Dong Nai Party Committee reviews operation of two-tier local government model

(ĐN) – On July 29, Dong Nai Party Committee convened a conference to conduct a one-month preliminary review of the implementation of the two-tier local government model, which has been in effect since July 1, 2025. The conference was held online, connecting the main venue at the Party Committee Hall with 95 commune and ward-level locations across the province.

At the main venue, the conference was co-chaired by provincial leaders, including Mr. Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Dong Nai National Assembly Delegation; Ms. Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Mr. Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee’s Organization Commission, and Secretary of the Party Agencies Bloc; and Ms. Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Fatherland Front Committee.

Also participating in the conference were Mr. Le Khanh Toan, Deputy Chief of the Office of the Party Central Committee, representatives of central government agencies, members of the provincial Party Executive Committee and the Standing Committee of the provincial People’s Council, leaders of the provincial People’s Committee and Fatherland Front Committee,  officials from provincial-level Party agencies and offices, committees under the provincial People’s Council, representatives from various departments and agencies, and members of the provincial Party Committee’s Inspection Commission.

Meanwhile, at the commune and ward-level locations, local conferences were chaired by the respective Party Committee secretaries.

In his opening remarks, Secretary Vu Hong Van emphasized that the conference aimed to assess the performance of commune- and ward-level administrative units following their mergers since July 1, 2025. It also served as a platform to document and share effective, creative, and practical approaches in operating the two-tier local government model. He called on localities and units to focus discussions on identifying difficulties and obstacles encountered during the implementation process. Moreover, he urged them to propose specific solutions and recommendations to promptly adjust and draw lessons, with a view to continuously improving the model's effectiveness in the coming period. He also expressed hope that central-level agencies would offer support by sharing their expertise and helping to resolve implementation challenges.

At the conference, delegates viewed a documentary on the developments following the administrative unit merger at all levels since July 1, 2025, and heard a summary report on the implementation of the two-tier local government model. The conference also featured discussions and presentations related to the operations of commune- and ward-level administrative units after the merger.
