Breakthrough begins with cadre work

As one of the nation’s key industrial provinces with abundant potential and advantages, Dong Nai is facing the imperative to make a breakthrough to become a modern and sustainably developed province, worthy of its central position in the Southern key economic region.

To realize this aspiration, the decisive factor is building a contingent of officials at all levels who possess moral qualities, competence and courage. They are also expected to pioneer, dare to think, dare to act, dare to take responsibility, and put the interests of the people and the province above all else, first and foremost.

High demands on the contingent of officials
The draft Political Report of the Provincial Party Executive Committee to be presented at the first Provincial Party Congress, 2025-2030 tenure, sets the goal of building a clean and comprehensively strong Party organization and political system; promoting the strength of great national unity; and fostering a pioneering, innovative spirit with a strong aspiration for development. It calls for mobilizing, exploiting, allocating, and effectively using all resources; developing the digital economy, green economy, circular economy, sharing economy, and knowledge economy; and leading in aviation economy, high-tech industry, hi-tech agriculture, logistics, science, technology, innovation, and digital transformation. Economic growth is to be harmonized with cultural and social development, environmental protection, and improved living standards, while firmly ensuring national defense and security, safeguarding borders, and strengthening external relations and international integration. The target is to position Dong Nai as a growth center of the Southeast region and, together with the nation, steadily advance into a new era of development. By 2030, Dong Nai strives to meet the basic criteria of a centrally governed city.

Former member of the Provincial Standing Party Committee and former Head of the Provincial Party Committee’s Organization Commission Dao Van Phuoc remarked that Dong Nai, as one of the country’s leading industrial provinces and the “gateway” connecting the Southeast region with the rest of the nation and the world, is home to many national key projects. Following its merger with Binh Phuoc, Dong Nai gains even more room for development. Therefore, the province’s key officials must demonstrate firm political will, integrity, and innovative capacity to lead the locality in successfully implementing its development strategies.

Currently, Dong Nai is not only a major industrial hub of the country but also a province with a border adjacent to Cambodia, where some residents in remote areas still face hardships. As such, the contingent of cadres must truly possess the ability to plan and organize comprehensive development strategies, ensuring balance between modern industrial growth, forest resource conservation, border protection, and improved living standards across all areas of the province.

In the context of the Fourth Industrial Revolution and digital transformation, key officials must be systematically trained and proficient in applying digital technology and AI in public service.

Party committees, Party organizations, and agency leaders must enhance responsibility, implement personnel work comprehensively and effectively, and create conditions for building a strong contingent of core officials. The cadres should be assigned in line with their capabilities, expertise, strengths, duties, and competency frameworks for each job position.

In the new tenure of the Provincial Party organization, as Dong Nai enters a breakthrough phase to become a modern, smart, green, and sustainable growth pole of the Southeast region and of the country, the quality of officials will be the decisive factor. The key officials will act as the “brain” for policymaking and as the “torchbearers” in implementing the Party’s resolutions, guidelines, and policies, turning the aspiration for development into a vivid reality.

Synchronizing all aspects of cadre work
Assoc. Prof. Dr. Lam Quoc Tuan, Director of the Institute for Party Building, Ho Chi Minh National Academy of Politics, observed that in recent years, the Dong Nai provincial Party Committee has always paid close attention to building a contingent of officials at all levels. As a result, Dong Nai’s cadre contingent has grown stronger in many aspects, with sufficient numbers, balanced structure, firm political stance, and steadfast commitment to the Party’s leadership and reform line. Their qualifications, knowledge, and capacity in economic and social management have been steadily improved. Most officials have made efforts to train themselves, maintain revolutionary ethics, and remain closely attached to the people.

According to Assoc. Prof. Dr. Lam Quoc Tuan, Dong Nai has numerous advantages for development, so it is essential to build a pool of officials with new thinking capacity, firm political stance, healthy ethics and lifestyle, ready to serve the nation and the people, and capable of carrying out the province’s reform and development goals.

Assoc. Prof. Dr. Nguyen Quoc Dung, former Director of the Ho Chi Minh Political Academy Region II, emphasized that as Vietnam integrates deeper internationally and the socialist-oriented market economy continues to grow, Dong Nai has been actively implementing Resolution No. 18-NQ/TW on restructuring the political system. As one of the country’s economic locomotives with vast development space, Dong Nai needs a contingent of cadres with comprehensive capacity, capable of mastering digital transformation, developing and applying science and technology, proficient in foreign languages, effective in public service, innovative in thinking, and daring to act. Such a contingent would serve as a driving force and core resource for the province’s comprehensive development, while addressing the complex issues that arise in the development process.

Improving the quality of officials, ensuring they have the necessary integrity, competence, and charisma to meet their tasks, is a long process of accumulation and not an easy undertaking. It requires unified, determined, and responsible engagement from the entire political system, with the Provincial Party Committee taking the lead. With a strong cadre contingent, Dong Nai will have the internal strength to overcome challenges and successfully achieve its development goals.

The solutions proposed to meet these requirements include renewing recruitment methods to identify individuals with talent, capacity, and temperament suited for public service; enhancing cadre planning quality to ensure a long-term vision, succession, continuity, and development. I continuity and development; strengthening intensive training and professional development for officials, tailored to their positions; and regularly updating their knowledge.

Officials should be regularly and substantively evaluated based on specific standards and criteria tied to their job positions, thereby providing a foundation for effective deployment. In parallel, strict inspection and supervision must be maintained, alongside efforts to prevent corruption and negativity. It is also necessary to build a working environment and adopt appropriate incentive policies to motivate officials and reassure them in their commitment to serving.
