On the morning of August 14, the 11th Congress of the Party Committee of Military Region 7 for the 2025-2030 term convened and entered its official working session. General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, and Director of the General Department of Politics of the Vietnam People’s Army, attended and delivered a directive speech at the congress.

Also in attendance were Senior Lieutenant General Nguyen Quang Ngoc, member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People’s Army; Ton Ngoc Hanh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the People’s Council of Dong Nai Province; heads of the General Staff, the General Department of Politics, the General Department of Logistics and Technology, and the Standing Committee of the Central Military Commission’s Inspection Committee; representatives from agencies of the Ministry of National Defense; leaders of provinces and cities under Military Region 7; agencies and units; and 288 delegates representing more than 8,800 Party members across the entire Party Committee of Military Region 7.
In his speech directing the congress, Senior General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, acknowledged and commended the results achieved by the Party Committee of Military Region 7 during the 2020-2025 term.

General Trinh Van Quyet urged the Party Committee of Military Region 7 to lead the region’s armed forces in continuing to build on their achievements and strive to fully accomplish the objectives, programs, and plans set for the 2025–2030 term. He emphasized the need to thoroughly grasp the resolutions and directives of the Party and the Central Military Commission, especially the Resolution of the 14th National Party Congress, the Resolution of the 12th Congress of the Party Organization of the Vietnam People’s Army, the Strategy for National Defense in the New Situation, as well as other resolutions, strategies, projects, and laws on military affairs and national defense; to implement the conclusions and resolutions of the Party Central Committee on continuing to streamline and strengthen local military organizations to be “lean, compact, and strong” in order to meet the requirements of tasks in the new situation; and to concretize and define leadership policies and measures suited to the specific conditions and tasks of the military region.

General Trinh Van Quyet emphasized that Military Region 7 must continue to uphold its core role in building a strong and modern all-people national defense. It should lead and direct the formulation and effective implementation of projects and programs that combine national defense with socio-economic development; continue to invest resources in building an all-people national defense and a national defense posture closely linked with the people’s security posture and the “posture of the people’s hearts”; and strengthen the military region and regional defense to be increasingly solid, commensurate with this especially important strategic area and with the potential and strengths of the military region.

Also, the unit should timely lead and direct the review and evaluation of the arrangement and operation of local military organizations to clearly identify appropriate policies, solutions, mechanisms, and strategies aligned with task requirements, particularly regarding the quality of activities in provincial and municipal defense zones and the operations of regional defense commands. Consolidate, build, and enhance the capacity of commune-level military commands, and effectively fulfill the advisory role to Party committees and local authorities in state management of national defense at the grassroots level.
General Trinh Van Quyet emphasized: “The Party Committee of the Military Region is focused on building a politically strong military region, while simultaneously implementing innovative and comprehensive solutions in political and ideological education. In particular, it is essential to effectively realize the breakthroughs set forth by the Central Military Commission and the Military Region’s Party Committee in promoting the cultural values of 'Uncle Ho’s Soldiers' in the new era, elevating this noble quality to new heights as a powerful internal force that inspires and motivates officers and soldiers to excel in fulfilling all assigned tasks. The organization of commemorative activities marking the 80th anniversary of the August Revolution, National Day on September 2, and the upcoming 80th anniversary of the Traditional Day of the Military Region (December 10, 1945 – December 10, 2025) must be carefully directed, further instilling pride in the tradition of their predecessors and continuing to write the glorious history of the Military Region in this new era.”
The Director of the General Department of Politics requested the Party Committee of the Military Region to continue reviewing, adjusting, and building a lean, strong, revolutionary, regular, elite, and modern armed force for the region starting in 2026. The focus should be on developing a “firm and widespread” militia and self-defense force, a “powerful” reserve force; making breakthroughs in reform to improve the quality of training, education and training programs, as well as the quality of military recruitment and military admissions; and organizing exercises at all levels that are rigorous, effective, closely aligned with reality, and absolutely safe. He also urged continued thorough study and effective implementation of higher-level resolutions on breakthroughs in science and technology development, innovation, creativity, and digital transformation, so as to better meet the demands of safeguarding the Fatherland in the new situation.
The Congress will continue its work and conclude tomorrow afternoon (August 15).
