Thuan Loi commune pursues green and sustainable development

On the afternoon of 13 August, the 1st Congress of the Thuan Loi Commune Party Committee for the 2025-2030 term was held, with 169 official delegates in attendance, representing 682 Party members across the entire Party Committee.

Giang Thi Phuong Hanh, Member of the Provincial Standing Party Committee, Secretary of the Party Committee and Chairwoman of Binh Phuoc Ward People’s Council, attended and directed the congress on behalf of the Dong Nai Provincial Party Committee.

Also attending the congress were former Members of the Provincial Standing Party Committee and former Members of the Provincial Party Executive Committee of the former Binh Phuoc Province; Nguyen Thi Minh Nham, Member of the Provincial Party Committee, Editor-in-Chief of Dong Nai Newspaper and Radio–Television, in charge of the Thuan Loi Commune Party Committee; along with representatives of provincial departments, sectors, local authorities, and enterprises.

In her opening speech, Bui Thi Minh Thuy, Secretary of the Party Committee and Chairwoman of the People’s Council of Thuan Loi Commune, stated that following restructuring and merger, the commune now covers an area of 167.23 square kilometres with a population of 23,655 across 16 hamlets. Its vast land reserve is a vital resource for new development opportunities.

The commune’s political system was swiftly consolidated. At present, the Commune Party Committee has 27 affiliated grassroots Party organisations with 682 Party members. Thuan Loi is an agricultural commune, home to the Dong Xoai Irrigation Reservoir, Suoi Lam Reservoir, the nationally recognised Phu Rieng Do Historical Site, and six provincially recognised historical and cultural relics under preservation. With its diverse culture shaped by the interaction of multiple ethnic groups, the commune holds significant potential and opportunities for socio-economic development, particularly in tourism.

During the past term, the Commune Party Committee fulfilled all targets set by its resolution. The local economy maintained stability with positive structural shifts; agriculture adopted many effective models to improve product quality. The industrial, transport, and construction sectors recorded significant growth, with increases in both the number and capacity of enterprises. Through various resources, the commune upgraded and repaired 67 kilometres of rural roads and 2.1 kilometres of power lines, with a total investment of 72.11 billion VND.

In the cultural and social sectors, investment has been prioritised for school facilities and equipment, with three out of five schools now meeting national standards. National health programmes, the criteria for “communes meeting national health standards,” and healthcare socialisation efforts have been stepped up, helping to meet residents’ medical examination and treatment needs. All targets in Party building, political system strengthening, national defence, security, and administrative reform have been achieved or surpassed compared to the resolutions.

Commending these achievements, Giang Thi Phuong Hanh affirmed that Thuan Loi possesses all the conditions necessary to break through and establish itself as one of Dong Nai’s exemplary localities in the process of renovation and sustainable development. She urged the Thuan Loi Commune Party Committee to continue enhancing leadership capacity and combat strength, build a clean, strong, streamlined, and effective political system, comprehensively develop socio-cultural sectors, and further improve social welfare and security.

She further suggested that Thuan Loi achieve rapid and sustainable economic growth by making the most of its advantages in land, human resources, and geographical location; promote high-tech agriculture; establish concentrated production zones and value chain linkages; develop processing industries and rural trade and services; expand farm-based livestock production; and adopt green and circular economy models. At the same time, eco-tourism should be developed in association with the preservation and promotion of historical and cultural sites, particularly the Phu Rieng Do National Historical Site.

With the motto “Solidarity – Democracy – Discipline – Innovation – Development,” the congress adopted 14 targets across various sectors. Notable among these are: an annual increase of over 10% in total state budget revenue; average yearly growth of at least 10% in total local product value; a 30% rise in per capita income by 2030 compared to 2025; and ensuring that all schools in the locality meet national standards.

The congress also adopted six priority tasks, five main solutions, and two breakthrough initiatives to develop Thuan Loi Commune towards a green and sustainable future, contributing to Dong Nai Province’s and the nation’s advancement into a new era.
