(ĐN) – On July 8, Dong Nai provincial Party Committee issued Plan No. 01-KH/TU outlining directives for organizing and operating the new two-tier local government system. The plan will be in effect from July 1 through to the next Party Congress for the 2025–2030 term.
The plan aims to identify and replicate effective and innovative models for managing newly merged administrative units. It also assigns members of the provincial Party Standing Committee and Party Executive Committee to directly oversee grassroots Party organizations in communes and wards. These senior officials are expected to promptly address operational challenges, improve coordination between provincial and communal level governments, and propose feasible solutions to enhance the new governance model's effectiveness.

The provincial Party Standing Committee emphasized that oversight and evaluation must be serious, focused, and practical rather than symbolic. Reviews should target core issues with high applicability, offering actionable and realistic recommendations aligned with actual field conditions.
Each senior official will be held accountable for closely monitoring assigned localities, providing hands-on support, and resolving emerging difficulties. If issues exceed local authority, they are to be escalated to the provincial Party leadership for timely resolution. Officials are also tasked with attending Party Committee meetings in their assigned communes or wards to grasp progress and challenges firsthand.
In parallel, the provincial Party Committee directed the Party leadership of the provincial People’s Committee to continue refining the political system’s organizational structure to meet governance demands. This includes implementing the Party’s guidelines and state laws, and building a modern, transparent, and citizen-centric public administration system.
Furthermore, agencies are expected to regularly assess public and business satisfaction with local government performance. These assessments will serve as benchmarks for improving service delivery within the two-tier model.
The Committee also assigned specific roles to the provincial Popularisation and Education, Mass Mobilization Commissions, Fatherland Front, and advisory bodies to strengthen public communication and engagement. These bodies will work to promote unity, garner broad-based consensus among officials and citizens, and ensure that public feedback is captured and addressed promptly.
Finally, Party and government leaders at the communal and ward levels are expected to lead by example and bear full responsibility for the plan’s implementation in their jurisdictions. They are also required to regularly supervise their subordinates to ensure strict and effective execution.
