Actively getting close to the people, being deeply connected with them; actively listening, grasping the opinions, thoughts, aspirations, and recommendations of the people and businesses is the motto that the leaders of localities in the province are implementing decisively and effectively.

Through this, not only are the people's issues resolved promptly, but also goodwill and attachment between the local government and the people are created, providing motivation to promote socio-economic development.

Focus on listening

Secretary of the Party Committee, Chairman of the People's Council of Xuan Hoa commune Ta Quang Truong shared that after the provincial merger, Xuan Hoa commune has many more potentials and advantages. It is a developed agricultural area; the locality has more than 20km of national highway running through it; from Xuan Hoa, it only takes 30-40 minutes to reach Long Thanh International Airport (airport), or to the sea...

"Clearly understanding our advantages and difficulties, we are striving to propose sound development solutions to create comparative advantages and provide a greater boost for the locality. The ultimate goal is to better serve local people and promote local socio-economic development," Truong emphasized.

Throughout the process of implementing tasks and goals, the locality always determines that it must focus on listening to the opinions, thoughts, and aspirations of the people to resolve them promptly, Truong added.

As for himself, in addition to directly going to the grassroots, every day he also takes advantage of Facebook pages, especially those with many local residents participating, to grasp their thoughts, feedback, recommendations, what people praise, and especially what people are still dissatisfied with, to direct timely handling.

With many businesses located in the commune, local leaders actively meet and work with businesses. This is to promptly listen to recommendations from businesses, support businesses in their development, especially in resolving administrative procedures. At the same time, businesses are also requested to actively accompany the locality in socio-economic development, taking care of the lives of workers and residents in the area.

Over the past two weeks, since taking on the role of head of the commune in the two-tier local government model, hehas visited and worked directly with Dona Standard Footwear Co., Ltd. (Vietnam), which has about 25,000 workers; along with a number of typical private companies and businesses in the locality. These actions have shown the proactiveness, flexibility, and decisiveness of the head of the commune Party Committee in leading and directing local socio-economic development, especially private economic development.

Having the opportunity to meet, exchange, and directly submit recommendations to the local leader, the leaders of businesses here expressed their joy and affirmed that they will continue to accompany the locality in socio-economic development and social welfare in the area.

Many local leaders shared that when the two-tier local government model operates, the functions, tasks, and powers of the commune-level government are greater, and besides the favorable conditions, there are also many difficulties and higher job requirements. Therefore, to be able to meet the job requirements, grassroots officials must truly be close to the people, deeply connected with the people, and bring practical benefits to the people.

Close to people, for the sake of people

Phu Lam commune was newly formed on the basis of merging 4 communes of Tan Phu district (old): Phu Son, Phu Binh, Phu Lam, Thanh Son. Secretary of the Party Committee, Chairman of the People's Council of Phu Lam commune, Nguyen Huu Ky, shared that after the merger, the area and population scale of the commune are much larger than before. Therefore, to effectively manage and operate the new government apparatus, the locality always "bears in mind" the motto of putting people and businesses at the center of service.

According to the leader of Phu Lam commune, one of the things that people desire and expect is the spirit of exemplification, responsibility, and dedication of cadres, civil servants, and public employees in performing public duties, so the locality has thoroughly grasped this viewpoint to all cadres, civil servants, and public employees.

Nguyen Huu Ky said that the Party Committee and communal government have tightened administrative discipline and order in all fields, clearly defining the responsibilities and powers of specialized agencies and individuals in performing assigned tasks. At the same time, they have promoted administrative procedure reform, implemented comprehensive digitalization, ensuring publicity, transparency, speed, and efficiency; taking the satisfaction of people and businesses as a measure of service results. To date, the inter-connected systems in directing and operating have been ensured by the commune. The digitalization of administrative procedure dossiers of the commune has also been ensured for continuous access to dossiers and resolution of administrative procedures. People who came to resolve administrative procedures in recent days have all expressed their satisfaction.

Also with the motto of being close to the people, staying close to the people, and promptly supporting the people, since the operation of the two-level local government, Phuoc Tan ward has established working groups (mainly youth union members) to each neighborhood throughout the ward to support people in performing online public services.

On a weekend morning in July 2025, Nguyen Thuy Trang (65 years old, residing in Huong Phuoc Neighborhood, Phuoc Tan ward) came to the Hamlet Cultural House to be guided on administrative procedures related to health insurance. Upon arrival, she was enthusiastically supported and guided by members of the support group, helping her quickly complete the procedures.

Trang shared: "I am old and don't know anything about computers or doing administrative procedures online. With the working groups coming to the Neighborhood Cultural House to guide and support, I don't have to travel far from my house, and the procedures are completed quickly and conveniently. I feel that the new government, since its operation, has clearly shown its closeness to the people and its efforts to serve the people better."
