(ĐN) – A proposal and draft resolution on support policies for revolutionary contributors and their families in Dong Nai is set to be presented at the upcoming mid-year session of the 10th Provincial People’s Council.
Specifically, the proposal suggests four major support policies targeting revolutionary contributors and their families in the province. The total budget is estimated at around VND 23 billion, to be sourced from the provincial budget.

The proposed policies include giving gifts to revolutionary contributors and their families on the occasion of the War Invalids and Martyrs Day (July 27) each year, with amounts ranging from VND700,000 to VND 3 million depending on the beneficiary category; covering transportation and accommodation costs incurred during travel to and from centralized convalescence programs; supporting trips for revolutionary contributors and family representatives of martyrs to visit the Ho Chi Minh Mausoleum, meeting with Party and State leaders, tours of historical and revolutionary sites in northern provinces; and subsidizing the reburial of Vietnamese Heroic Mothers currently interred in Dong Nai.
According to the draft resolution, the provincial People’s Committee noted that after administrative restructuring, Dong Nai is currently managing nearly 90,000 records of revolutionary contributors and their relatives. Of these, nearly 82,000 fall under the categories defined in Ordinance No. 02/2020/UBTVQH14, dated December 9, 2020, issued by the National Assembly Standing Committee on preferential treatment for revolutionary contributors. The remainder includes around 7,000 individuals recognized under decisions issued by the Prime Minister.
A review showed that the former provinces of Binh Phuoc and Dong Nai had each enacted certain support policies for this group. However, differences in socio-economic conditions and local regulations have resulted in inconsistencies in the level of support offered.
Following the merger of the former Dong Nai and Binh Phuoc provinces into the new Dong Nai province, the lack of unified policies could result in disparities, confusion, and unfair treatment among eligible recipients. This could adversely impact the lives and sentiments of residents, particularly revolutionary contributors, a group that continues to receive widespread social recognition and respect.
Developing a harmonized and rational support framework in the post-merger period is therefore essential. Not only will it help ensure social welfare and fairness, but it will also foster public consensus, especially during this time of administrative transition. The proposed policy, with its human-centered approach, aims to stabilize livelihoods and strengthen public trust in the leadership of local authorities.
