune and ward level.
Accordingly, where there is a grassroots Party organization, a Party cell of the People’s Council agency may be established or Party members may participate in activities at subordinate Party cells under the Party committee of Party agencies of the commune or ward (depending on the practical situation of each locality.). Where there is a grassroots Party cell, Party members shall carry out activities within the Party cell of Party agencies of the commune or ward.
