On August 26, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, chaired a meeting with relevant agencies to review progress on compensation and site clearance for both of the Gia Nghia – Chon Thanh Expressway and the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway.

At the meeting, representatives of provincial departments and local authorities directly pointed out several challenges affecting project implementation. These include difficulties in verifying land origins, as many landowners no longer reside locally, and in the case of forestry and plantation land, complications in preparing compensation dossiers due to the absence of contract records and clearly defined site boundaries.

The absence of specific guidelines for approving land prices and compensation plans has created challenges in surveying and recording the number of houses and assets located along the project routes. This has been identified as a key factor hindering site clearance progress and delaying the disbursement of public investment capital for the projects.

Given the difficulties and challenges identified, relevant agencies have proposed that higher authorities promptly provide cadastral records and clarify land locations and boundaries to facilitate site clearance, particularly for plots related to plantation forests. They also urged the early completion of infrastructure in resettlement areas designated for the projects. On this basis, communes and wards will submit proposals to the Provincial People’s Committee for the approval of land prices in resettlement areas, paving the way for compensation and resettlement support plans in line with regulations.

In his closing remarks, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, acknowledged the difficulties faced by local authorities. However, he emphasized that land compensation and site clearance for the projects have not met the planned schedule.
Vice Chairman Ho Van Ha requested that surveys and inventories of houses and assets attached to land must be clearly posted with specific deadlines. Specialized agencies are required to establish detailed roadmaps and timelines, striving to complete 100 percent of the work by September 26.
Regarding the approval of compensation plans, he stressed the principle of handling simpler cases first and the more complex ones later. Nevertheless, specialized agencies must prepare compensation plans early in order to set up teams for public outreach and mobilization. All stages must proceed concurrently with clear assignments of responsibilities, tasks, timelines, and outcomes, rather than waiting for one step to finish before beginning another. Once finalized, compensation plans must be publicly posted so that local residents are informed and can support the projects. He urged that compensation work be completed within 2025, minimizing the need to extend into 2026.
The Gia Nghia – Chon Thanh Expressway section running through Dong Nai Province is nearly 101 kilometers long, traversing 10 communes and wards and affecting 4,294 land plots. The total land area to be acquired is over 940 hectares. To date, all communes and wards have developed compensation, support, and resettlement plans. Authorities have issued land acquisition notices for 3,272 plots, representing more than 78 percent of the total, and have completed inventories of houses and assets attached to 2,023 plots, equivalent to nearly 54 percent.
For the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway section running through Dong Nai, it spans 6.9 kilometers, with nearly 84 hectares of land to be acquired for the project, most of which belongs to local residents. So far, local authorities and relevant units have issued land acquisition notices for 282 out of 283 plots. Residents have handed over 66 cleared plots, while authorities have disbursed nearly VND 186 billion in compensation and support payments.
