Building and developing a prosperous Dong Nai for the people’s happiness

In its overall comprehensive development, Dong Nai has proactively grasped eight key tasks that serve as the driver for its strong and sustainable growth.

Grasping the key priorities

First, the province aims to develop a contingent of cadres and Party members, especially leaders and managers at all levels, with courage, dare to think and act, the determination to innovate, and a strong aspiration to contribute. Emphasis is placed on inspection, supervision, accountability, and discipline within the Party; resolutely and persistently fighting corruption, waste, and other negative practices. Promoting unity within the Party, the political system, and among the people remains essential.

Second, ongoing attention will be given to synchronously implementing solutions to realize two growth drivers: (1) Industrial development with a focus on attracting next-generation strategic investors; (2) Service development with Long Thanh Airport integrated service urban area serving as the core. Efforts will also be made to develop high-tech, environmentally friendly industries; restructuring agriculture in association with building new-style rural areas; modern new-style rural areas; and expanding modern services, particularly logistics, trade, tourism, and finance.

Third, the provincial planning for the 2021–2030 period with a vision to 2050 must be adjusted with new priority zones to maximize advantages in industry, logistics, trade, services, tourism, agriculture, forestry, and mineral resources.

Fourth, administrative reform must be promoted alongside adopting digital transformation, building a digital and smart government. Further investment must be made to complete the provincial political-administrative center. The two-tier local government system must be streamlined and perfected to ensure it is “lean, efficient, valid, effective” in serving the people.

Fifth, the four strategic resolutions of the Politburo must be effectively implemented, including: (1) Strongly developing science, technology, innovation, and digital transformation; (2) Promoting and enhancing the quality and effectiveness of external relations and proactive international integration; (3) Improving the concretization and enforcement of institutions with breakthrough policies for development; (4) Implementing comprehensive measures to boost private-sector growth.

Sixth, strategic infrastructure must be completed in a synchronous manner, enhancing multimodal connectivity and resolving traffic bottlenecks while expanding development space. Priorities will also be given to implementing railway projects, upgrading and expanding ports and inland waterways, while establishing high-quality logistics, trade, and service centers.

Seventh, a healthy cultural environment must be fostered, along with preserving and promoting traditional cultural and historical values; ensuring social security and welfare; and improving people’s quality of life. It remains crucial to pursue balanced, harmonious development across regions and localities. Significance is attached to investing in medical and educational infrastructure to gradually meet international standards. Favorable conditions must be created for economic components to develop, enabling people to prosper legitimately.

Eighth, national defense and security must be ensured, along with maintaining political stability, social order, and border sovereignty. Political security must be safeguarded; crime effectively combated, and public order and safety ensured. Strengthening diplomacy and international integration, building peaceful and friendly borders must be among priorities.

Choosing three breakthroughs

Within this comprehensive development framework, Dong Nai has prioritized three breakthroughs:

First, it is about enhancing the quality of the cadre workforce, especially key leaders at all levels with strong political will, integrity, capacity, action-oriented mindset, and dedication. High-quality human resources must be developed through a modern education system that meets development requirements, with a focus on the fields of economy, science, technology, and digital transformation

Second, all resources must be mobilized, allocated, and used effectively; along with the development of a modern, diversified, and integrated transport infrastructure system for intra-provincial, intra-regional and inter-regional connectivity; and an economic–technical infrastructure, including logistics, border-gate economic zones, and green–ecological industrial parks, with a focus on pursuing carbon reduction goals. Urban, technological, digital, and social infrastructure development (healthcare, education) must be accelerated, combined with underground space planning and smart public transport.

Third, science, technology, innovation, and digital transformation must be promoted. It’s imperative to accelerate administrative reform; build a professional, modern, effective administration that serves both people and businesses, aligned with developing digital government, digital economy, and digital society. All efforts must ensure transparency and create a favorable investment and business environment to enhance competitiveness.

Determined and innovative to successfully implement the action program
Accordingly, the Party organization and people of Dong Nai will concentrate all efforts, expand linkages and harness the strength of integration, striving to act in a comprehensive, synchronous, united and effective manner:

Ongoing efforts must be made to build and rectify the Party, strengthen inspection and supervision, and uphold the pioneering role and exemplary conduct of cadres and Party members, thereby building a clean and strong Party and political system.

Building the Party in terms of politics, ideology, and morality must be a priority. Maintaining unity and strictly upholding Party principles and regulations remain crucial. Ideological work must be renewed to enhance combativeness, persuasiveness and effectiveness. It’s important to effectively implement the studying and following the thought, morality, and style of Ho Chi Minh, tied to Party regulations on accountability and role-modeling by leaders. Inspection and supervision of ethical cultivation among cadres and Party members must be strengthened.

Focus must be placed on building a strong Party in terms of organization and personnel. The organizational apparatus and staffing within the political system must be streamlined to ensure efficiency and effectiveness. In addition, the planning, training, management, and utilization of cadres must be implemented in a comprehensive and effective manner. Leaders and managers must be rotated, with tenure in one post limited to no more than five years. Training for young cadres, women, and ethnic minority cadres must be enhanced. The evaluation of cadres should be maintained in a substantive, objective and comprehensive manner, with emphasis on work outcomes and results.

Priority must be given to renewing methods, improving leadership capacity and fighting strength of grassroots Party organizations, as well as the quality of Party members and the political system. More efforts should be made to continuously renew methods, enhance the leadership capacity and combat strength of grassroots Party organizations, ensuring effective, efficient and result-oriented operations. Focus should be placed on improving the comprehensive training quality of Party members, in association with renewing the content and methods of Party members’ work. Party leadership over the political system must be strengthened. The role of the Vietnam Fatherland Front, political–social organizations, and the people in Party building and rectification must be promoted.

Inspection and supervision must be strengthened, while Party discipline and State law must be upheld. Party committees and organizations at all levels maintain leadership, direction, and organization in implementing the Party’s inspection, supervision, and disciplinary work in agencies and units. A close, coordinated, and effective integration between the Party’s inspection and supervision work and State inspection, auditing, investigation, prosecution, and adjudication must be ensured. The organizational structure of inspection committees at all levels must be consolidated; along with building and strengthening the contingent of inspection cadres with sufficient numbers and ensured quality.

Enhancing the effectiveness of internal affairs and judicial reform; strengthening anti-corruption, thrift practice, and anti-negative efforts remain crucial. The Party leadership over internal affairs, anti-corruption, thrift, and judicial reform must be intensified. Priority should be given to building a team of judicial and internal affairs cadres with competence and responsibility. Judicial reform must be promoted with a focus on developing a professional, modern judiciary. The capacity of the provincial Steering Committee on anti-corruption, thrift practice, and anti-negative efforts must be enhanced. Regulations on protecting individuals who fight against corruption, wastefulness, and negative practices must be strictly conducted.

Mass mobilization work must be renewed, ensuring its effectiveness is further enhanced and the bond between the Party and the people is strengthened. The Party leadership in mass mobilization across the political system must be improved. Focus must also be placed on quality in government mass mobilization work. The mass mobilization cadres at all levels must be cared for and trained to meet new-era requirements. Effective leadership must be ensured in carrying out mass mobilization efforts in border areas, among ethnic minorities, and religious communities. The role of prestigious individuals and religious dignitaries in ethnic minority and religious communities must be promoted.

The growth model must be strongly reformed, with science, technology, innovation, digital transformation, digital economy, sharing economy, and knowledge economy serving as main drivers.

The growth model must be transformed in association with restructuring the economy toward higher productivity, quality, added value, and competitiveness, while at the same time leveraging the province’s strengths and potential. There’s a need to restructure industry towards ecological and high-tech orientation. Services must be promoted as a key economic sector. A Free Trade Zone in Long Thanh will be established. Coordination must be ensured in the construction of a Nuclear Science and Technology Research Center. The agricultural restructuring must be accelerated towards mechanization and the application of science, technology, and high-tech practices.
