Continuing the working program of the preparatory session of the 1st Provincial Party Congress for the 2025-2030 tenure, Group No. 4 held discussions on the topic of national defense, security, and external relations.
The discussion was chaired by comrades: Colonel Vo Thanh Danh, Member of the Provincial Party Standing Committee, Deputy Secretary of the Provincial Military Party Committee, Commander of the Provincial Military Command; Major General Nguyen Duc Hai, Member of the Provincial Party Standing Committee, Party Secretary and Director of the Provincial Public Security; and Bui Xuan Thong, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation.

“First of all, I fully agree with the documents as well as the assessment of the results of the past tenure presented by the Provincial Party Executive Board at the congress. Regarding the tasks of national defense, security, and external affairs, in my opinion, there are many solutions, but particular attention should be given to building strong political and spiritual potential. In addition, it is important to effectively develop the posture of national defense in close association with the people’s security posture and the construction of a firm defensive zone.”
In particular, at present, there are no district-level commands, only four area defense commands serving as the extended arms of the Provincial Military Command. We will continue to issue guidance according to the directions of the Central Committee, the Central Military Commission, and the Ministry of National Defense to translate them into practice, ensuring the goal of safeguarding defense and security, maintaining a peaceful environment for socio-economic development. This stems from practical requirements and grassroots needs; thus, solutions must include raising people’s awareness and understanding of the task of defending the Fatherland in the new situation.”

The discussion session saw many contributions of wisdom and dedication to the Congress documents, thereby ensuring effective implementation of national defense, security, and external relations tasks, serving the sustainable development of Dong Nai toward the goals of being green, prosperous, civilized, and modern.
Delegates reached broad consensus with the results, orientations, goals, and solutions outlined in the congress documents. They affirmed that thanks to safeguarding national defense, security, and external relations, a peaceful environment was maintained, enabling continuous and sustainable socio-economic development. Specifically: growth averaged 7.11% per year; the provincial gross regional domestic product reached VND 682.412 trillion; GRDP per capita hit VND 152.14 million annually. Strong investments in transport, urban, and industrial infrastructure created momentum for regional development.

According to Le Thanh Chung, Standing Deputy Secretary of the Party Committee of Gia Kiem commune, which was formed by merging Quang Trung, Gia Kiem, and Gia Tan 3, with an area of over 72 sq.km and a population of more than 79,200 people, the commune has 12 ethnic groups, with religious people making up 98.6% (mainly Catholics, accounting for 96.3%). Given these local characteristics, the Party Committee, authorities, and political system have always attached great importance to national defense, security, and external relations.
“Thanks to placing an emphasis on this mission, Gia Kiem has maintained stability, achieved economic growth, and ensured harmony between the political system and religious and ethnic communities. Many models such as ‘Peaceful parish hamlets’ and ‘Peaceful parishes’ have been effectively implemented. The Gia Kiem commune Party Committee hopes the Provincial Military Command and Provincial Public Security will continue to provide guidance, policies, and funding to enhance the effectiveness of these activities,” stressed Le Thanh Chung.
Meanwhile, Party Secretary and Chairman of the People’s Council of Dak Lua commune Phan Van Tung said Dak Lua is among the most remote communes of the province. Following administrative restructuring, there are no longer district-level commands, and Dak Lua falls under the Defense Command of Regional 2 in Long Khanh, which is far away, making it difficult to mobilize local militia forces. Commune-level military officers also face multiple tasks, so more support is needed to meet requirements.
“We hope the province will support us with land and facilities to build headquarters for both the military and police forces, as the commune police are currently working from a temporary prefab structure and the military from the cultural house. Investment in proper facilities for the two forces will ensure that officers and soldiers can perform their duties with peace of mind,” proposed Phan Van Tung.
Party Secretary and Chairman of the People’s Council of Ho Nai ward Nguyen Quoc Vu noted that Ho Nai is home to a large religious population. Therefore, the Party Committee, authorities, and political system have always paid special attention to national defense and security tasks. However, both the police and military forces remain understaffed, making task execution difficult. Ho Nai, therefore, hopes the Provincial Military Command and Provincial Public Security will provide additional support to ensure sufficient resources to fulfill their duties.
Concluding the discussion, Colonel Vo Thanh Danh acknowledged and highly appreciated the contributions of the delegates and requested that the group’s Secretariat record them fully to report to the Congress for further discussion and identification of solutions to firmly safeguard defense, security, and external relations in the province.
