Collecting opinions on draft Documents of Dong Nai Provincial Party Congress for 2025–2030 term

(ĐN) - On August 18, comrade Ton Ngoc Hanh, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, chaired the congress to collect opinions of Party Committee Secretaries of communes and wards in the province on the draft Documents of Dong Nai Provincial Party Congress for 2025–2030 term.

Attending the congress were Trung Nhan, Member of the Provincial Party Committee’s Standing Committee Standing Committee and Head of the Provincial Party Committee’s Inspection Commission; leaders of the provincial Party Committee’s agencies, some departments and sectors; and Secretaries and Deputy Secretaries of Party Committees of 95 communes and wards in the province.

At the congress, Nguyen Thi Hong Trang, Provincial Party Committee Member, Deputy Head of Propaganda and Mass Mobilization Commission of the Provincial Party Committee of Dong Nai, stated that the draft Documents of Dong Nai Provincial Party Congress for 2025–2030 term had been developed for the 8th time.

Based on opinions contributed to the draft Documents of the 14th National Party Congress and the draft Political Report of the Provincial Party Executive Committee to be presented at the Congress of the Provincial Party Committee for the 2025–2030 tenure, Propaganda and Mass Mobilization Commission of the Provincial Party Committee compiled the opinions for submission to the Provincial Standing Party Committee for consideration and direction to review, update, and supplement appropriate contents into the draft Political Report of the Congress of the Provincial Party Committee for the 2025–2030 tenure.

Some of the contributed contents have been included in the action program to be implemented through projects, programs, and plans in the 2025–2030 tenure.

At the conference of the Provincial Party Executive Committee on August 15, after collecting opinions on the congress theme, the Commission for Propaganda and Mass Mobilization of the Provincial Party Committee supplemented, adjusted, and rearranged the structure of the components.

Regarding the assessment of results achieved in the 2020–2025 tenure, the draft Document incorporated the evaluation of achievements of the two (former) provinces, highlighting outstanding achievements across all fields, especially socio-economic development models, reflecting the province’s efforts to overcome difficulties during the 2020–2025 tenure.

Regarding limitations, shortcomings, and causes: the draft Document incorporated evaluations of key and common limitations and shortcomings of the two (former) provinces in the 2020–2025 tenure; at the same time, it presented them concisely and clearly by sector, including Party building and the political system; economic development, science and technology, and environmental protection; cultural, social, and human development; national defense, security, and foreign affairs; and key tasks, priorities, and breakthroughs, serving as the basis for proposing appropriate and feasible solutions for the future.

In terms of lessons learned: five lessons have been incorporated and evaluated, grouped by content areas to clarify each lesson, regarding Party building and rectification; strengthening discipline and promoting the exemplary pioneering spirit of cadres and Party members, especially leaders; thoroughly understanding the Party's viewpoints and policies, the State's policies and laws to apply appropriately in practice; leadership and direction, fully grasping the viewpoint of sustainable development that economic growth must align with cultural and social development, environmental protection, and ensuring solid national defense and security. The lessons also mention that Party policies and resolutions must originate from the legitimate aspirations and interests of the people, taking “the people as the root”, “the center”, and effectively implementing the motto “the people know, the people discuss, the people do, the people monitor, the people supervise, the people benefit.”

With respect to viewpoints, objectives, tasks, and solutions for the 2025–2030 tenure, the overview of the situation presented a comprehensive picture of Dong Nai and forecasts for the coming years. Accordingly, the situations of the world, Vietnam, and Dong Nai are entering a new stage with advantages such as expanded administrative boundaries, large land resources, adjacency to Ho Chi Minh City. The advantages also include synchronized transport infrastructure (airports, seaports, leading nationwide in expressways), along with major projects to be completed from 2026. These are opportunities for the province to become the center for industry, logistics, eco-tourism, and a modern airport urban; and to develop urban areas for education and high-quality human resource training, etc.

In addition, contributed opinions on development objectives were included in the draft Documents, ensuring a concise and comprehensive summary, integrating fully the spirit of the congress theme, motto, and development viewpoints identified in the congress documents.

At the congress, leaders of communes and wards proposed that the draft Political Report should include specific content on transportation infrastructure development in Dong Nai, mobilizing all resources for urban upgrading, and basic investment in intra-regional transport systems. At the same time, emphasis should be placed on investing in technical infrastructure; having policies to support remote and disadvantaged areas in technology infrastructure; training and fostering cadres and civil servants with information technology expertise; and supplementing “green” targets to ensure implementation of one of the components of the theme of the Provincial Party Congress for the 2025–2030 term which is “Building Dong Nai into a green development province.”

On behalf of the Provincial Standing Party Committee, comrade Ton Ngoc Hanh, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council, expressed sincere thanks and maximally acknowledged the opinions of delegates at the congress. She also noted that several more congresss will be organized to further deepen the draft Documents of the Provincial Party Congress for the 2025–2030 tenure, thereby identifying many feasible solutions to successfully implement the resolution of the Congress of the Provincial Party Committee for the 2025–2030 tenure.

Comrade Ton Ngoc Hanh emphasized that the opinions of cadres, Party members, and people of all strata on the draft congress documents, including those of experts and scientists, have helped Dong Nai gain a clearer and deeper understanding of the province’s advantages. The province must seize these advantages and find solutions to promote them, aiming to achieve a double-digit growth and improve people’s living standards.

According to comrade Ton Ngoc Hanh, in this congress document, the viewpoint of regional connectivity is important, but intra-regional connectivity is also very significant. Intra-regional areas must be strongly invested in the coming time. Specically, Dong Nai has advantages in land resources, particularly flat agricultural land, which must be utilized and promoted to set higher development goals with broad vision, deep insight, and strategic thinking.

The entire province must strive to maximize advantages to serve provincial development; remove bottlenecks; implement planning and synchronous infrastructure in the new context and new advantages of Dong Nai; and be well-prepared to confidently enter a new era of national development.
