Dong Nai proposes Prime Minister to remove obstacles for projects

(ĐN) – On July 17, Prime Minister Pham Minh Chinh chaired a nationwide conference to review and evaluate the implementation of efforts to remove obstacles and difficulties facing investment projects and land-related issues, in accordance with the Politburo’s Conclusion No. 77-KL/TW dated May 2, 2024, and the National Assembly’s Resolution No. 170/2024/QH15 dated November 30, 2024. The conference also focused on rolling out the Politburo’s directive on reviewing and resolving long-standing difficulties and bottlenecks affecting stalled projects nationwide.

Also co-chairing the conference were Politburo members: Phan Dinh Trac, Secretary of the Party Central Committee and Head of the Party Central Committee’s Commission for Internal Affairs; Nguyen Duy Ngoc, Secretary of the Party Central Committee and Chairman of the Central Inspection Commission; Nguyen Hoa Binh, Permanent Deputy Prime Minister; General Luong Tam Quang, Minister of Public Security; and Nguyen Van Nen, Secretary of the HCM city Party Committee.

The event was also attended by leaders of central ministries, agencies, and commissions, along with top officials from centrally governed provinces and cities.

Attending the conference on behalf of Dong Nai province were Mr. Vu Hong Van, Secretary of the provincial Party Committee and Head of the province’s National Assembly delegation, and Mr. Vo Tan Duc, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.

At the conference, Dong Nai provincial leaders reported to the Prime Minister on the challenges and obstacles facing local projects, and proposed that the Government consider solutions to remove bottlenecks for long-standing stalled projects in the province. Accordingly, the Dong Nai provincial Party Committee has focused on reviewing, assessing, and identifying a total of 255 projects that are currently facing prolonged difficulties and obstacles.

In recent times, with the support and guidance of central ministries and agencies, Dong Nai province has taken proactive and active steps to review and resolve difficulties and obstacles related to local projects, aiming to unlock resources and contribute to socio-economic development and double-digit growth. The province has been implementing Resolution No. 170/2024/QH15 of the National Assembly and Decree No. 76/2025/ND-CP of the Government to address existing issues. As a result, several projects have seen their obstacles removed, generating significant revenue for the state budget and reinforcing business confidence in the province’s investment environment.

Dong Nai province also proposed that central ministries and agencies review and advise the Prime Minister on adjustments to certain regulations related to mineral planning, solar power development, and land use right auctions. The province further recommended the issuance of a government decree guiding the implementation of Law No. 90/2025/QH15, which amends and supplements several articles of eight existing laws. This decree should include specific transitional provisions for the enforcement of the Law on Investment. Additionally, Dong Nai proposed that the Prime Minister consider issuing a special resolution, similar to Resolution No. 170/2024/QH15, to be applied not only to Dong Nai but also to other provinces and centrally governed cities across the country.
