At the working session, Dang Anh Tuan, Vice Rector in charge of Dong Nai University, shared information about the university's nearly 50-year history of formation and development. In recent years, alongside training in pedagogical fields, the university has introduced additional majors to meet the human resource demands of organizations and businesses both within and beyond the province.

Alongside the university's advantages, Dang Anh Tuan acknowledged a number of challenges and limitations, particularly the slow pace of management reform and the shortage of highly qualified administrators and lecturers. In recent times, many experienced staff have left for other positions due to the university's lack of effective policies to retain this talent.
In addition, the university is facing challenges in upgrading facilities and equipment for human resource training. Many lecture halls, auditoriums, practice rooms, laboratories, and training equipment, installed years ago, are now outdated or in a state of disrepair. Digital transformation, scientific research, and international cooperation remain limited and have yet to develop in line with the role of a public university in an industrial province with a high demand for skilled labor.
The Council and Board of Rectors of Dong Nai University proposed to the Provincial Party Committee, People's Council, Provincial People's Committee, and departments and agencies to continue to pay attention and create conditions for the university to have more resources to develop even stronger, gradually overcome difficulties, and meet the demand for high-quality human resources of the province and the Southeastern region in the coming time.
Specifically, the university hopes the province will soon approve a policy allowing it to attract and offer competitive incentives to highly qualified administrators and lecturers holding doctoral degrees or higher. This undertaking is considered a key policy for the university to recruit more high-level personnel and to expand its training scale from the current 5,000 students to 20,000 by 2030.

The university also proposed being given priority in resource allocation to comprehensively upgrade its facilities and equipment to support human resource training and scientific research, especially funding to implement a comprehensive digital transformation strategy in management, teaching, and research.
In addition to modernizing the main campus in Tam Hiep Ward, Dong Nai University wishes to be facilitated with land and financial resources to establish an additional training facility in the Dong Xoai city area (formerly Binh Phuoc province) to contribute to expanding the scale of modern training, meeting the demand for high-quality human resources for the province, especially in the former Binh Phuoc province area.
Regarding the operations of Dong Nai Pedagogical Practice High School and Dong Nai Pedagogical Practice Kindergarten, both affiliated with Dong Nai University and for which the Provincial People's Committee has approved a policy to transfer management to the Department of Education and Training and local authorities, Dong Nai University has proposed to continue overseeing these schools in order to restructure and develop them into model pedagogical practice institutions aligned with the university's brand in the near future.
At the meeting, leaders of the provincial departments, agencies, and sectors all expressed agreement and support for the new development orientations and proposals of the Council and Board of Directors of Dong Nai University presented at the meeting. Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Truong Son stated: Developing Dong Nai University to be strong and worthy is a very necessary task, which has received great attention from the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee, especially as Dong Nai province is rapidly developing and the demand for high-quality human resources is very large.

Allocating resources to invest in Dong Nai University to become a key institution for training high-quality human resources is significant not only for Dong Nai province but also for the entire Southeastern region. Vice Chairman of the Provincial People's Committee Le Truong Son stated: In the coming time, the leaders of the Provincial People's Committee will schedule monthly meetings with Dong Nai University to promptly grasp, remove, and resolve difficulties, creating conditions for the university to develop quickly, sustainably, and effectively.
Speaking at the meeting, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council Ton Ngoc Hanh affirmed that although Dong Nai University is facing many operational challenges, the province is deeply committed to addressing them. He noted that the Provincial Party Committee has included the development of Dong Nai University in the Political Report to be submitted to the 1st Dong Nai Provincial Party Congress (2025–2030 term), which has already been presented to the Politburo for approval. This occasion marks a major opportunity for the university to continue receiving attention and investment for rapid development in the coming period.
The Standing Committee of the Provincial Party Committee will meet with Dong Nai University once every quarter to stay informed about the university's operations. In the immediate term, the Standing Deputy Secretary of the Provincial Party Committee requested that the university urgently finalize its proposal on attracting high-level personnel to work and teach at the university, and submit it promptly to the Provincial Party Committee and the Provincial People's Committee for feedback before presenting it to the Provincial People's Council for approval.
The Standing Deputy Secretary of the Provincial Party Committee noted that although the project to attract high-level personnel has not yet been approved, in just a short period of time, the Council and Board of Directors of Dong Nai University have proactively reached out and successfully invited many highly qualified individuals who are willing to return to work and contribute to the university, an impressive effort. Therefore, it is all the more urgent to finalize relevant policies and job position proposals to attract more high-level personnel committed to working and contributing to the university in the long term.

Standing Deputy Secretary of the Provincial Party Committee Ton Ngoc Hanh also expressed supported for Dong Nai University retaining Dong Nai Pedagogical Practice High School and Dong Nai Pedagogical Practice Kindergarten to serve the training process, as Dong Nai University's training scale is expected to increase to 20,000 students by 2030. However, Dong Nai University must have a reasonable and effective restructuring project and plan for its organization and operations, and at the same time, quickly find solutions to effectively address the remaining difficulties and obstacles regarding the staffing and policy regimes for teachers currently in these two affiliated schools.

One issue that Standing Deputy Secretary of the Provincial Party Committee Ton Ngoc Hanh particularly noted to the Party Committee, Council, Board of Directors, and the entire faculty of Dong Nai University is the continued importance of building and consolidating a high spirit of solidarity and unity within the organization. Solidarity and unity must be considered both a strength and a vital factor for the school's development.
Every cadre, Party member, and lecturer, especially those in leadership positions, must serve as a model of solidarity and unity, exemplifying the principle of matching words with actions, and strictly adhering to Party regulations, the principles of democratic centralism, and transparency. It is essential to define the Party's role in professional activities clearly, and never underestimate the leadership role of the Party Committee in the university's operations. The university must also continue to strengthen Party development efforts, particularly by admitting outstanding students into the Party as an effort that reflects a long-term vision for Party building.
