Reflecting on 60 years of building, fighting, winning, and growing, Senior Colonel Ngo Ngoc An, Commander of Division 9, recalled: On September 2, 1965, in a forest by the Nhung Stream in Phuoc Thanh Province (now Phu Ly Commune, Dong Nai Province), "Cong truong 9", the code name for Division 9, formerly under Army Corps 4 (now Army Corps 34), was established. It was one of the first main-force units to be deployed to the Southeastern battlefield during the resistance war against the United States.

Over the past 60 years of building, fighting, winning, and growing, Division 9 has proudly carried forward its heroic tradition, rising to become a comprehensively strong unit, an exemplary model, continuing to add luster to its glorious tradition: “United and modest, courageous and creative: wherever we go, we win; whenever we fight, we strike decisively.” The division has also upheld the qualities of “Uncle Ho’s Soldiers” in the new era, contributing to the firm safeguarding of the Fatherland under all circumstances.
In his address, Senior Lieutenant General Vo Minh Luong praised and acknowledged the achievements made by the officers and soldiers of Division 9 throughout six decades of building, fighting, winning, and growing.
The Deputy Minister of National Defense urged the Party Committee and Command of Division 9, in the current context, to thoroughly grasp the Resolution of the 8th Plenary Session of the 13th Party Central Committee on the “Strategy for safeguarding the Fatherland in the new situation” as well as the resolutions of Party congresses at all levels. He emphasized the need to focus on enhancing overall quality and combat strength, building a unit strong in all aspects. Officers and soldiers must remain steadfast in their ideals and goals, firmly committed in any situation, avoiding passivity or surprise, and always ready to receive and successfully accomplish every mission.
He also called for the division to effectively implement and concretize resolutions from higher levels, enhance the quality of training, and fully adhere to training principles. Emphasis should be placed on both comprehensive and specialized training, closely aligned with real combat conditions, and on mastering new technical equipment. Military training must be integrated with political, logistical, and technical preparation, along with fostering willpower, discipline, and physical fitness among the troops.
Senior Lieutenant General Vo Minh Luong also stressed that the Party Committee and Command of Division 9 must continue to build a clean and strong Party organization and a comprehensively strong division, with particular focus on the management, education, and training of Party members. He highlighted the need to step up the “Studying and following Ho Chi Minh’s ideology, morality, and style” in association with the campaign “Promoting traditions, contributing talents, and being worthy of Uncle Ho’s soldiers in the new era.” He also called for strict observance of grassroots democratic regulations to ensure unity in will and action across the division, preventing any violations of law or discipline within the unit.
The Deputy Minister of National Defense expressed confidence that the officers and soldiers of Division 9 will continue to uphold the tradition of the "Land of Steel," remain ready to take on and excellently complete all assigned tasks, and live up to their role as a fully staffed main-force division of the army in the southern region.
On behalf of the State President, Senior Lieutenant General Vo Minh Luong awarded the Second-class Fatherland Protection Order to Division 9.
On this occasion, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, and Minister of National Defense, sent a commendation letter to the officers and soldiers of Division 9 on the 60th anniversary of the unit’s founding.
