FINAL PART:
BUILDING A NEW GOVERNMENT THAT IS EFFECTIVE, EFFICIENT, AND IMPACTFUL

The implementation of the two-tier local government model, effective from July 1, 2025, has been identified as a historic milestone. It marks a significant breakthrough in the reform of the state administrative apparatus, enhancing the effectiveness and efficiency of the political system, and building a streamlined and modern administration.

Party General Secretary To Lam delivered the message: "Up to this point, our team is well-organized, our ranks are straight, the whole nation is marching together towards the bright future of the country, for the happiness of the people, for a sustainable and prosperous Vietnam."

Comrade Vu Hong Van, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province: Maintaining internal solidarity is a vital principle.

Dong Nai has always affirmed that safeguarding internal unity is a vital principle and the foremost requirement in building the Provincial Party Committee, while at the same time consolidating and promoting the great national unity. This unity is regarded as the “lifeblood,” the “red thread” running through all activities, ensuring that every guideline and policy of the Party and the State is carried out thoroughly, consistently, and effectively - thereby best meeting the legitimate needs and aspirations of the people.

Party committees at all levels, agencies, units, especially the heads and each cadre, Party member, civil servant, and public employee in the political system from the provincial to the grassroots levels continue to thoroughly grasp this spirit throughout the process of leading and directing the implementation of tasks in each unit and locality. At the same time, it’s necessary to thoroughly grasp and seriously implement the contents of the conclusions and directions of the Politburo, the Secretariat, and the Prime Minister on the activities of the two-tier local government that have been specified by the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee in programs and plans.

In that spirit, Dong Nai is undergoing changes both in management mindset and in methods of action, clearly identifying challenges and obstacles while implementing comprehensive solutions. The goal is to ensure that the “ranks already in order” will become even more orderly and scientific, and the “lines already straight” will become even straighter and more disciplined - all in pursuit of building a new government that is truly effective, efficient, and impactful.

Comrade Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Organization Commission of the Provincial Party Committee, Secretary of the Party Committee of Provincial Party Agencies: “Personnel Work is the Key Factor”

Personnel work has always been identified by Dong Nai as the key factor, determining the success of every policy and directive, including the implementation of the two-level local government model. The entire process of personnel management - from planning and appointments to rotation - is carried out in accordance with the principles of democratic centralism, ensuring openness, transparency, objectivity, and fairness.

At present, commune-level authorities are entrusted with carrying out more than one thousand tasks. Many of these are new, with a heavy workload of high difficulty and complexity, making initial implementation inevitably face challenges and obstacles. For this reason, commune-level cadres and civil servants are required to uphold a strong sense of responsibility in order to handle administrative procedures for the people in a timely and effective manner.

Comrade Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province: Arising problems must be timely adjusted, ensuring alignment with practical requirements

The revolution to streamline the administrative apparatus toward effectiveness, efficiency, and closer engagement with the people, proactively serving the people, is a highly significant and unprecedented undertaking with far-reaching impacts on society. The Vietnam Fatherland Front Committee of Dong Nai Province emphasized that during the implementation process, relevant agencies must promptly advise the Party and the State to make timely adjustments to any arising obstacles, thereby ensuring alignment with practical requirements and adherence to the Party’s and the State’s goals and leadership principles. There must be no disruption in operations; the new apparatus must prove to be better and more effective than the old one, while increasingly improving both the material and spiritual well-being of the people.

Comrade Le Truong Son, Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee: Promoting the application of IT and digital transformation

After the restructuring, Dong Nai now ranks ninth nationwide in terms of area, fifth in population size, and fourth in economic scale. These conditions provide the province with greater opportunities for breakthroughs and stronger development. In particular, the implementation of the two-level local government model has created new momentum to help drive economic growth.

Although the initial stage may face difficulties and pressures due to the large workload, in the coming time Dong Nai will vigorously promote the application of information technology (IT) and artificial intelligence in the operations of agencies, units, and organizations. The province will accelerate digital transformation in an interconnected, synchronized, rapid, and efficient manner to meet the requirements of restructuring the organizational apparatus of the political system. This will create fresh momentum for Dong Nai, together with the whole country, to effectively implement tasks for sustainable socio-economic development.

Dr. Bui Van An, Dong Nai Provincial School of Politics: Implementing a clear delineation of authority and responsibility

To continue effectively implementing the two-level local government model, it is essential to ensure a clear delineation of authority, responsibilities, and coordination mechanisms between provincial and communal governments. This will secure unified and effective management while avoiding overlaps or omissions in duties. At the same time, it is necessary to strengthen coordination and information exchange between provincial and communal authorities to guarantee consistency in leadership, administration, and the resolution of common issues.

Nguyen Ba Viet, Party Committee Secretary and Chairman of the People’s Council of Binh Tan Commune: Maximizing the comprehensive strength of the political system

From the practical implementation in recent times, the commune has drawn an important lesson: it is essential to maximize the combined strength of the entire political system and the great national unity bloc. This includes fostering close, harmonious, and effective coordination between the local government, the Fatherland Front, and socio-political organizations in carrying out assigned tasks. At the same time, it is crucial to promote the role of the people as the main actors in building new-style rural areas, developing the economy and society, maintaining security and order, and fostering cultural life in the community.

Le Dang Tien (resident  in Phuoc Tan ward): There’s a need to simplify the steps when submitting online applications

From my experience using the National Public Service Portal to submit applications several times, I found that there are still some complicated steps, which are not really convenient for people when handling administrative procedures.

In my opinion, it is necessary to continue reviewing and simplifying the steps and implementation process to ensure greater accessibility and convenience for citizens.”.
