On August 27, the Party Committee and People’s Committee of Bien Hoa Ward held a dialogue conference between the Secretary of the Party Committee, the Chairman of the Ward People’s Committee, and the ward’s cadres and civil servants of the ward in 2025.

At the conference, ward officials and civil servants raised concerns regarding responsibility allowances and supportive policies when they are required to handle multiple duties simultaneously.
Some delegates suggested that, since the two-tier government model has been put into operation, the workload has increased significantly, so there should be policies to support overtime work for officials and civil servants...
At the same time, delegates also proposed that it is essential to have an investment support plan as the ward’s information technology equipment and infrastructure still remain insufficient. They emphasized the importance of setting an example, with leaders of the Party Committee, government, and agencies taking the lead by aligning words with actions to create motivation and spread the spirit of responsibility to the collective.
The Ward Party Committee should study and consider including responsibility and the attitude of serving the people as a key criterion in the annual evaluation and ranking of staff and officials; promptly commend those who are dedicated, while criticizing, reminding, and strictly addressing cases of negligence. In addition, attention should be paid to the well-being and thoughts of cadres and civil servants so that they can wholeheartedly devote themselves to their work and serve the people.

On behalf of the ward leadership, Provincial Party Committee member, Secretary of the Party Committee, and Chairman of the Bien Hoa Ward People’s Council, Vien Hong Tien, stated that the Party Committee and People’s Committee leadership fully received the opinions and contributions of the ward officials and civil servants in order to promptly adjust and supplement management and direction, ensuring smooth and effective operations. Issues within their authority will be reviewed and resolved immediately, while matters beyond their jurisdiction will be submitted to higher levels. Through this effort, a democratic, open, and professional working environment is created, where all cadres and civil servants can fully develop their capabilities and contribute their intelligence.
The Secretary of the Bien Hoa Ward Party Committee urged the ward's cadres and civil servants to continue to promote the spirit of solidarity, responsibility, and efforts in their work to successfully complete assigned tasks, building a truly “integrity-driven, action-oriented, and people-serving” ward government apparatus.
Each cadre and civil servant must strive to improve themselves, regularly train and self-study, improve their professional capacity, work skills, communication skills, technology skills, and strictly implement the 19 things that party members are not allowed to do as well as discipline in speech. The Ward People's Committee is requested to develop a specific plan for annual training and development, giving priority to sending cadres to attend specialized courses on administrative reform, state management, leadership and management skills... to meet the requirements of tasks in the new situation.
