Party Committee of Dong Nai Provincial Party Agencies: Proactive and innovative in fulfilling political tasks

The Party Committee of Dong Nai Provincial Party Agencies was established and officially put into operation on July 1, 2025, based on the merger of the Party Committee of Provincial Party Agencies of former Dong Nai and former Binh Phuoc. At present, the Party Committee of Dong Nai Provincial Party Agencies comprises 12 grassroots Party organizations with more than 2,000 members.

The establishment of the Party Committee of Dong Nai Provincial Party Agencies marks an important milestone in the process of streamlining and consolidating its organizational apparatus, in line with the Party and State’s policy of building a lean, efficient, and effective political system.

Always proactive and creative in work

Nguyen Thi Thu Van, Member of Dong Nai Provincial Party Committee and Deputy Secretary in charge of the Party Committee of Provincial Party Agencies, said that following its establishment, the Party Committee of Provincial Party Agencies and its subordinate Party committees focused on guiding cadres, Party members, Youth Union members, association members, and employees to stabilize their morale, promote solidarity, overcome difficulties, and seize opportunities to successfully accomplish assigned political tasks.

During the 2020–2025 term, the Party committees of the advisory bodies to the Provincial Party Committee effectively fulfilled their roles in synthesis, policy recommendation, inspection, and supervision, promptly advising the provincial Standing Party Committee to issue numerous important directives and resolutions in Party building, socio-economic development, national defense and security, mass mobilization, and internal affairs.

In the course of implementation, many agencies, units, cadres, and Party members actively proposed new approaches, applied information technology, and improved work processes, resulting in notable efficiency in advisory work and supporting the leadership of the Provincial Party Committee.

In 2023, the Provincial Party Committee’s Organization Commission researched and advised the Provincial Standing Party Committee to implement the electronic Party membership handbook for the Dong Nai Provincial Party Committee, as part of efforts to advance information technology and digital technology applications in the Party agencies’ operations.

This initiative was highly appreciated by the Central Organization Commission as an effective model for administrative reform and digital transformation in Party work.

Similarly, the Provincial Party Committee’s Internal Affairs Commission for the 2020-2025 tenure advised the Standing members, the Provincial Standing Party Committee and the Provincial Steering Committee for the prevention and control of corruption, wastefulness, and negative phenomena to issue 419 documents guiding anti-corruption efforts across various sector. It also proposed numerous inspection and supervision missions in sensitive and complex areas prone to corruption and wastefulness.

In 2023, to promptly address public concerns without waiting for voter meetings or scheduled citizen receptions, the then Provincial Party Committee’s Mass Mobilization Commission (now the Propaganda and Mass Mobilization Commission) surveyed the “Morning with the People” model from the former Long Khanh City to advise the Provincial Standing Party Committee to replicate it across the whole province.

Under this model, every weekday morning, leaders of Party committees, government bodies, and agencies spent one hour meeting citizens, thereby resolving many issues on the spot, and reducing petitions to higher levels.

Building on this success, in 2024, the Provincial Party Committee’s Propaganda and Mass Mobilization Commission advised the Provincial Standing Party Committee to implement the “Friendly Government” model at commune, ward, and townlet levels, shifting from an “administrative order” approach to a “service and guidance” approach, aiming to improve public service quality, promptly address citizens’ needs, and foster a civilized and friendly workplace environment.

Fulfilling political tasks in each agency and unit

Grassroots Party cells and Party Committees in public service institutions have focused on combining professional duties with political tasks in line with Party orientation, State laws, and the guidance of the Provincial Party Committee.

For instance, the Party Committee of Dong Nai Newspaper and Radio, Television has effectively led its units to fulfill political missions, adhere to the Party’s propaganda guidelines, maintain regular print publication, improve the quality of its online newspaper, which attracts over 30 million visits annually, and operate social media channels such as fanpages, YouTube, and digital bulletins to guide public opinion and provide timely, accurate information on provincial, national, and international issues.

The Party Committee of the Provincial Political School has successfully led training and capacity-building for over 3,000 learners annually, while boosting scientific research with nearly 20 provincial- and school-level projects per year.

Meanwhile, Party cells and Party Committees in the Vietnam Fatherland Front, socio-political organizations, and mass associations have played active roles in mobilization and propaganda work, organizing patriotic emulation movements, and strengthening national unity. Notable achievements include: over 93% of residential areas registering to implement the “All people unite to build cultural life” movement; raising more than VND 60 billion annually to support disadvantaged households through the “For the Poor” campaign; the Farmers Association’s “Excellent Farmers in Production” movement with more than 25,000 households recognized at provincial and national levels; the Women Union’s “Building Vietnamese Women in the New Era” movement with over 90% membership participation; and the Youth Union’s  hundreds of volunteer projects involving over 120,000 members to help build advanced rural areas and civilized urban spaces.

The grassroots Party Committees of mass associations, together with association leaders, have operated in line with the set orientations, effectively serving as a bridge between the Party and the people. They have actively disseminated and promoted the Party’s guidelines and the State’s policies and laws, while organizing patriotic emulation movements that attract the active participation of a large number of members.

For the Party cells and Party Committees of Internal Affairs and Judicial Agencies, they have implemented internal affairs work, citizen reception, and the settlement of complaints and denunciations in a comprehensive and effective manner. The rate of resolving complaints and denunciations under their jurisdiction has exceeded 90%, with many prolonged and backlog cases settled definitively. Activities related to investigation, prosecution, trial, and judgment enforcement have been carried out in accordance with the law, ensuring the right person, the right offense, and the right legal provisions, thereby contributing to maintaining political stability and social order and safety.

The Party Committee of the Provincial People’s Council has effectively fulfilled its role in decision-making and oversight, organizing regular voter meetings, and addressing over 1,000 petitions to help remove policy implementation bottlenecks at the grassroots level.

Alongside professional duties, the Party Committee of the Provincial Party Agencies and its subordinate units have focused on political, ideological, and ethical work, maintaining stable mindsets among members and reinforcing trust in Party leadership. The implementation of Politburo Directive No. 05-CT/TW on “Promoting learning and following Ho Chi Minh’s ideology, morality, and style” has become increasingly substantive and effective.

Political theory training for cadres and Party members has been prioritized to gradually standardize qualifications according to prescribed positions. The admission of new Party members has been strengthened, while unqualified members have been resolutely removed. Party inspection, supervision, and discipline have been conducted comprehensively in accordance with the Party Charter. Based on achieved results, forecasts, and development requirements of the new period, in the 2025-2030 tenure, the Party Committee of the Provincial Party Agencies has set out guiding principles with five specific groups of tasks.

In which, the Party Committee has thoroughly embraced General Secretary To Lam’s directive: “Solidarity – the truth of all eras,” viewing solidarity as the “lifeblood” and “red thread” throughout all activities. Each member of the Party Executive Committee of the provincial Party agencies, as well as each cadre and Party member, is expected to share responsibility, maintain unity from top to bottom and inside out, and from thought to action, ensuring collective leadership alongside individual accountability, especially for leaders.

The organization will focus on building a contingent of cadres and Party members with integrity, strong professional capacity, steadfast political will, and the courage to think, act, and take responsibility for the common good. It will tighten discipline and rules, encourage proactive and creative spirit, and mobilize internal resources to seize opportunities for comprehensive development. Efforts will be strengthened to safeguard the Party’s ideological foundation and counter hostile and incorrect viewpoints. Digital transformation will continue to be promoted across all areas of Party work, particularly in administration, organization, inspection, supervision, propaganda, and mass mobilization.

According to Nguyen Thi Thu Van, the first Party congress of Dong Nai provincial Party agencies for the 2025–2030 term reaffirms the political determination of all members to remain united, seize opportunities, overcome challenges, build on past achievements, address limitations, and strive to fulfill the congress’s resolutions.

On August 14–15, the Party Committee of the provincial Party agencies held its first congress, which carries special significance as a milestone marking initial achievements after the merger of both former Dong Nai and former Binh Phuoc’s Party organizations. It is also the first congress after the merger, laying the foundation for a new development stage, affirming the organization’s resolve to build a clean and strong Party apparatus, contributing to the goal of developing Dong Nai into a green, civilized and modern province.
