Successful congresses of Dong Nai Provincial-affiliated Party Committees

As of August 15, 99 Party Committees under Dong Nai province (including 72 commune-level Party Committees, 23 ward-level Party Committees, and the Party Committees of Provincial Party Agencies, Provincial People's Committee, Provincial Police, Provincial Military) completed the organization of congresses for the 2025-2030 term.

The congresses were conducted in accordance with the Party’s regulations and principles, ensuring safety, practicality, and effectiveness; continuing to enhance the leadership capacity, governance, and combat strength of Party organizations and members; consolidating and strengthening the great national unity bloc, and fostering the trust of Party members, officials, and the people in the Party.

Thorough preparation for the congresses

Comrade Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee Organization Board, and Secretary of the Party Committee of Provincial Agencies, said: Following the conference on central and provincial directives on Party Congresses at all levels toward the 14th National Party Congress, the former Standing Committee of Dong Nai Provincial Party Committee issued Plan No. 468-KH/TU dated May 15, 2025, on organizing Party Congresses at all levels toward the Provincial Party Congress for the 2025-2030 term.

After the provincial merger (after July 1, 2025), the new Dong Nai Provincial Standing Party Committee issued Plan No. 04-KH/TU dated July 24, 2025, regarding the Congresses of Provincial-affiliated Party Committees and the Provincial Party Congress for the 2025-2030 term.

Based on this, the Standing Committees of the Provincial-affiliated Party Committees concretized the plan into specific unit-level plans and guidelines to lead and direct grassroots Congresses, moving toward higher-level Party Congresses for the 2025-2030 term, and organized conferences for Party members, Party organizations, and officials to grasp this content. Through propaganda sessions, officials, Party members and the people gained a profound understanding of the significance, objectives, requirements, necessity, and importance of organizing Party Congresses at all levels, viewing them as a wide-reaching political activity across the Party.

Following Central guidance for this term, Provincial-affiliated Party Committees conducted Congresses with two main tasks: summarizing the implementation of Party Congress resolutions from the 2020-2025 term (including the content of resolutions of Party Committees before mergers) and determining the orientation, objectives, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions on the draft documents of the 14th Party Congress and the documents of the immediate higher-level Party Committees.

Xuan Loc Commune Party Committee was the first among the 99 Provincial-affiliated Party Committees to hold a pilot congress for other Party Committees to draw lessons; while Phu Nghia Commune Party Committee was the last to complete its congress on August 15, 2025.

All Provincial-affiliated Party Committees prepared political reports, self-assessment reports, and action programs to implement Congress resolutions. The content of the reports closely aligned with the functions, tasks, and previous term resolutions, resolutions of higher-level Party Committees, internal regulations, and the specific situation of localities and units, linking the review of political tasks with the implementation of Central Resolution 4 (XII, XIII terms), evaluating comprehensively strengths and weaknesses, identifying causes (especially subjective causes), drawing lessons learned, and proposing orientations, tasks, and concrete solutions for the next term.

Proactive, decisive, and innovative in organizing the Congress

On the first working day after the merger (July 1), Xuan Hoa Commune Party Committee immediately embarked on organizing the commune-level congress. All preparatory work was carried out urgently, in the spirit of clear responsibility, clear tasks, clear timeline, and clear results. Each Secretary and Deputy Secretary had to directly participate in drafting the Congress documents rather than waiting for subordinates to prepare drafts for leadership review. The documents were concise, focused, and core-oriented, while maintaining continuity with the locality’s existing foundation. A notable innovation in drafting Xuan Hoa Commune’s Congress documents was the application of information technology, making the organization of the congress more scientific, systematic, and effective.

During the Congress, Party Committees prepared detailed programs and scripts; the presidium followed these plans closely, coordinating flexibly to handle arising situations. Delegates demonstrated responsibility and actively contributed opinions on draft Congress documents.

Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairman of Xuan Loc Commune People’s Council, said: The first Party Congress of Xuan Loc Commune, term 2025-2030, was held on July 29-30, 2025, in the context of the commune being established for less than a month after the two-level local government model became operational on July 1, 2025. Being selected to hold a pilot Congress by the Provincial Standing Party Committee, Xuan Loc Commune Party Committee, government, and people felt proud, alongside the responsibility of the entire political system: arranging and stabilizing the two-level local government model, performing core tasks as directed by the Provincial Party Committee and People’s Committee; leading economic-social development while organizing the grassroots Congress and the first Congress of Xuan Loc Commune.

Due to the heavy workload and urgent schedule, the Executive Committee of Xuan Loc Commune Party Committee, the members of the Party Executive Board and the Standing Party Committee, leaders of agencies and units motivated officials and staff to work day and night, including weekends, with speed and responsibility to meet the content and schedule requirements set by the Provincial Standing Party Committee.

Thanks to the attention of the Provincial Party Committee and provincial agencies duing the preparation and organization, Xuan Loc Commune Party Congress successfully completed all assigned tasks. After the congress, the Commune Party Committee finalized and issued the Congress resolution, building a plan to propagandize the outcomes to officials, Party members, union members, and local residents.

Innovative, practical, and meaningful

In particular, to ensure that the Xuan Phu Commune Party Congress draft documents accurately reflected the local situation after the merger, at the end of July 2025, the Commune Standing Party Committee organized a scientific workshop on socio-economic development orientation and provided feedback on the draft documents for the first Xuan Phu Commune Party Congress, term 2025-2030. The workshop was attended by experts and scholars from the Ho Chi Minh National Academy of Politics, the Southern Institute of Social Sciences, the University of Finance – Marketing, the Communist Review, planning experts, leaders of provincial departments and agencies, as well as former commune leaders.

The workshop helped Xuan Phu Commune position itself within the provincial development map and helped leaders consolidate long-term, realistic development orientations, making the 2025-2030 Congress documents a “lodestar” for local political system and residents.

A new and innovative aspect of this Congress is that many localities have strongly promoted the application of information technology in organizing the Congress. Xuan Hoa is among the communes and wards in the province pioneering the use of information technology, aiming for a paperless Congress.

Specifically, instead of using traditional printed materials, delegates attending the first Congress of the Xuan Hoa Commune Party Committee for the 2025-2030 term on August 3 were guided to install and use the “Congress 2025-2030” software on smartphones and laptops. The steps were quick and simple, allowing delegates to access all Congress materials. In addition, delegates could interact and submit their feedback directly through the application. This innovation received strong approval and high praise from the attending delegates, while also reducing the need for excessive printed materials for the Congress.

Meanwhile in Dak Nhau Commune, the Communal Party Committee successfully held its first Congress, term 2025-2030 on August 9. The Congress reflected unity in will and action, affirming the Party Committee’s comprehensive leadership in the commune’s development in the new phase. Nguyen Trong Lam, Secretary of the Party Committee and Chairman of Dak Nhau Commune People’s Council said: The innovation in this Congress was the digitization of documents, facilitating study and discussion for officials and Party members. Public communications were diverse and lively, linked to citizens’ daily life, creating excitement and confidence in the congress.

For the Party Committees of Provincial Party Agencies, People’s Committee, the Provincial Police, and the Provincial Military, the preparation and organization of the Congress were carried out in accordance with the procedures, principles, and timelines prescribed by the Central authorities and the Provincial Party Committee.

Nguyen Thi Thu Van, Member of the Provincial Party Committee and Deputy Secretary of the Party Committee of Provincial Party Agencies stated that this Congress only covered two main contents, so the entire duration of the Congress was dedicated to evaluating the implementation results of the resolutions from the previous term and determining the targets, tasks, and solutions for the new term. The Congress divided delegates into five groups to discuss and provide feedback on the draft documents of Party Congresses at all levels. The delegates engaged in lively discussions, focusing on key issues such as: the perspectives and objectives for nation-building and development in the new period; the action program of the Party Central Committee implementing the resolutions of the 14th National Party Congress; the implementation of the 13th National Party Congress resolutions and the country’s development trajectory after 40 years of Renovation; the achievements, limitations, and lessons learned from the practical construction of socialism in Vietnam; the results of the Dong Nai Provincial Party Congress resolutions for the 2020-2025 term; and the perspectives, objectives, and tasks for the 2025-2030 term. The discussions also highlighted achievements of the 2020-2025 term, particularly since the establishment of the Party Committees of the Provincial Party Agencies.

Attending and delivering guidance at the 1st Congress of the Xuan Loc Commune Party Committee for the 2025-2030 term, Comrade Phan Dinh Trac, Politburo member, Party Central Secretary, and Head of the Central Internal Affairs Commission, stated that the Politburo and the Secretariat have always paid close attention to and closely monitored the organization of Party Congresses at all levels for the 2025-2030 term, especially for newly established commune, ward, and special zone Party Committees, occurring in the context of the country entering the initial days following the completion of organizational restructuring and the official operation of the two-level local government model.

The fact that the Dong Nai Provincial Party Committee chose Xuan Loc Commune to hold a model congress carries great significance. It serves as an opportunity to practically test the Party and State’s major policy on the restructuring and streamlining of the political system to enhance organizational efficiency and effectiveness. At the same time, it provides a chance for grassroots officials to demonstrate their courage, intelligence, and capability under new conditions and circumstances. Comrade Phan Dinh Trac highly praised the leadership and direction of the Dong Nai Provincial Party Committee and the Executive Committee of the Xuan Loc Commune Party Committee in closely following the spirit of Politburo Directive No. 45 and the guiding documents of the Central Party and the Provincial Party Committee, ensuring a thorough, meticulous, well-structured, and serious preparation for the Congress.

After the Congress, the action plan for implementing the Congress resolution was promptly finalized, adhering to the principles of “clear tasks, clear responsibilities, clear accountability, clear deadlines, clear roadmap, clear outcomes.” Simultaneously, the working regulations of the new-term Party Committee were swiftly developed and promulgated to ensure the communal Party Committee’s leadership, direction, and execution of political tasks.
