On September 12, information from the Standing Board of the Provincial Youth Union stated that the unit has directed the affiliated commune and ward Youth Unions to deploy the volunteer youth teams to provide support throughout the duration of the congresses of the Vietnam Fatherland Front (VFF) and socio-political organizations at commune level.

Accordingly, each commune or ward Youth Union will establish a community digital transformation team of 5–10 members (with the Secretary or Deputy Secretary of the communal Youth Union acting as the team leader), who possess computer skills, knowledge of digital technology, enthusiasm, high responsibility, and good communication skills to guide and support delegates in using the applications thoroughly and effectively.

Once established, these teams will assist the VFF and local socio-political organizations in completing all congress documents according to the provided templates, serving online document approval. In addition, they will review and edit to ensure compliance with local document format; input all content of the document into the congress document approval system; and guide organizations in updating amended or supplementary documents if required by the specialized department.

Moreover, the teams will instruct delegates on downloading, installing, and logging into the 2025–2030 Congress  application. During the congress, they will support delegates in logging in, checking attendance, viewing seating arrangements for sessions, participating in voting, and discussion via the application. They will also report any technical issues to the congress organizers or the technical team.

The Standing Board of the Provincial Youth Union requested that the Standing Boards of commune and ward Youth Unions seriously implement this task to ensure the congresses of VFF and socio-political organizations at commune level run according to the planned content and requirements.
