Dong Nai continues to take strong actions to achieve 10% growth target

(ĐN)- In 2025, Dong Nai province is aiming for a 10% growth in gross regional domestic product (GRDP), a goal assigned by the Government and reaffirmed by the provincial Party Resolution No. 16-NQ/TU, which outlines socio-economic, defense, security, legal, judicial, and governance targets for the year.

Recognizing the strategic importance of this growth target to Vietnam’s overall economic performance, Dong Nai provincial Party Committee and People's Committee have launched a series of decisive policies since early this year. These have been backed by a concerted push from the entire political system, the business community and residents, yielding encouraging results in the first six months.

According to Director Truong Thi Huong Binh of Finance Department, Dong Nai’s GRDP rose 8.23% year-on-year in Jan-June, surpassing the national average of 7.52% and ranking 13th among 34 centrally governed localities. State budget revenue reached VND 44.37 trillion, or 63% of the central target and 60% of the provincial target.

At the first meeting of the provincial Party Executive Committee (2025–2030 term), Secretary Vu Hong Van emphasized the urgency of refining the new two-tier governance model. Under the Politburo’s directive, the provincial headquarters will act as the strategic command center, responsible for planning, coordination, and oversight, while key development areas across the province are given more autonomy to act creatively and respond flexibly to local needs. The guiding principle is clear: centralize data for better coordination, but delegate decision-making to the grassroots level to stay close to the people and accelerate progress toward the province’s 10% growth target set by the central government.

To achieve this target, the provincial People’s Committee issued Decision No. 2331/QĐ-UBND on June 30, assigning 109 key tasks to 14 departments, guided by six principles of clear responsibilities, timelines, personnel, outcomes, authority, and accountability.

Crucial measures include 100% disbursement of public investment, successful land auctions, rapid construction of social housing, and exceeding revenue collection targets. This year, 21 social housing projects totaling over 15,600 units are scheduled to break ground with nearly 3,800 units expected to be completed in 2025.

Secretary Duong Minh Dung of Long Thanh ward's Party Committee noted that the second half of the year may bring headwinds, particularly for the industrial and construction sectors due to shifts in U.S. tariff policy. Dong Nai will need to closely monitor global developments and adapt flexibly.

The province also targets to resolve investment project bottlenecks flagged by auditors, revise the newly unified provincial master plan, and capitalize on available land resources to accelerate development of industrial clusters, tourist zones, and agricultural hubs. Digital transformation and science-based development remain critical pillars.

A clear roadmap to double-digit growth

Chairman Vo Tan Duc of the provincial People’s Committee stated that 16 key tasks have been set from now until year-end, including issuing an action plan for double-digit growth; releasing a new resolution for socio-economic, defense, and Party-building targets; assigning development indicators to all 95 communes and wards; driving both traditional and emerging growth drivers: public investment, consumption, exports, digital economy, green economy, circular economy, knowledge economy, and innovation.

Public investment projects will be accelerated through faster administrative processing and strong coordination on compensation and site clearance. Authorities will also push forward with land auctions, support struggling industries, and attract private investment under PPP or alternative models. The province also plans to fully realize the province’s social housing target of 14,608 units by the end of the year.

At the Executive Committee meeting on July 11 , Party Secretary Vu Hong Van delivered a powerful message: "There must be no complacency, no slowdown. Leaders at all levels must heighten their sense of responsibility and drive implementation with unwavering focus and urgency.”

Dong Nai’s bold efforts over the next six months will determine whether the province can not only meet but exceed its growth ambitions, and reinforce its role as a key economic engine in the country’s broader development trajectory.
