On August 12, Standing members of the Dong Nai provincial Party Committee issued Official Dispatch No. 288-CV/TU on actively implementing the two-tier local government model and shifting grassroots authorities toward proactively grasping situation and managing affairs.

According to reports on summarizing the situation and collecting feedback from localities after the official operation of the two-tier local government model from July 1, 2025, as well as Report No. 27-BC/VPTU dated August 11, 2025 on the operation of commune-level governments under this model from August 1 to 10, Standing members of the Dong Nai provincial Party Committee requested members of the provincial Standing Party Committee, and the provincial Party Executive Committee, the Party Committee of the provincial People’s Committee, and the Standing members of Party Committees at all levels to direct relevant departments and agencies to carry out several key tasks as follows:
Members of the provincial Standing Party Committee and the provincial Party Executive Committee in charge of localities are to directly lead the review of difficulties and obstacles in Party regulations and State laws in order to promptly propose solutions, avoiding work stagnation.
They must focus on closely monitoring the grassroots situation, promptly guiding and resolving emerging issues in their fields of responsibility, especially administrative procedures for citizens and businesses regarding land, construction permits, investment, taxation, and business activities. They should also ensure adequate staffing at commune-level public administrative service centers and attend and direct the organization of commune- and ward-level Party congresses for the 2025–2030 term, in line with principles, regulations, and schedules.

In addition, Party Committees, Party organizations, agencies, and units are to continue implementing directions from the Standing members of the Provincial Party Committee and the Provincial Standing Party Committee on removing obstacles in the operation of the two-tier administrative model. They must report to the Standing members of the provincial Party Committee by August 15, 2025 on completed, ongoing, and pending tasks, as well as difficulties, obstacles, and recommendations.
Continued implementation is requested to organize and strictly implement the conclusions of the Politburo and the Party Central Committee’s Secretariat on the operation of the two-tier local government model, with a strong shift at the grassroots level towards proactive oversight and management. This includes Conclusion No. 179-KL/TW dated July 25, 2025, on further implementing tasks to improve the organizational structure and operations of the two-tier local government model, and Conclusion No. 183-KL/TW dated August 1, 2025, on actively operating the two-tier local government model, with the grassroots level taking the lead in socio-economic management as well as national defense and security.
It's necessary to promptly review and assess the status of commune-level personnel, ensuring the continued allocation of sufficient staffing to meet grassroots-level operational requirements. Staffing arrangements must be closely aligned with actual conditions, avoiding uniform distribution or situations of surplus in some areas and shortages in others, particularly for officials responsible for state management of belief and religious affairs. Assignments must match job positions, competencies, and strengths, while ensuring adequate quantity and quality to fulfill grassroots-level duties. The deadline for completion is set for August 20, 2025.
Similarly, the handover of assets and documents between former administrative units and newly established communes must comply with regulations and be completed by August 31, 2025.

The Standing members of the Provincial Party Committee assigned the Party Committee of the provincial People’s Committee to direct the Office of the provincial People’s Committee to be the lead agency and coordinate with the Department of Home Affairs (DHA), the Department of Justice, and other relevant agencies to review and consider decentralization and delegation of power in certification and authentication, ensuring compliance with the law.
The Department of Science and Technology is directed to be the lead agency, in coordination with the Office of the Provincial People’s Committee and relevant departments and agencies, in reviewing, ensuring sufficient investment, and adopting stronger measures to meet essential requirements, particularly regarding digital signatures, digital certificates, and personnel for data digitization that is “accurate, complete, clean, live, consistent, and shared.” Efforts should also focus on enhancing the capacity for integrated, interoperable sharing and reuse of digitized data, as well as improving application software for public service delivery and operational systems (civil status, land, business registration, taxation, etc.) to ensure the effective and efficient operation of commune- and ward-level public administration service centers.
Relevant departments and sectors must review regulations for prompt amendments to fit the new local government structure.
The DHA is to review and advise on regulations for establishing, reorganizing, and dissolving public service units under commune-level People’s Committees, as well as rules for the organization and operation of villages and residential groups, immediately after the central government issues guiding regulations, ensuring timeliness and consistency.
The provincial Party Committee’s Inspection Commission will step up oversight of the implementation of resolutions and conclusions related to the two-tier local government model, reporting to the Standing members of the provincial Party Committee every Thursday.
