Constantly improving public service quality

The two-level local government model has been in operation for more than two months and continues to record positive changes.
In Dong Nai, the model has gained the support and trust of the people, along with the determination and close direction of Party committees and authorities. Civil servants and public employees have also demonstrated a high sense of responsibility, particularly in handling administrative procedures for citizens.
Providing the greatest possible convenience to citizens
Previously, to complete many administrative procedures under district-level jurisdiction, Bui Xuan Bay (a resident in Hamlet 3, Dak Lua commune) had to travel nearly 70 kilometers to the former Tan Phu district center. Now, he only needs to walk over one kilometer from his house to the commune’s Public Administrative Service Center (PASC) to get things done.

“For more than two months since the implementation of the two-level local government model, I and other residents in the commune have found things much more convenient, especially when dealing with administrative procedures. Authorities are closer to the people, and everything is resolved more quickly,” Bay shared.

Deputy Party Secretary and Chairman of People’s Committee of Dak Lua commune Nguyen Thanh Hien said Dak Lua is a remote commune of the province and one of the two communes without specialized divisions. Despite difficulties in facilities and human resources, commune officials and civil servants have worked hard to best serve the people. After more than two months of officially operating under the two-level local government model, the commune has basically come into stable operation.

According to Nguyen Thanh Hien, many issues still need attention. However, the commune is making continuous efforts to overcome challenges, while also submitting proposals to the province on matters beyond its authority to further improve the effectiveness of the two-level local government model. Moreover, the commune is accelerating the implementation of the Resolution of the Commune Party Congress for the 2025-2030 term.

In Tan Quan commune, after more than two months of operating the two-level local goverment model, more positive outcomes have been recorded. In particular, the commune’s PASC has been running smoothly and professionally. Evidence of this is the 100% on-time settlement rate of applications and a steadily increasing rate of digitalized documents, reaching 99.27% as of September 10.

Deputy Party Secretary and Chairman of People’s Committee of Tan Quan commune Nguyen Ho Nam said that during the implementation process, the commune’s People’s Committee directed its offices and PASC to promptly process administrative procedures quickly, efficiently, and in accordance with procedures across all areas under commune-level jurisdiction. In July – the first month of implementing the two-level local goverment model – PASC’s officials and civil servants worked full days on Saturdays and Sundays to serve the public. Since August, although operations have been stabilized, officials and civil servants still maintain Saturday work schedules to create the greatest convenience for residents.

Chairman of Tan Quan commune People’s Committee emphasized: “Over the past time, the commune has maintained regular training to improve digital and communication skills for officials and civil servants at the PASC. We also promptly commend and reward those who excel in handling administrative procedures, based on citizen satisfaction indexes. At the same time, we encourage citizen feedback and participation to continuously improve service quality.”

Continuing effective operation
According to the Department of Home Affairs (DoHA), so far, the provincial PASC and 95 commune-level PASCs have been operating stably, meeting the needs of citizens and businesses in handling administrative procedures. These centers are provided with workplaces and equipment on the basis of largely utilizing assets from merged units as directed by central authorities. Personnel at PASCs at all levels have adequate qualifications, professional skills, and capacity to meet new requirements.

Recently, the province organized administrative reform inspection teams and administrative procedure control checks in various localities after more than two months of operating the two-level local goverment model.

Deputy Director Ha Thanh Tung of DoHA said that inspections help promptly identify and address difficulties and obstacles during implementation. This contributes to improving the province’s Public Administration Reform Index (PAR Index), Satisfaction Index of Public Administrative Services (SIPAS), and Provincial Governance and Public Administration Performance Index (PAPI), while ensuring the effective operation of the two-level local government model moving forward.

In recent times, the province has focused on reviewing, simplifying, and standardizing administrative procedures to match the organizational structure of the two-level local goverment model. Furthermore, it has strengthened the role and responsibility of commune-level governments in performing assigned tasks.

According to the Provincial Party Committee’s Organization Commission, the Provincial Standing Party Committee has directed affiliated Party committees to promptly select personnel for supplementation and consolidation of Party Executive Committees and Standing Boards in line with the approved Personnel Scheme for the 2025-2030 term. The province has also focused on consolidating leadership personnel of agencies and units within its jurisdiction and arranging staffing appropriately to ensure each agency and unit fulfills its political tasks. In case local human resources are insufficient, consideration is given to transferring officials from other areas. Overall, personnel at provincial and commune-level agencies have basically met the operational requirements of the two-level local government model.

Currently, agencies, units, and localities are continuing to review and assess the current status of officials, civil servants and public employees. They are identifying vacant or insufficient positions, clarifying causes and difficulties in personnel arrangements, and promptly guiding solutions to supplement staff for commune-level governments. This ensures that the organizational apparatus of agencies and units, especially commune-level governments, operates effectively and efficiently.
