Administrative reform and procedure control inspection in 2025

On September 4, Deputy Director of Dong Nai Department of Home Affairs (DoHA) and Standing Deputy Head of the Provincial Administrative Reform Task Force Ha Thanh Tung led a delegation to inspect administrative reform and administrative procedure control at three communes: Dai Phuoc, Nhon Trach and Phuoc An, Dong Nai province.

According to reports, after two months of the merger, the number of administrative procedure dossiers from residents and businesses in these three localities increased significantly. Officials, civil servants and public employees have been working with the spirit of “finishing the work regardless of working hours” to support people and enterprises in resolving administrative procedures.

From July 1 to August 27, the three localities achieved high results in both receiving and processing dossiers as well as digitization. Specifically, Nhon Trach’s dossier digitization reached 91.06% with over 7,500 dossiers received; digitized 96.59% of results; and achieved 99.77% on-time and early resolution of administrative procedures.

At Phuoc An commune, more than 99.1% of over 5,300 dossiers were digitized; and digitized results exceeded 88.8%. Dai Phuoc commune processed 98% of over 4,100 dossiers online; early resolution rate reached 99.9%. Overall, the digitization rate of dossiers was 95.37%.

Despite these positive results, localities still face certain difficulties and challenges. Commune budget revenue remains limited, heavily reliant on provincial transfers. In some areas, expenditure on infrastructure investment still lacks resources and must be spread thin; information technology infrastructure remains inconsistent, particularly after the administrative merger into new communes.

Moreover, the results of receiving and processing dossiers through partial and full online public services remain modest, as some residents are still unfamiliar with using computers or smartphones to register for application processing. The electronic processing system involves multiple steps, and with citizens not fully grasping the process and hesitant to use it, officials and civil servants often have to provide guidance or even complete the procedures on their behalf.

After listening to reports and directly inspecting the three communal Public Administrative Service Centers, Deputy Director of DoHA Ha Thanh Tung acknowledged the results and efforts of local officials, civil servants and public employees in implementing administrative reform, particularly in receiving and processing administrative dossiers and procedures for citizens and businesses.

The Head of the inspection delegation acknowledged the considerable volume of dossiers in these localities and commended the creativity and initiatives of officials and civil servants in fulfilling their duties, which have been well-received by residents and businesses.

Regarding existing challenges, the Head of the inspection delegation requested members of the delegation to take note, study and provide recommendations to the DoHA for submission to the Provincial People’s Committee. The goal is to remove solutions that will help localities improve administrative procedure processing, better support residents and businesses, and ensure that administrative reform becomes a driving force and a “breakthrough” in promoting socio-economic development, contributing to the province’s double-digit growth target for 2025.
