Bien Hoa Ward was established through the merger of four wards along the Dong Nai River, namely Hoa An, Tan Hanh, Buu Hoa, and Tan Van.
Speaking at the opening of the congress, Vien Hong Tien, Member of the Provincial Party Committee, Secretary of the Party Committee and Chairman of Bien Hoa Ward People’s Council, said that during the 2020-2025 tenure, despite many difficulties and challenges, the ward’s Party Committee, government, armed forces, and people had united to achieve important and relatively comprehensive results.
After the merger, Bien Hoa Ward gained a broader development space with numerous potential advantages. With the motto “Solidarity – Discipline – Breakthrough – Development,” the ward’s Party Committee has set a high political determination for the 2025-2030 period: “Building a clean and strong Party Committee and political system; promoting the strength of great solidarity; fostering breakthroughs, innovation, and creativity; and developing Bien Hoa Ward into a modern, civilized, and sustainable urban area.”

One of breakthroughs identified by the locality is the effective implementation of the planning for the Dong Nai River section running through the ward; developing the river economy in conjunction with promoting Bien Hoa’s traditional pottery craft village. In particular, the ward will focus on building riverside roads and ecological urban projects along the river.

Delivering his directive speech, Member of the Provincial Standing Party Committee, Secretary of the Party Committee and Chairman of Tran Bien Ward People’s Council Ho Van Nam expressed basic agreement with the documents submitted to the congress. He requested that the ward’s Party Committee continue to thoroughly grasp and effectively implement the consistent viewpoint and directive of General Secretary To Lam that “Solidarity is the truth of all times.” Each cadre and Party member must uphold self-criticism and criticism, demonstrate responsibility before the Party and the people, and constantly promote a pioneering, exemplary spirit with unity in will and action, “from top to bottom, from inside to outside, and across all levels” throughout the political system.
For the 2025-2030 tenure, the ward’s Party Committee must promptly translate the congress resolution into concrete, feasible plans, with clearly assigned responsibilities. Efforts should focus on reviewing and formulating high-quality, long-term socio-economic and infrastructure development plans to transform Bien Hoa Ward in line with the congress’s motto: “Solidarity – Discipline – Breakthrough – Development.”

After the congress, focus should be placed on implementing the three breakthrough tasks while continuing to foster cultural development and improve residents’ living standards.
