(ĐN) – On July 15, Vice Chairwoman Nguyen Thi Hoang of Dong Nai provincial People’s Committee had a working session with Phu Hoa communal Party Committee to assess the organizational structure and operational efficiency of the newly formed grassroots political system.

Phu Hoa commune, covering more than 61 square kilometers and home to over 36,700 residents, was established through the merger of Phu Loi and Phu Hoa communes (formerly part of Dinh Quan district) with Phu Dien commune (from the former Tan Phu district).
According to Mr. Tran Nam Bien, Secretary of Phu Hoa communal Party Committee, the local leadership promptly initiated restructuring efforts in accordance with the two-tier local government model. This included streamlining organizational procedures, appointing leadership personnel for the Party Committee, People’s Council, People’s Committee, and the Fatherland Front at the communal level, ensuring smooth and effective governance.

In line with national and provincial digital transformation agendas, the commune has begun implementing key digital governance initiatives. Notably, it has adopted the Dong Nai-S (DNiS) electronic document management and administration system, enabling seamless communication with departments and public service units. This move has significantly reduced paperwork and improved administrative efficiency.

Over the first two weeks since the new administrative model took effect, the commune received around 180 administrative requests. Of these, 101 were resolved, while 79 remain under process, all still within the regulated timeframe.
Speaking at the working session, Vice Chairwoman Nguyen Thi Hoang emphasized the need for continued support from provincial departments in guiding commune-level staff through the transition. She urged relevant agencies to promptly address any obstacles, while also stepping up professional training, particularly in digital transformation, public service delivery, and the use of administrative software systems.

In her concluding remarks, Ms. Hoang called on the Party Committee and local government of Phu Hoa commune to strictly implement tasks related to the restructuring and operation of the new local governance model. She also stressed the importance of proactively identifying and resolving shortcomings in collaboration with relevant departments to ensure a seamless and effective transition. In addition, preparations for the upcoming Party Congress at the communal level must be carried out in accordance with the set timeline, procedures, and goals.
