On the afternoon of September 5, a working delegation of the Central Inspection Commission, led by Nguyen Van Hoi, member of the Central Inspection Commission and head of the delegation, had a working session with Dong Nai Province on the implementation of the two-tier local government model.
Attending and working with the delegation were: Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Organization Commission, Secretary of the Party Committee of Dong Nai Provincial Party Agencies; Tran Trung Nhan, member of the Standing Committee of the Provincial Party Committee, Chairman of the Dong Nai Provincial Inspection Commission, along with leaders of relevant units.

At the meeting, representatives of the Dong Nai Provincial Party Committee reported on the results of implementing the two-tier local government model. After restructuring, the province currently has 95 communes and wards. The total number of provincial-level officials and civil servants is over 2,400; at the commune level, 8,000; and the total number of public employees across the province exceeds 59,970. In terms of facilities, working equipment at the commune level basically meets current operational requirements.
Party committees, Party organizations, and agencies at all levels in the province continue to review, refine, and issue regulations on functions and duties to ensure they align with actual conditions. To date, the Provincial Public Administrative Service Center and 95 commune-level public administrative service centers have been put into stable operation, effectively meeting the needs of citizens and businesses in handling administrative procedures.

Dong Nai Province proposed that central ministries and agencies soon organize a preliminary review conference to comprehensively evaluate the nationwide implementation of the model, draw lessons, and make necessary amendments and supplements to related legal documents. The province also recommended that the Ministry of Home Affairs take the lead, in coordination with relevant agencies, in researching and promulgating a national competency framework for commune-level officials and civil servants. This would provide an important foundation for localities to uniformly implement recruitment, training, professional development, and personnel planning to meet new requirements.

In his concluding remarks, Nguyen Van Hoi, member of the Central Inspection Commission, highly appreciated the results achieved by Dong Nai Province in implementing the two-tier local government model. He affirmed that the province’s recommendations would be consolidated by the delegation and reported to the Central Inspection Commission for review and guidance in the near future.

On behalf of the provincial leadership, Deputy Secretary of the Provincial Party Committee Thai Bao stated that Dong Nai would seriously take into account the comments and clarifications requested by the working delegation, and direct relevant agencies to update, supplement, and finalize the report to submit to the working group.
