Field inspection delegation on online public services and administrative procedures works in Dong Nai

(ĐN) - On the morning of August 7, Le Truong Son, Member of the Standing Committee of the Dong Nai Provincial Party Committee and Vice Chairman of the Dong Nai People's Committee, along with representatives from provincial departments and agencies, received and held a working session with a field inspection delegation regarding the provision and resolution of administrative procedures and online public services. The delegation was led by Nguyen Thanh Phuc, Director General of the National Digital Transformation Agency under the Ministry of Information and Communications.

Speaking at the working session, Nguyen Thanh Phuc, Director General of the National Digital Transformation Agency, stated that the inspection is taking place in the context where end-to-end online public services remain limited in many localities. Issues include the continued requirement for parallel submission of paper documents, ineffective use of national databases, and a complex user experience. The purpose of the inspection is to assess the current situation and identify solutions to improve the quality of online public services nationwide.

The head of the inspection delegation stated that, according to the E-Government Monitoring and Evaluation System (EMC), the rate of end-to-end online application processing at the provincial level in July 2025 stood at 11.81%, a decrease of 2.67 percentage points compared to June (14.48%). However, Dong Nai Province, following its administrative merger, achieved a rate of 14.03%, an increase of 2.5 percentage points from the previous month. In addition, the citizen satisfaction rate in the receipt and resolution of administrative procedures reached 92.96%, surpassing the 90% target set by the Prime Minister under Decision No. 1588/QD-TTg dated December 17, 2024. This accomplishment is a commendable result in Dong Nai's first month operating under the new two-tier local government model.

Nguyen Thanh Phuc, Director General of the National Digital Transformation Agency, noted that, alongside the results achieved, the implementation of online public services in Dong Nai still requires further improvement. Specifically, the proportion of administrative procedures offered as end-to-end online services stands at 86.5%, while the national target set in the Prime Minister's Decision No. 240/QD-TTg for 2025 is 100%. In July 2025, the rate of fully processed online applications reached 14.03%, ranking Dong Nai 15th out of 34 provinces and cities. However, when compared to the targets previously registered with the Ministry of Science and Technology by the former provinces of Dong Nai and Binh Phuoc prior to their merger, as well as the end-of-2025 goals set under Government Resolution No. 188/NQ-CP dated October 11, 2024, the current figures remain modest.

At the meeting, representatives of provincial departments and agencies shared existing challenges and proposed solutions to improve these metrics and enhance the quality of online public services.

Following the working session at the Provincial People's Committee, the delegation conducted a field survey at the Dong Nai Provincial Public Administration Service Center later that same morning.

During their 1.5-day working visit to Dong Nai, the delegation conducted on-site evaluations at several agencies handling a high volume of administrative procedures. Their review focused on process workflows, the use of digital signatures, and data security. They also monitored the implementation of directives and assessed the performance of online public services, with particular attention to the proportion of fully digital, end-to-end applications. The objective was to gain a clear understanding of the current situation and identify practical solutions to improve the overall quality of digital public service delivery nationwide.
