On the morning of September 24, Deputy Secretary of the Provincial Party Committee, Chairman of Dong Nai People’s Committee and Head of the Provincial Drill Steering Committee Vo Tan Duc chaired a conference to deploy plans, assign tasks and organize training on defensive area drills. The drills involve the Command of Defensive Area 4 - Binh Long, the Border Guard Command and three commune-level units in the province in 2025.

Attending the conference were: Colonel Vo Thanh Danh, Member of the Provincial Standing Party Committee, Commander of the Provincial Military Command; Colonel Bui Dang Ninh, Member of the Provincial Party Committee, Standing Deputy Secretary of the Provincial Military Party Committee, Political Commissar of the Provincial Military Command; Lieutenant Colonel Pham Minh Tri, Deputy Commander of the Provincial Military Command; delegates from Military Zone 7; and representatives of provincial departments and sectors.

Speaking at the event, Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai People’s Committee Vo Tan Duc stressed that building and operating defensive areas is a strategic policy of the Party and State to successfully implement Party resolutions on national defense, particularly Resolution of the 8th plenum of the 11th Party Central Committee and other resolutions on building provinces and cities into solid defensive areas in the new context. He emphasized that this is an important task in local military and defense work.
The drill aims to enhance the awareness and responsibility of Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, provincial departments, and commune-level units regarding defensive areas; implementing the mechanism of Party leadership and government administration over departments, agencies, and mass organizations, with the military agency serving as the core advisory body to ensure local military and defense tasks are carried out more closely, synchronously, and effectively.
Through the exercise, the province will prepare contingency plans, strengthen the leadership and governance capacity of Party committees and local authorities, improve command and coordination among forces, and boost the combat readiness of armed forces under any circumstances. This includes enhancing the leadership, direction, and operational mechanisms for local military and defense affairs, particularly in the context of two-tier local government.

Chairman of Dong Nai People’s Committee Vo Tan Duc requested that all agencies and units thoroughly study and grasp the contents of Plan No. 825/KH-QK dated September 15, 2025, issued by Military Zone 7 on organizing the pre-drills for the Command of defensive area 4 - Binh Long, the Border Guard Command under the Dong Nai Provincial Military Command.
The Command of defensive area 4 - Binh Long, the Border Guard Command, and combat readiness drills in the defensive areas of Tan Khai commune, Loc Thanh commune and Binh Long ward must firmly grasp the objectives, develop detailed plans, ensure thorough preparation, and conduct training and drills according to the intended design while guaranteeing absolute safety for personnel, weapons, equipment and technical means.
The Head of the Provincial Drill Steering Committee instructed that immediately after the conference, provincial departments, agencies and organizations must promptly prepare the system of documents serving the 2025 defensive area drills as scheduled. At the same time, the Provincial Content Team is tasked with conducting deeper research to directly develop 2025 defensive area drill documents in line with principles, regulations on advisory and operational work, and the actual conditions of the province.
According to the plan, the drills of defensive area 4 - Binh Long, the provincial Border Guard Command, and combat readiness drill within the Defensive Area Commands for three commune-level localities are scheduled for late October 2025, serving as a pilot exercise for Military Zone 7 and the Ministry of National Defense to observe, direct and draw lessons.
