A golden opportunity for Dong Nai to make a breakthrough

Outstanding economic development

Could you please share some outstanding economic results of the province recently? In your opinion, what is the significance of the accumulated achievements of the past term for the journey ahead?

Implementing the Resolution of the Provincial Party Congress for the 2020-2025 term and the direction of the Government, right from the beginning of the term, Dong Nai province has led and directed many groups of tasks and solutions to promote clear economic growth in the area.

Especially, after the merger of Binh Phuoc province and the old Dong Nai province into the new Dong Nai province, we proactively issued Decision No. 2331/QD-UBND dated June 30, 2025, on the Action Plan of the Dong Nai Provincial People's Committee regarding some key tasks and solutions to promote economic growth in 2025 to reach 10%, assigning 128 specific tasks to 13 departments and agencies.

The results of the first 9 months of 2025 show that, despite facing many difficulties and challenges, with decisive leadership and direction; the efforts of all levels, sectors, the business community, and all people, the economic growth of the new Dong Nai province has achieved many outstanding successes.

Accordingly, the GRDP growth rate is expected to reach over 9%. Export turnover reached over 22 billion USD. Import turnover is estimated at 16 billion USD; trade surplus reached over 6 billion USD, contributing significantly to the overall growth of the country. Total state budget revenue in the past 9 months was approximately 60 trillion VND, reaching 84% of the target assigned by the Prime Minister and 80% of the target assigned by the Provincial People's Council. If land auctions are successful as planned, an additional 20 trillion VND will be collected, bringing the provincial budget revenue in 2025 to over 100 trillion VND. Domestic investment attracted over 108 trillion VND; including 80 newly licensed projects with a total registered capital of over 89 trillion VND. Foreign direct investment (FDI) attracted over 2.2 billion USD; including 136 newly licensed projects with a total registered capital of over 1 billion USD. Over 5,600 new businesses were registered with a total registered capital of approximately 47.5 trillion VND in the past 9 months.

The disbursement progress of public investment capital has improved. As of September 16, 2025, Dong Nai province  disbursed approximately 12 trillion VND, reaching 34% of the total provincial capital plan. If the capital plan for the Gia Nghia - Chon Thanh section of the North-South Expressway, which the National Assembly allowed to extend the disbursement period until the end of 2026, and the newly assigned additional capital are excluded, the disbursement rate reaches 53%.

Key projects and works are being focused on implementation with many creative solutions and effective approaches. Many regional and inter-regional transport infrastructure projects are being implemented, expected to open up new development spaces. In particular, Dong Nai province organized the groundbreaking and inauguration of 8 projects and works with a total capital of approximately 50 trillion VND on August 19, on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam.

It can be said that the accumulated economic growth achievements throughout the term are very valuable. The growth rate of the province in the 2021-2025 period reached 7.11% per year. By 2025, the total product in the province will reach 694,457 billion VND, GRDP per capita will reach 153.7 million VND, equivalent to approximately 6,066 USD per person. This helps Dong Nai enhance its scale, potential, position, and steadily enter a breakthrough phase, contributing positively to the overall development of the Southern key economic region and the entire country.

Task, solutions to promote double-digit growth

With only 3 months left in 2025, what are the key tasks and solutions that the provincial government is focusing on directing and managing to seize the golden opportunities currently available, and promote double-digit growth, Sir?

To achieve the target of 10% growth for the entire year 2025, the province must achieve a growth rate of over 12% in Q4 alone. This is an extremely difficult task, requiring high determination, focused direction from all levels of government, and the joint efforts and consensus of the business community and people in the province.

With the highest determination to achieve the 10% growth target in 2025, creating a premise for double-digit growth in the 2026-2030 period as directed by the Central Government, we will focus on the following key solutions:

The first one is to accelerate the disbursement of public investment capital, identifying this as a key area to promote growth. We are determined to disburse 100% of public investment capital in 2025 and subsequent years; apply a "green lane" in appraisal, streamlining administrative procedures. Specific and detailed Gantt charts for each project must be issued; focusing on directing and promptly resolving difficulties and obstacles in the implementation of projects, especially compensation, site clearance, and resettlement; linking the evaluation and ranking of collectives and individuals at the end of the year with the results of public investment capital disbursement.

The second is to drastically implement solutions to increase state budget revenue; strive to achieve the budget revenue target of 100 trillion VND in 2025 and an average annual budget revenue growth rate of 10-12% in the 2026-2030 period; strengthen revenue management, exploit remaining revenue sources; effectively manage declaration work, combat tax loss; synchronously implement measures to strengthen collection reminders and enforce tax debts according to regulations.

The third solution is to effectively mobilize private capital, FDI, and socialized capital; accelerate land auction progress, continue to review and supplement the list of other eligible land plots for auction, aiming to collect 21 trillion VND in the last 3 months of the year; focus on removing difficulties and obstacles, creating a healthy investment environment for investors to disburse registered FDI capital; and review 269 non-budget projects, resolve backlogs, recover or accelerate progress.

The fourth is to promote key industries, strongly reform administrative procedures; focus on 3 pillars: industry - construction, services, and agriculture; review and issue policies to attract investment, support innovative startups; and reorganize the apparatus according to a two-tier local government model, digital transformation is a mandatory requirement, creating a breakthrough in management capacity.

The fifth solution is to synchronous planning, removing bottlenecks in urban and industrial development. The province has submitted major urban plans to the Ministry of Construction: Bien Hoa, Nhon Trach, Trang Bom; urgently implement the adjustment of the new Dong Nai Provincial Plan to be consistent with administrative boundaries and the two-tier local government organization before December 31, 2025, to develop socio-economics, ensure national defense and security for the 2026-2030 period; accelerate the planning and implementation of new industrial parks (IPs), IPs that have received investment policy approval; transform existing IPs into green IPs, high-tech IPs; implement 29 social housing projects corresponding to over 19,000 units, ensuring social welfare and promoting growth.

The rallying message from the provincial leaders

To successfully reach the finish line based on the effective implementation of the series of the above solutions, especially on the eve of the 1st Dong Nai Provincial Party Congress, for the 2025-2030 term, what message would you like to send to the government, people, and business community in the area?

I propose that departments, agencies, and localities urgently get involved, act decisively, and avoid procrastination; organize monthly disbursement rate rankings, enhance the responsibility of leaders; promptly report and resolve difficulties and obstacles; promote decentralization and delegation of power; ensure smooth public services; and implement the motto "Serving Government," proactive creativeness.
