The delegation of the Dong Nai Provincial Party organization attended and congratulated the congress, led by Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Duong Minh Dung, Member of the Provincial Standing Party Committee, Party Secretary and Chairman of Long Thanh commune People’s Council; and Ho Van Nam, Member of the Provincial Standing Party Committee, Party Secretary and Chairman of Tran Bien ward People’s Council.

The 20th Cao Bang provincial Party Congress takes place from September 15 to 17. The event brings together 399 official delegates, representing 62,935 Party members from 60 subordinate Party organizations.
The Congress carries the theme: “Enhancing the leadership capacity and combat strength of the entire Party organization and the political system; promoting the power of great national unity, solidarity, innovation and creativity; effectively tapping potential and advantages, creating breakthroughs, building Cao Bang province into a fast, sustainable developed province, and improving people’s lives.” The Congress’s motto is “Solidarity – Democracy – Discipline – Breakthrough – Development.”
The Congress is tasked with comprehensively reviewing the implementation of the resolution of the 19th Party Congress of the Cao Bang province for the 2020–2025 tenure, while identifying the vision, goals, orientations, tasks, and key solutions for 2025–2030 period. Delegates will also discuss and contribute opinions to draft documents for the 14th National Party Congress, elect the 20th Cao Bang Provincial Party Executive Committee, and elect a delegation to attend the 14th National Party Congress.

The 2020–2025 tenure marked significant progress, affirming the resilience, wisdom, and aspirations of a mountainous, border province with a proud revolutionary tradition. Of the 18 key targets set in the resolution, 12 have been met or surpassed.
Over the past five years, Cao Bang’s GRDP grew at an average annual rate of 4.46%. The province’s GRDP is estimated at VND 28.618 trillion, 1.5 times larger than in 2020. GRDP per capita reached VND 50.73 million a year, 1.4 times higher than in 2020.
The economic structure shifted positively, with industry recording average annual growth of 8.87%. Total retail sales and consumer service revenues rose 11.95% annually, while import-export turnover exceeded USD 4.4 billion. State budget revenue reached VND 13.942 trillion, rising by 22.58% annually and meeting the congress resolution target.
Numerous key infrastructure projects were implemented during the tenure, particularly the Dong Dang (Lang Son) – Tra Linh (Cao Bang) expressway, which is being accelerated with determination to open to traffic in 2025. The project is seen as a strategic “lifeline,” breaking decades of geographical isolation and directly linking Cao Bang to national and international transport networks.
National highways, provincial and inter-commune roads were upgraded, raising the proportion of communes with asphalt roads to their centers to 99.4%. Education, healthcare, services for people with meritorious contributions, social welfare, vocational training, and job creation all recorded encouraging results. The poverty rate dropped by an average of 4.24% per year, meeting the target set in the Congress resolution.
In addition, Cao Bang’s external affairs expanded in depth, contributing to affirming its strategic position in regional and international cooperation, particularly in traditional ties with Guangxi Zhuang Autonomous Region of China. The official operation of the Ban Gioc (Vietnam) – Detian (China) waterfall landscape area, and the upgrading of the Tra Linh (Vietnam) – Long Bang (China) and Ta Lung (Vietnam) – Shuikou (China) border gates to international border gates, were significant milestones that contributed to stable, sustainable Vietnam–China relations.
Party building and political system consolidation saw progress in leadership thinking, methods, working style, and organizational capacity. The province strongly implemented streamlining of the political system toward efficiency and effectiveness, piloted the two-level local government model with a grassroots focus, and won broad consensus among cadres, Party members, and citizens. Over 90% of grassroots Party organizations fulfilled their annual tasks well. During the tenure, 9,149 new Party members were admitted, raising Cao Bang’s Party membership to 62,935, about 11.3% of the provincial population.

Entering the 2025–2030 tenure, the Cao Bang Provincial Party Committee has set the action motto: “Solidarity – Democracy – Discipline – Breakthrough – Development.” The entire Provincial Party Committee aims to strongly foster the aspiration to build a prosperous, civilized, and happy Cao Bang.
The Cao Bang province has identified three key programs: promoting sustainable tourism to make it a spearhead economic sector; protecting and efficiently utilizing forest-based economy, boosting science and technology applications in deep processing to enhance added value of agricultural and forestry specialties, and expanding domestic and international markets; and developing a border-gate economy, building digital and smart border-gate models to position Cao Bang as a trade hub connecting Vietnam- China- ASEAN.
Cao Bang has also outlined three strategic breakthroughs: improving the quality of leadership and management personnel and developing high-quality human resources; building synchronized infrastructure in transport, urban development, and environment; and promoting science, technology, innovation, digital transformation, administrative reform, and modern governance toward a service-oriented administration that fosters the people’s happiness.
